摘要
The necessity of creating of a new structure of education as a metropolitan area, capable of uniting urban and suburban multifunction urbo-territory is considered. The basic scheme of urban agglomeration is presented. The implementation of the proposed concept of ecological framework provides a solution to ecological and economic problems for the sustainable development of the region.
