The Commercial plantation construction and the forestry projects of international finance corporations have been playing a unique role in increasing the forest resource, and they are also important in the challenge of climate change and improvement of farmers' revenues.In order to implement well the spirit of the national conference of directors of forestry departments, greater attention should be given to further carrying out the government's supportive policies and establishing the subsidy channel of national investment funds for the commercial plantation construction.Meanwhile, steady efforts should also be inserted into promotion of forestry projects of international finance corporations to create national plantation demonstration areas.Furthermore, more work will be undertaken to develop the pillar industries in terms of timber processing and pulp paper-making by adopting various measures in promoting the construction of commercial plantation bases, strengthening scientific and technical supports, enhancing demonstration and guidance, improving public services in order to generate favorable environment of sound and healthy forestry development.
Hubei fast-growing and high-yielding timber base construction achieved a significant success and there is less than about 1.651 million hm2 areas of fast-growing and high-yielding timber,which promote the development of wood processing industry,increase farmers' income,and consolidate the results of collective forestry.Through field research on Hubei fast-growing and high-yielding timber base construction,the paper further clarify the significance of carrying out fast-growing and high-yielding timber base construction.Based on summarized the achievements,main practices and problems in Hubei fast-growing and high-yielding timber base construction,the paper put forward related policy recommendations.
