飞行品质监控(FOQA)是一种主动性地预防和减少飞行事故的安全监管技术手段,利用飞机上安装快速存取记录器(QAR)记录的大量飞行参数数据、飞机状态监控(ACMS)报告数据及相关信息,分析监控飞行品质.中国民航从1997年开始实施QAR工程,目前基于手机无线网络的无线快速存取记录器(WQAR)技术已经十分成熟,该技术相对于传统的快速存取记录器而言,具有系统可靠性高、数据传输自动完成、数据加密安全性好、使用费用低廉等特点,我国民用商业运输飞机70%以上的机队已经安装并使用WQAR.
为实现航空公司安全管理人员与岗位的匹配,采用人力资源管理方法中的工作分析法和安全管理方法的基元事件分析法,研究安全管理人员的素质模型,并采用调查问卷的方式,运用SPSS统计工具进行分析,确定航空公司安全管理人员的素质模型.该模型包括学历和工作经验、基本素质、专业素质、态度、安全专业知识和技能、业务知识、基本技能等七大维度,共46项素质要素.该模型还包含了这些素质要素的重要程度.该素质模型不仅有助于航空公司选聘、培养、激励安全管理人员,而且为员工的职业发展提供了依据.

The paper is aimed to introduce an integrated safety assessment model initiated by its authors for flying safety. Based on the analysis of the four currently used airline flying safety assessment systems known as IOSA of IATA,ATOS of FAA,the present authors analyzed the currently used Airline Safety Assessment System and China Aviation Safety Audit Programs (CASAP) for safety performance evaluation of flight system and found some problems to be solved. And,here,what the paper would like to introduce in this paper is the fuzzy comprehensive evaluation model of flight safety established by us authors. Having analyzed 130 civil aviation accidents and incidents that took place with the flight crew members in the country from 2002 to 2006,the paper has determined or defined some primary factors affecting flight safety in the flight system. While collecting experts' opinions,a flight safety evaluation index system has been set up from the following four aspects,i.e. from the point of view of human manipulation,mechanical status,environmental situation and management. By the analytic hierarchical process (AHP) method,the weights of the evaluation indexes were then determined,with the four rating evaluation aggregate parameters well founded. The step that was followed was to fix the comprehensive evaluation matrix in reference to the expert survey method. The last step was to demonstrate the fuzzy comprehensive evaluation model of flight safety by factual data. Thus,it can be seen that in order to improve safety management ability and enhance China's civil aviation safety standard,the present model has embraced every conceivable and well-adopted practical measures so as to build up the given new fuzzy comprehensive evaluation model for safety flight.
