(续2021年第2期) 三、农业机械试验鉴定 (一)试验鉴定制度改革落实情况 在鉴定制度建设方面,贯彻落实2019年4月1日实施的《农业机械试验鉴定办法》(农业农村部令2018年第3号), 《农业机械试验鉴定工作规范》(农机发[2019]3号)发布实施.农机鉴定总站制定了《国家支持的农业机械推广鉴定实施细则》《全国农业机械试验鉴定管理服务信息化平台信息管理办法》《国家支持的农业机械推广鉴定任务计划管理办法》和《国家支持的农业机械推广鉴定证书发放办法》等一系列配套制度文件,编制了国推鉴定受理审查程序、项目实施中变更程序、证书及产品信息变更程序、报告编写规则等指导性文件,进一步规范管理,提高服务水平.

2018年12月, 《国务院关于加快推进农业机械化和农机装备产业转型升级的指导意见》(国发[2018] 42号)出台后,全国农业机械标准化技术委员会农业机械化分技术委员会(简称“农机化分标委”)深入贯彻落实文件精神,立足新形势新任务,坚持目标导向、问题导向和需求导向,履行标准制修订职责,增加公益类标准有效供给,推动重点标准贯彻实施,发挥标准化对农业机械化转型升级的基础性和引领性作用,取得了显著成效.

我们的东邻日本国,早已实现农业生产机械化,甚至已经完成我们经常说的农业现代化.中国在开放三十多年后,经过各方的不懈努力,农业生产方式也发生了巨大变化,农业机械化水平基本达到了中级水平.当前改革进入攻坚时期,在农业机械试验鉴定制度调整的关键阶段,学习了解农业生产先进国家的成功做法,吸收借鉴其适合中国条件的有益经验是很有必要的.

During the corn production,it’ s difficult to rollout the machinery production rapidly due to the constraint of the traditional cultivation method.This paper is focus on the maize planting system and regional characteristics in Huang-Huai-Hai area,from the seeding stage to harvesting stage.From the perspective of the interaction between machinery and agronomic,this paper explores the adaptability of the agricultural machinery and agronomic,and works out the suggested solution in the corn production.

Basing on the survey of the agricultural mechanization standard working,the paper analyzed the present situation and the existing main problems of agricultural mechanization standardization through 7 aspects,such as the level of the agricultural mechanization standards.

During the corn production about seeding and harvesting ,there were some differences between corn and other crops.So the specific agricultural machine would be used for corn production.According to the corn cropping system and area feature in Huang-Huai-Hai region,combinating the latest corn technique development,the technology development of corn production machinery was reviewed and summarized in this area.
