
Intellectual resources are the most important resources of a country or a nation.In order to better promote the innovation and development of new types of think tanks with Chinese features,and provide more powerful support for the scientific,democratic,and legal decision-making of the Party and the government departments,taking the construction of civil affairs think tanks as an example,the article discusses the meaning,characteristics,and types of think tanks in Party and government departments.By analyzing the practices and experiences of think tank in Civil Affairs Department,some suggestions to further strengthen the construction of think tanks in Party and government departments are proposed.Through literature research,policy review,and field research,it is concluded that the countermeasures to be taken are to further integrate social intellectual resources,strengthen the construction of human resources,innovate research methods,conduct exchanges and cooperation,and further build a new type of think-tank system of Chinese features with clear positioning,distinctive features,moderate scale and reasonable layout through the construction of institutions and mechanisms.
Through in-depth investigation of the connotation of high-quality development statistics,based on the fully sorting out and drawing on similar evaluation index systems at home and abroad,this article analyzes the effectiveness of high-quality economic development in Shaanxi Province from 2000 to 2019 in terms of the five development concepts of"innovation,coordination,green,openness,and sharing".The results indicate that the implementation of the high development concept in Shaanxi Province has achieved significant results,with an increase of 71 percentage points in 2019 compared to 2000.The innovation index has shown a leap in growth,with an increase of 117 percentage points in 2019 compared to 2000;although the coordinated index has decreased in some years,it has continued to grow in recent years;the green index has increased rapidly,with an increase of 96.8 percentage points in 2019 compared to 2000;the open index is gradually increasing,with an increase of 33.1 percentage points in 2019 compared to 2000;the shared index has increased rapidly,with an increase of 95.4 percentage points in 2019 compared to 2000.Therefore,we should further implement the new development concept,align the supply side structural reform with the strategy of expanding domestic demand,continue to promote the improvement of ecological environment quality,solidly do a good job in people's livelihood,and tirelessly strive to write a new chapter of catching up and surpassing in Shaanxi in the new era.
Adapting to emerging demands of development in the new era,new liberal arts is committed to establishing a new curriculum system and talent training model that are cross-border,cross-disciplinary and integrated.In that case,the construction of university think tanks intrinsically can play a role in empowering the training of Master of Public Administration(MPA)Talents.Hindered by factors such as stereotyped thinking and incomplete empowering mechanism,this empowerment faces challenges in improving resource sharing mechanism,connecting mechanism,curriculum system reconstruction and better integrated faculty.Against the backdrop of new liberal arts construction,it is urgent to improve and optimize this empowerment.Therefore,it is suggested to develop a resource sharing mechanism,a better-improved platform,a new curriculum system and a well-integrated faculty.
In today's era,think tanks play an increasingly important role in policy formulation,social development and global governance,serving as crucial research and intellectual support institutions.Building new types of think tanks with Chinese characteristics,particularly high-level modern think tanks,requires us to fully understand the development trends,main characteristics,and practices of modern high-end think tanks in major developed countries and emerging economies.To achieve this,we have scientifically selected high-end think tanks from countries such as the United States,the United Kingdom,Belgium,Japan and Brazil as research samples and conducted a comprehensive analysis and summary of their main characteristics and development experiences.By drawing on the valuable experiences of outstanding high-end think tank development overseas,deeply understanding the strategic deployment of strengthening the construction of high-end think tanks with Chinese characteristics and adhering to the laws of think tank construction and development,we should focus on improving evaluation systems,enhancing talent development,innovating research methods,strengthening professional support and promoting exchanges and cooperation.Through a comprehensive approach,we can accelerate the improvement of think tank research quality and influence,striving to create high-level modern think tanks that are in line with China's national conditions,meet decision-making needs,lead social development and possess a global perspective.
In the era of big data,the development of generative artificial intelligence represented by ChatGPT contains opportunities for technological revolution and may also bring potential social risks.In order to encourage the innovative development of generative artificial intelligence technology and avoid the security risks it brings,it is necessary to actively propose and construct security risk prevention strategies for GAI technology.The article takes contemporary emerging generative artificial intelligence technology as the research object,follows the paradigm of systematic literature review,explains the connotation and operating mechanism of generative artificial intelligence technology,and further proposes that the security risks of generative artificial intelligence technology can be summarized as ideological risks,social security risks,government construction and governance risks,and political security risks.This type of classification not only confirms the comprehensive social impact of the technology,but also reveals the internal mechanism of risk generation.On this basis,the reasons for the security risks of generative artificial intelligence technology were examined,mainly including:algorithm reinforcement of human bias,the rise of algorithm hegemony,the inversion of human-machine relationships,and human self questioning.In order to build a responsible and forward-looking generative artificial intelligence technology security risk prevention strategy,we should adhere to strengthening the leadership of the Party,strengthening government responsibility,promoting social coordination,and enhancing legal protection to achieve long-term governance of technology security risks,in order to provide reference for serving the modernization of the national governance system and capacity.
The situation of prevention and control of major public health emergencies is severe and complicated,and the government faces great challenges in preventing major risks in a society with massive information.Based on the research idea of"risk communication-risk perception-risk coping behavior",this paper studies the intervention of social situation on risk perception and emotional evolution of public health emergencies.By using the methods of literature study and online questionnaire,this paper analyzes the interaction among information sources,social situations,and risk perception.The study finds that information sources have a positive effect on public risk perception,while social situations have a positive effect on public risk perception.Information sources have a positive effect on risk perception through social situations,and social situations play a partial intermediary role between information sources and risk perception.Therefore,it is suggested that the government should establish official information dissemination channels,unite universities,high-tech enterprises,and network platforms to build prevention and control highlands together.
The inflow and outflow of talents from countries along the"the Belt and Road"are important factors that bring about knowledge exchange and integration and promote international exchanges and cooperation.This two-way flow of talents has the characteristics of constant change over time,while only focusing on the inflow or outflow of talents at a certain point in time cannot capture its dynamic law,which needs to be characterized by a function.This paper applies the functional cluster analysis method to the continuous observation data of international talent flow from 1981 to 2020,aiming to study the clustering situation of different countries under the dimensions of international talent inflow and talent outflow,and on this basis,study and judge the cooperation relations between countries,with a view to providing reference for the government and relevant departments.

The establishment of a sound green financial system is a necessary way to address the strong financial needs of green industry development in a high-quality and efficient manner as green growth gradually becomes an inevitable trend of economic development.Analyzing the effectiveness of the implementation of green financial innovation tools with theoretical research as a guide is an effective means to assess the policy effect and adjustment direction behind them in a timely manner from the principle.By constructing a four-sector DSGE(Dynamic Stochastic General Equilibrium)model based on New Keynesian theory,the article analyzes the changes in the steady-state values of the main economic variables of the enterprises in the key areas of carbon emission reduction and the proxy variables of the carbon emission reduction efficiency before and after the implementation of the carbon emission reduction support tools,as well as the impulse responses under the superimposed different shocks,and puts forward the corresponding policy recommendations in the light of the findings of the study.
