
党的二十届三中全会《中共中央关于进一步全面深化改革、推进中国式现代化的决定》提出"统筹推进教育科技人才体制机制一体改革",强调科技创新与产业创新深度融合[1];科技人才是连接大学、科研院所和企业的关键行动者.促进科技人才在学术界与产业界之间有序流动,有助于打通基础研究、技术开发、工程验证和产业应用之间的关键环节,是深化大学与产业合作、提升国家创新体系整体效能的重要抓手.当前,我国相关政策体系不断完善,但在评价导向、合作机制、制度衔接和转化服务等方面仍存在堵点,亟需系统破解.
The optimization of academic disciplines and specialties,as the core issue in deepening the reform of higher education systems,is not only a key measure to seize the commanding heights of science and technology but also an effective approach to address the structural contradictions in talent supply and demand.This paper deeply analyzes its theoretical logic,compares and analyzes the evolutionary paths of the United States,the United Kingdom,and Japan in the dynamic adjustment of academic disciplines and specialties through a multi-case study method,and summarizes internationally referable experience paradigms.Meanwhile,based on the reality of optimizing academic disciplines and specialties in China,this paper identifies existing problems,and proposes forward-looking reform directions and practical implementation frameworks,aiming to construct a higher education discipline and specialty system deeply adapted to national strategies and industrial upgrading,so as to provide theoretical support and practical guidance for promoting the high-quality development of China's higher education.
Against the deep change of research paradigm in science and technology think tank,decision-making research conducted with big data has evolved from an optional path to an inherent requirement for promoting the high-quality development of science and technology think tank.Building the data governance framework,which could adapt to the specific scenario of science and technology think tank,has become a practical demand for enhancing its capacity to support decision-making.The research method of literature review combined with case analysis has been adopted in this research to clarify the connotation of data governance for knowledge base of science and technology think tank and systematize the development trajectory and existing differences of theoretical data governance framework at home and abroad.Then based on the business features of science and technology think tank knowledge base,a dynamic data governance framework,which consists of three key elements,including top-level design,process specification and scenario-driven,has been proposed to realize the closed-loop running and continuous iterative optimization of governance system.Finally,the practicability of this framework has been verified through a case study of data governance for science and technology think tank knowledge base.
Accessibility services are a critical pillar for science and technology museums to ensure all citizens have equitable access to scientific and cultural services.Taking the accessibility services of the UK Science Museum Group(SMG)as the research subject,this paper adopts the methods of literature review and case study to systematically summarize its practical measures for accessibility services from three dimensions:taking strategic planning as the overarching guideline to advance the development of the accessibility service system;taking the optimization of the service environment as the underpinning support to consolidate the implementation foundation of accessibility services;and taking the innovation of exhibitions and events as the breakthrough point to improve the supply quality of accessibility services.On this basis,combined with the practical dilemmas faced by science and technology museums in China in the field of accessibility services,this paper puts forward corresponding reflections and suggestions:strengthening the guiding role of theoretical research and experience summarization in the practice of accessibility services;formulating systematic and holistic accessibility service plans;and systematically promoting the overall optimization of accessibility services based on the resource conditions of individual venues.
This study takes four Science New Year's Eve speeches delivered in 2026 as its research subject,introducing Actor-Network Theory(ANT)to analyze their translation processes and network configurations.The findings reveal that the four speeches respectively construct four types of heterogeneous networks:"authority-explanatory","dialogue-negotiation","emotion-mobilization",and"critique-co-construction".Together,they form a three-dimensional science communication ecosystem characterized by vertical stratification and horizontal complementarity.Translation is identified as the core operational mechanism,with non-human actors(e.g.,live-stream duration,roundtable format,narrative templates,New Year's Eve as a temporal setting)deeply participating in meaning generation through"frame pre-positioning".The ANT perspective enables analytical advances from"viewership figures"to"mechanisms of meaning production"and from"knowledge transfer"to"logic of value guidance".Based on these findings,optimization pathways are proposed from two dimensions—power adjustment and effectiveness enhancement:embedding polyphonic voices within grand narratives,balancing roundtable discursive power,avoiding oversimplification in heroic narratives,and moving beyond elite circles toward normalized community operations.ANT may serve as a"reflexive toolbox"for science communication practitioners,offering insights for building a vibrant public sphere of science and technology.

Technological innovation serves as the wellspring of scientific popularization.To keep pace with advances in science and technology,popularization must disseminate the knowledge,methodologies,concepts,and spirit embedded in cutting-edge scientific achievements to the public,thereby cultivating fertile ground for the next wave of innovation.As vital infrastructures and primary platforms for science communication,science and technology museums(S&T museums)worldwide commonly face the challenge of"homogeneous exhibitions"due to inadequate innovation in popularization.To address this,this paper theoretically outlines a sci-com popularization innovation system,conceptualizing it through four dimensions.Taking Guangdong Science Center as a case study,this paper analyzes its innovative practices in exhibitions across four dimensions.Content dimension:focusing on the"Four Orientations"of sci-tech innovation and ACMT science communication techniques;form dimension:implementing 4e embodied exhibit design;model dimension:Adopting the"Venue+X"cross-domain collaboration model;ecology dimension:building a"Four-Characteristics"grand science popularization ecosystem,which verifies the applicability of the science popularization innovation system in real-world contexts and its practical guidance,thereby deepening theoretical and practical exploration in science popularization innovation.
This paper takes academician Zhang Wei as an example to analyze his capability evolution during key periods:"enlightenment—theoretical breakthrough—expansion of application capabilities—returning with dedication".It examines the factors influencing talent development from three levels:individual,organization,and institutional framework.The findings show that the growth of talent is the result of a deep coupling of individual qualities,organizational wisdom,and national systems.For the cultivation of(engineering)talents,macro-level policy design should adhere to a problem-oriented approach,advocate long-termism,and promote cross-disciplinary collaboration.For scientific research institutions,efforts should be focused on improving flexible organizational collaboration mechanisms,advancing the development of an open ecosystem,establishing a talent selection mechanism based on job requirements and rationality.The above research findings will provide decision-making references for the reform of the science and technology system,institutional reform,and the formulation of talent policies at various levels of government.
In the context of digital transformation,how individual AI capability translates into organizational effectiveness is a core issue in the field of human-AI collaboration.Based on Conservation of Resources(COR)theory,this study utilizes multi-time-point tracking data from 338 supervisor-subordinate dyads.The results show that:First,capability,as a key instrumental resource,has a significant positive effect on job performance;Second,job crafting is the critical behavioral path for converting resources into effectiveness.AI capability enhances performance inducing approach-type job crafting and can inhibit the performance decline caused by avoidance-type job crafting.The study reveals the selection mechanism of human-AI collaboration from resource stock to behavioral,providing theoretical support and managerial implications for enterprises to enhance the effectiveness of digital talent.
As the Digital China and Cultural Power strategies advance in depth,the accelerated transformation of libraries from digitalization to intellectualization has rendered the traditional resource-centric service model inadequate for meeting users'new demands for precision,context-awareness,and diversity.This necessitates a systematic paradigm shift in library services driven by artificial intelligence.Accordingly,this paper constructed a technological framework centered on natural language processing,computer vision,and knowledge graphs,integrating multi-source heterogeneous data governance mechanisms with reader privacy protection protocols to form an integrated"Technology-Data-Security"support solution for smart libraries.Building on this foundation,this paper designed a novel service system for smart libraries,systematically elucidating the implementation pathways of AI within core service scenarios including smart resources,smart spaces,smart reference services,and smart management.Furthermore,it analyzed the alignment logic between AI technologies and library operations in light of cutting-edge trends such as the metaverse and embodied AI.Consequently,this research provides a systematic theoretical and practical reference for the transformation of smart library services,holding positive significance for advancing the high-quality development of public cultural services and the construction of Digital China.
Rural revitalization in Western China is a key link in promoting coordinated regional development.However,due to the interplay of multiple constraining factors,such as complex natural conditions,weak industrial foundations,and a severe shortage of talent,the further advancement of rural revitalization in the Western region still faces deep-seated obstacles.As an important force in the national science,technology,and innovation system,university-based science and technology think tanks possess unique advantages in strategic research and scientific and technological decision-making support,thereby providing crucial backing for addressing the development bottlenecks of Western rural areas.In the process of empowerment,it is first necessary to clarify the empowerment logic through which university-based science and technology think tanks serve rural revitalization in Western China.Subsequently,their core tasks should be identified,including promoting industrial and technological innovation,strengthening incentives for science and technology talent,and driving scientific decision-making in rural areas.On this basis,pathways such as building a collaborative network rooted in Western rural communities,delivering science and technology services tailored to the characteristics of Western villages,and establishing evaluation mechanisms that emphasize tangible development outcomes in Western rural areas should be pursued.These efforts will facilitate the deep integration of science and technology resources with the development needs of Western rural areas,thereby providing sustained and systematic intellectual support for rural revitalization in Western China.
As an important public cultural carrier for improving citizens'scientific literacy,science and technology museums shoulder a unique mission in building a culturally strong nation in the new era.Cultural and creative products serve as a key vehicle for science and technology museums to extend their science popularization functions and meet the public's spiritual and cultural needs.With the dual attributes of public welfare and market value,these products can be defined as quasi-public goods.Taking the China Science and Technology Museum as a case study,this research analyzes the current development status and problems of its cultural and creative products.The study identifies the current problems including insufficient collaboration among supply entities,inadequate comprehensive value of products,imperfect hierarchical supply systems,and limited marketing channels.Accordingly,starting from the four dimensions of quasi-public goods including diversified supply,value spillover,hierarchical allocation and precision communication,this study proposes strategies including constructing a diversified and collaborative supply mechanism,deepening the integration of science and culture to enhance comprehensive value,establishing a hierarchical and classified product system,and expanding an omnichannel marketing matrix.These strategies are expected to provide practical paths for the high-quality development of cultural and creative products in the science and technology museum sector.
The publishing industry has entered the era of digital-intelligence integration.With the rapid development of artificial intelligence,the work structure and methods of talent teams in think tank journals are undergoing profound changes.AI can drive think tank journals to transition from traditional experience-driven models to new data-enabled paradigms,enhancing editing efficiency and quality control capabilities,policy adaptability and decision-making support effectiveness,communication efficiency,and expanding publicity channels.The age of artificial intelligence,the editorial team of think tank journals should possess firm political literacy,academic and decision-making literacy,digital intelligence and human-machine collaboration literacy,as well as firm academic ethics literacy to prevent technical risks.To this end,think tank journals should foster a lifelong learning atmosphere in the editorial department,explore the establishment of an editorial team with integrated editorial and research development,attempt to set up a decision-making editorial link,formulate ethical norms for AI application,steadily enhance the overall literacy of the editorial team.
