
This study examines the implementation of the Malang City Government's cooperation with USAID in the IUWASH Tangguh program in the framework of paradiplomacy. This study uses a qualitative research method. Data were obtained from the actors involved and policy documents. Data collection techniques were carried out through interviews, observations, and review of policy documents. The findings of this study indicate that the paradiplomacy strategy in improving water security is quite positive, referring to increasing public access to drinking water in Malang City. Previously determined roles and tasks bound the cooperation within the USAID IUWASH Tangguh program. Cooperation is not carried out in the form of material assistance but in the form of improving the quality of Human Resources of the actors involved in clean water security. This paradiplomacy strategy aligns with and supports the Indonesian Government's plan to accelerate the achievement of the 100% Access to Safe Drinking Water target by 2026.
This article delves into the emerging concept of Knowledge Mining Intelligence (KMI) and its transformative impact within the realm of foreign cooperation. It examines the transition from conventional Data Mining practices to the advanced techniques inherent in KMI, offering a comprehensive framework for its implementation in the foreign cooperation information supply chain. The article explores the theoretical foundations of KMI, emphasizing its role as a catalyst for efficient foreign cooperation endeavors. Through a detailed analysis, it elucidates the profound shift from data-centric methodologies to knowledge-centric paradigms.
Elderly people are those who have reached the age of sixty years and above. Based on data from the Central Statistics Agency (BPS) in 2021, the number of elderly in Indonesia is 29.3 million, which makes up to 10.82 percent of the total population. This number will continue to increase, leading to one of the world's most emerging problems, namely aging society. The issue of elderly people is an issue that must be paid attention to. Facts show that many elderly still have to work to meet their living needs. The increasing need for formal elder care provisions puts intensive pressure on providing elderly services and paying attention to social protection systems and service delivery in government-owned nursing homes. This research presents and develops what policy instruments are used in effective nursing home management in East Java. Using qualitative observation and in-depth interviews, this research aims to determine what instruments the Provincial Government uses to manage nursing homes in East Java and what policy instruments can be developed to effectively manage nursing homes in East Java, Indonesia. This research finds that the sort of policy instruments employed by the Government to manage nursing homes effectively encompass family and community, voluntary organization, regulations, information and appeal, and subsidies—next is the development of policy instruments that should be carried out in a public enterprise.
This research aimed to predict the regional tax potential of Malang City for the period of 2022 to 2026 by using the time series method with a focus on hotel, restaurant, entertainment, and parking taxes. The results showed that these taxes tended to increase annually except for entertainment, suggesting a downward trend. Furthermore, a comparison between potential tax predictions and the realization showed that predictions using the time series method produced figures lower than the actual realization. This discovery was influenced by the post-COVID-19 economic recovery in 2022. The research further showed that the time series method was more suitable for projecting a period of stable economy to produce more accurate projections.
The Indonesian government, through the Ministry of Villages, has made innovative efforts in the form of the village SDGs program, where this program develops local potential at the village level. This article aims to describe a case study on an innovative program in building facilities in the Pohjejer village, East Jawa, Indonesia, through the village SDGs program. This research uses a qualitative approach, specifically adopting a case study methodology, allowing researchers to delve into the specific context and explore the complexity of the phenomenon being researched. Data collection for this research involved interviews and secondary data. Specifically, interviews will be conducted with key informants from the SDGs working group and the Pohjejer village government. The research results show that the Ministry has initiated an SDGs localization program by implementing various development projects involving village teams. However, the community has not yet felt the specific results of this program in real terms. The Ministry needs to address the need for a more visible impact from these initiatives. The synergy between local and national initiatives highlights the importance of coordinated efforts to ensure meaningful and real localized implications of the SDGs for society.
Community empowerment is designed to enhance economic development. Government programs that are usually top-down are now formulated to involve the active role of social innovation in the community. This research is focused on community empowerment through indigenous values. Bottom-up community empowerment, namely originating from joint decisions of community groups and for the welfare of the community, as well as assistance from the government, will have long-lasting value. With the indigenous value and indigenous knowledge they have, community groups develop the ability to analyze the condition of their communities and carry out action planning, where community groups are involved from the beginning of the process to the end. This research is intended to validate the community empowerment model of Tamansari Village, Banyuwangi, by using the PRA (Participatory Rural Analysis) concept in the tourism sector. The approach used in this study was post-positivist with qualitative data collection techniques, namely focus group discussions and interviews. The results showed that the community empowerment model in Tamansari Village contains a combination of social innovation and policy concepts. The combination is observed in seven dimensions, namely understanding, institutions, facilitators, implementation of community planning, community capacity building, productive economic business development, and training of community leaders as guides.
The Government is entrusted with two fundamental tasks: crafting superior public policies and delivering public services of the utmost quality. The hallmark of a successful President lies in their ability to ensure that public services rendered under their administration are of impeccable quality. This study, spanning the years 2014 to 2016, employed a quasi-qualitative methodology. The findings revealed that public services during the Jokowi era did not meet the anticipated standards of quality. Consequently, this research proposes five strategic priorities for the future. First and foremost, it is imperative not merely to concentrate on public service provision but to spearhead a concerted effort towards establishing a pervasive culture of high-quality public services. Secondly, there is a pressing need to refine existing policies related to the development of public services, including assessment methodologies. Current policies are reflective of the developmental paradigm typical of emerging nations, characterized by a mindset prevalent in developing countries, particularly in Indonesia. Thirdly, there is a crucial need to elevate performance criteria from mere basic indicators to intermediate metrics that offer substantial value addition. Moreover, striving towards an 'advanced' level of service provision, one that is innovative and creates inherent value, is paramount. Fourthly, it is essential for the bureaucracy to shift its focus from mere reporting of service outcomes to a heightened emphasis on the functional aspects of service delivery. Lastly, fostering a collective public consciousness is pivotal. Public services ought to be perceived as a benevolent endowment from the Government to its citizens, surpassing the realm of rights and duties. This awareness is foundational to nurturing a society where public services are not just a transactional obligation but a cherished privilege bestowed upon the populace by the Government.
The collaborative governance framework today can be used to solve the complexity of the government's problems. One of the problems that can be addressed by implementing collaboration is the development of more prosperous and independent villages. This study aims to analyze collaborative governance practices in village development in relation to village fund budget management. This research was conducted in Kendalbulur Village, Tulungagung Regency, with a qualitative deductive approach, so the primary data was obtained through in-depth interviews and observations. The result of this study is that the implementation of collaborative Governance in Kendalbulur Village faces various dynamics, one of which starts from the content of the village fund policy itself. The interpretation of the village development policy still results in a double argument about whether the village fund policy is to develop more partial rural areas or build more empowerment-oriented villages. This interpretation will later impact the collaboration process between networks of actors in Kendalbulur village so that the established pattern of collaboration will be more complex. The results of collaborative-based village development must consider the starting conditions and dynamics that occur to make institutional design a determinant in the development of Kendalbulur Village.
The purpose of this study is to analyze the Effectiveness of the Use of Village Funds during the COVID-19 Pandemic (Case Study in Hiligeho Village, Tanah Masa District, South Nias Regency). The study focuses on the use of Village Funds during the COVID-19 pandemic, which is from 2020 to 2021. This study seeks to find out how the use of the Village Fund during the COVID-19 pandemic by the Hiligeho Village Government and whether the use of the Village Fund during the COVID-19 pandemic has been effective. The theory used is the theory of effectiveness from Makmur, which includes accuracy in timing, accuracy in cost calculations, accuracy in measurement, accuracy in making choices, accuracy in thinking, accuracy in carrying out orders, accuracy in determining goals and targeting accuracy. With descriptive qualitative research methods, data collection techniques used are interviews and documentation. Meanwhile, to ensure the validity of the data, the researcher applied data triangulation. Based on the results of the study, it was found that the use of Village Funds during the COVID-19 pandemic by the Hiligeho Village Government was not yet fully effective. This is known from the implementation of Village Fund priorities, namely the Village Fund for direct cash assistance (BLT), COVID-19 emergency response and Village Cash Intensive Work (PKTD), which are experiencing delays. In addition, several problems in the community empowerment program, such as the distribution of vegetable fertilizer assistance that is not right on target and uneven and the assumption that this program is only for certain groups, cause inequality.
One of the initiatives of the Indonesian government to encourage economic activities and business is the People's Business Credit (KUR) program. The purpose of this study is to analyze the implementation of the KUR program using Van Meter and Van Horn's policy implementation model, with variables including the scope and objectives of the policy, resource allocation, characteristics of implementing agents, disposition, and the surrounding environment. This study uses a qualitative method. Data collection is carried out through interviews, observation, and documentation (Sugiyono, 2010). Secondary data used in this study includes documentary studies or literature. The results of the study obtained: 1) The KUR procedure is guided by the Standard Operating Procedure (SOP) and Ministerial Regulation, which serve as guidelines for evaluating the eligibility of prospective borrowers. 2) The loan amount for Micro Enterprises in the KUR program is a maximum of IDR 25 million, while for Small and Medium Enterprises, it is a maximum of IDR 500 million. The majority of KUR providers are state- owned banks. 4) The KUR program is well received by the community, especially customers who need additional business capital. 5) KUR recipients are not on target because there are still many customers who have sufficient economic conditions, such as government officials, business actors, or civil servants. 6) The human resources implementing the KUR program are not permanent and often experience turnover due to work demands. 7) If a KUR customer dies, the program must be continued by his heirs. 8) The human resources implementing the KUR program in the field often do not provide a comprehensive understanding to customers regarding the provisions of the KUR contract, including risks, fines, requirements, and legal agreements.
Technology requires all government agencies to utilize the results of innovation in carrying out their activities. This study aims to determine the utilization of technology in surveillance activity at Inspektorat Kota Sungai Penuh and identify supporting and obstacle factors in applying innovation. This study used a qualitative approach and a guided interview technique to collect data. Criterion sampling was used to specify the respondents. The respondents were the Inspector, Head of Sub-division General Administrative and Financial, Head of Sub-division Analysis and Evaluation, Middle Auditor, and Junior Auditor. This study showed that utilizing innovation at the Inspektorat Kota Sungai Penuh is a process, service, and method innovation. The Inspektorat of Kota Sungai Penuh is utilizing technology products in surveillance by using SIM HP, SIPTL, SiBijak, and Consulting Clinics. The supporting factors in optimizing technology are leadership encouragement, facility availability, and adequate human resources. Conversely, the inhibiting factor consists of a limited budget and employee mutations.
The COVID-19 pandemic has devastated the tourism industry in various places worldwide. After the pandemic, many local governments that rely on tourism as their source of income have tried to recover from the crisis and improve their tourism management. Therefore, this study aims to analyse the resilience strategies of Kayangan Api tourism after COVID-19 and its contribution to environmental development in Bojonegoro Regency. This research is descriptive with a qualitative approach. This research was conducted from June to August 2023. This study focuses on the resilience strategies of Kayangan Api tourism after COVID-19. Data collection was carried out by interviewing the respective government officers responsible for managing the Kayangan Api tourist attraction and the business actors around the tourist attraction. The results of the study show that the Kayangan Api geoheritage tourism resilience strategies were carried out by improving the quality of attractions, amenities, and accessibility. This research proposes recommendations for the need for innovation, multi-actor support, and resources to optimize the existing resilience strategies in tourism development, especially in restoring tourism conditions after COVID-19 and contributing to environmental development.
This study aims to describe the efforts of the Faculty of Social Sciences and Law (FISH) of the State University of Surabaya (Unesa) in improving the quality of education during the Covid-19 pandemic within the framework of strategic management theory. This research was motivated by the fact that during the pandemic, lectures at universities switched to online and required students and lecturers to make quick adaptations that have the potential to impact the quality of education. This study uses a qualitative descriptive method. The focus of the research covers the strategic management process, which includes the phases of environmental observation, strategy formulation, strategy implementation, and evaluation. The research subjects were determined purposively by involving the heads of faculties, departments, and study programs within the FISH Unesa environment. The data analysis technique flow through data collection, data display, data reduction, and concluding. The results showed that the SWOT method was used in the environmental observation phase, specifically identifying the strengths and weaknesses of the institution's internal environment and identifying opportunities and threats to the institution's external factors. At the strategy formulation stage, a lecture strategy was set with the name Limited and Gradual Face-to-Face Lectures (PTMTB). This stage is carried out by preparing the room and health protocols. The implementation of this strategy was carried out starting with a survey via Google Form to students. Not all study programs hold PTMTB depending on the number of students who fill out the Google Form. The faculty carry out the evaluation stage with the Covid-19 Task Force. Based on the findings, several points can be suggested. The institution should make training plans for educational staff to increase competence, increase awareness of education staff to prioritize providing services for the community and increase lecturers number so that the ideal ratio between lecturers and students is met.
This study refining the dengue vulnerability assessment using DVFM to describes the vulnerability of dengue in Malaysia during the period of 15 years to identify high-low risk areas among sample of studies (except Wilayah Persekutuan Putrajaya). The dengue reported cases in Malaysia were analyzed using the data provided by the Disease Control Division Vector, Ministry of Health Malaysia (MOH) from 2003-2017. As per literature, factors influencing the vulnerability to infectious disease outbreak were identified as population density, urbanization, medical care workforce, medical care infrastructure, public health delivery, safe water and sanitation as well as economic strength. This framework was tested using empirical cases of dengue outbreak in Malaysia. The dataset used was obtained from widely available data (from the Department of Statistics Malaysia (DOSM) and Health Indicator Report by MOH). From 2003-2017, 829, 299 cases have been reported in Malaysia. The highest number was recorded in 2015 (63198, Selangor). The key findings from this assessment included the states with their vulnerability and actual dengue reported cases. The results also concluded that the framework prediction did not match the actual outbreak reported. Recently in Malaysia, the reported cases have increased steadily in most areas. The surveillance and control strategies should be strengthened especially for areas with the most vulnerable to dengue outbreak without deprioritizing the least vulnerable state. Further research should be conducted to explore other drivers that may reflect the vulnerability of dengue outbreak.
The purpose of this study was to describe the quality of public services in the Office of the Wali Nagari Panti Timur. The study was conducted on public services, especially in the Business Certificate (SKU). With this research, it is hoped that the Nagari Panti Timur government can provide quality services effectively and efficiently in order to achieve public satisfaction. The theory that is used is the public service quality theory with three variables, namely efficiency, responsiveness, and non-partisanship. Data collection methods used are interviews, observation and documentation. Interview informants were selected using purposive sampling method and accidental sampling method. To obtain data validity, researchers triangulated data sources. This study found that the quality of public services at the Wali Nagari Panti Timur Office, especially in making Business Certificates (SKUs) so far has not been carried out well. The three variables, namely efficient, responsive, and non-partisan, have not been fully achieved. Based on the results of the research conducted, it was found that the level of discipline of the Nagari apparatus was still low and often arrived late, the lack of clarity of information related to service standards which caused confusion for service users, and the suggestion box was broken making it difficult for the process of submitting public complaints to the Nagari Panti Timur government.
The purpose of this study is to describe regional economic development through leading sectors in the city of Surabaya during the Covid-19 pandemic. During the Covid-19 pandemic, the regional economy received quite severe impacts, including reduced working hours, decreased wages, and a more serious problem was increasing unemployment and the inability to absorb new workers. The research uses a qualitative descriptive method with a research focus on four main components of regional economic development, namely the development of the economic base, institutions, human resource development, and technology development – technology adaptation. Data collection techniques were carried out by interview and document study. Sources of data come from Bappeda, the City Cooperatives and Micro Enterprises Service and the Surabaya City Manpower Service. The results of the study show that locality development by the Surabaya City government in the midst of the COVID-19 pandemic is carried out both physically in the form of facilities and infrastructure and non-physical development by conducting training needed by the community. In general, the institutional aspects are adequate, but their participation is still not as desired. In the aspect of human resource development, the development program is carried out by providing briefings to the community both related to honing skills or briefing on the rights they should get as workers. Aspects of technology adaptation are carried out through the development of the Ecobis System such as the MSME product marketplace. However, improvements also need to be made to overcome some of the weaknesses in each of these components.
The purpose of this study was to evaluate the performance of the functional positions of education personnel at the State University of Surabaya (Unesa). This study focuses on evaluating the performance of the functional positions of Unesa education staff which includes the input dimensions, process dimensions and output dimensions as well as various data needed for structuring and developing the careers of education personnel towards PTNBH. Data was collected through workshops and Focus Group Discussions (FGD), as well as questionnaires. The data analysis technique required is statistical technique with percentages. The results of this study show several things, namely: (1) The Staffing Section of Unesa does not yet have a job description document in accordance with applicable laws and regulations; (2) This study develops 79 instruments detailing certain functional and functional position tasks of general Unesa education personnel; (3) Understanding of the subject in the input dimension in good and excellent condition; (4) The results of mapping in the dimensions of the process and the dimensions of the product are obtained the result that the general functional is better than the particular functional; (5) In general, the general functional education personnel does not have a professional organization and relatively few of them have participated in workshops or training. Later on, the Institution provides opportunities for education personnel to increase capacity and competence in accordance with their functional positions.
The purpose of this study is to describe the empirical phenomenon of the research consortium of the National Research Program on Electric Vehicle Technology at the Research Organization of Engineering Sciences (OR-IPT), the National Research and Innovation Agency (BRIN) within the framework of governance theory. This study used descriptive qualitative method. Data collection techniques were carried out by interview and study policy documents. Sources of data include the Program Coordinator, document monitoring and evaluation reports on program implementation, minutes of technical meetings, and results of previous research. This study found that collaborative collaboration on the research consortium of the National Research Program on Electric Vehicle Technology at the Research Organization of Engineering Sciences (OR-IPT), the National Research and Innovation Agency (BRIN) can reduce research costs effectively and efficiently, as well as supporting the availability of human resources, expertise and infrastructure.
ABSTRACTIntegrity is one competency that civil servants must have. In this Covid-19 pandemic, civil servants’ integrity becomes an observable focus. The Work from Home (WFH) system may highly change the way how they work at home. The research aims at scrutinizing integrity inferences of civil servants during the pandemic. WhatsApp, as an application used by them to communicate, has become a significant medium to observe the patterns. Netnography method is used to observe civil servants’ community behavior on social media. From the inferences observation, it is discovered that they have demonstrated forms of integrity, such as responsibility and professionalism. The civil servants are also getting more solid, helping, and relying on each other. When conflict occurs, they will retain the right principle. On the other hand, some would balance the situation. Consistency and discipline sensed from how civil servants perceiving all-online-formats. To sum up, performing online duties during Work from Home (WFH) has shown forms of integrity among civil servants. ABSTRAKIntegritas merupakan salah satu kompetensi yang harus dimiliki seorang ASN. Dalam situasi pandemi Covid-19, integritas ASN menjadi sebuah fokus yang patut diobservasi. Sistem Work from Home (WFH) mau tidak mau mengubah cara kerja seorang ASN ketika berada di rumah. Tujuan dari penelitian ini untuk mengamati inferensi integritas ASN selama pandemi. WhatsApp, sebagai aplikasi yang digunakan para ASN untuk berkomunikasi menjadi media yang signifikan dalam mengamati pola-pola integritas tersebut. Metode netnografi digunakan untuk mengamati perilaku komunitas ASN pada media sosial. Dalam pengamatan inferensinya, ditemukan bahwa ASN telah menunjukkan bentuk-bentuk integritas seperti, tanggungjawab dan profesionalisme. Para ASN juga semakin solid, saling membantu, dan mengandalkan satu sama lain. Setiap sebuah konflik terjadi, mereka akan mempertahankan prinsip yang benar. Di sisi lain, ada yang menyeimbangkan situasi. Konsistensi dan kedisiplinan juga terlihat dari bagaimana ASN memandang format serba daring. Dapat disimpulkan bahwa performa dalam menyelesaikan tugas-tugas daring menunjukkan berbagai bentuk integritas para ASN.
This study aims to evaluate the implementation of the gender-responsive budget, its constraints and the strategies to cope with it. This research is motivated by the lack of response of both central and local governments to implementing gender-responsive budget ideas. This study applied the systematic literature review (SLR) method through three stages: Planning, Conducting and Reporting on research results published over the past five years in five international scientific databases, namely the SAGE Journal, Science Direct, Springer Link, Emerald and Google Scholar. The results showed that the implementation of gender-responsive budgets requires strong support from the government and citizens. The obstacles faced in implementing a gender-responsive budget are weak supporting policies, lack of government commitment, lack of understanding of gender concepts, low political support, and reluctance to change. Then the strategies to overcome these obstacles are: determining the focus of budgeting, strengthening the dimension of communication, strengthening commitments, strengthening the quality of human resources, establishing planning and budgeting sections, and building cooperation with institutions. Since the study applied the systematic literature review (SLR) method, the study has a limitation regarding first-hand data. It suggested further research with first-hand data to find out more detail and contextual information on the implementation of the gender-responsive budgets in respective government institutions. Abstrak Studi ini bertujuan untuk mengevaluasi pelaksanaan anggaran responsif gender, kendalanya, dan strategi mengatasinya. Penelitian ini dilatarbelakangi oleh kurangnya respon pemerintah baik pusat maupun daerah dalam mengimplementasikan gagasan anggaran yang responsif gender. Penelitian ini menerapkan metode systematic literature review (SLR) melalui tiga tahap: Planning, Conducting dan Reporting terhadap hasil penelitian yang dipublikasikan selama lima tahun terakhir di lima database ilmiah internasional, yaitu SAGE Journal, Science Direct, Springer Link, Emerald dan Google Scholar. Hasil penelitian menunjukkan bahwa implementasi anggaran yang responsif gender membutuhkan dukungan yang kuat dari pemerintah dan masyarakat. Kendala yang dihadapi dalam mengimplementasikan anggaran yang responsif gender adalah lemahnya dukungan kebijakan, kurangnya komitmen pemerintah, kurangnya pemahaman konsep gender, rendahnya dukungan politik, dan keengganan untuk berubah. Kemudian strategi untuk mengatasi kendala tersebut adalah: penentuan fokus penganggaran, penguatan dimensi komunikasi, penguatan komitmen, penguatan kualitas sumber daya manusia, pembentukan seksi perencanaan dan penganggaran, serta membangun kerjasama dengan institusi. Karena penelitian ini menerapkan metode systematic literature review (SLR), penelitian ini memiliki keterbatasan mengenai data primer. Untuk mengetahui informasi lebih detail dan kontekstual tentang pelaksanaan anggaran responsif gender di masing-masing instansi pemerintah, disarankan penelitian empirik dengan menggunakan data primer.
