通过对931户占用耕地建房户的入户调查，从农民的视角来看，无宅基地及原有村庄内的基础设施不配套成为占用耕地建房的主要原因。因此，解决占用耕地建房问题，必须坚持规划引导、加大村庄基础设施投入、完善农村建房管理制度，采取“以疏为主，疏堵结合”的方式，使农村占用耕地建房逐步消减。

农村土地整治作为美丽乡村建设的重要抓手和统筹城乡发展的平台，在当前美丽乡村建设过程中起到不可替代作用。安徽省阜阳市为充分发挥农村土地整治在美丽乡村建设中的作用，结合本地实际，落实国家有关政策，在满足美丽乡村建设对农村土地整治新要求的基础上，以问题为导向，贯彻“融合整体、减量增效、生态优化、善治人文”的设计理念，进行模式创新，提出实施“美丽乡村节地工程”，走出了一条以农村土地综合整治助推美丽乡村建设的新路径。

开展农村居民点整治作为一种增加有效耕地面积的手段，正在全国范围广泛开展。在安徽省阜阳市对农村居民点复垦实践分析的基础上，发现国家政策、建设用地供需矛盾、经济和农民需求等因素驱动农村居民点复垦，而法规政策不完善、资金投入不足、规划不衔接、利用分配不均衡、权属调整困难等是约束农村居民点复垦主要因素。提出了解除约束因素的相关对策，为农村居民点复垦提供了参考。

In the new situation,analysis of Fuyang’s rural land circulation in perspective of beautiful village construction,it has aleading and demonstrating function in Anhui province. On the basis of literature re-view,this article expounds the present situation of rural land circulation and beautiful village construction in Fuyang city,analyzes the main restrictive factor for the development of both and suggests that finally countermeasure having pertinency.

The purpose of this study is to summarize the connotation and research progress of the domestic and international land remediation,the further research of domestic land remediation in the future was presented.Methods of this study based on documentary analysis and historical analysis.The results indicated the review of the connotation and research progress of the domestic and international land remediation.The research conclusion of this study is that our country land remediation should be combined with the urban and rural development and new rural construction,pay attention to ecological environment construction as the main research directions.

The ecological footprint is a new sustainable developmentindcators,can be a directresponse to the current status and future of regional development.Fuyang City,the central city in Anhui Northwest,the size of cityes in recent years to further expand unban production and people's living standards have increased the intensity of land use.In this regard,it should be combined with the Fuyang City Land Utilization application Wacdernagel,The Ecological Footprint is calculated Fuyang City's ecological footprintand ecological capacity.From a macro measure ecological conditions and sustainability of the social and economic development in Fuyang City.The results show that the ecological deficit of Fuyang reached 2.52172313 hm2 per capita,and based on a deficitsituation,analyze problems,propose measures and strategies of a sustainable future.

本文从影响县域经济发展的资源角度,分析了资源对安徽省临泉县域经济的约束,并在此基础上,提出破解资源约束,实现县域经济可持续发展的思路。
