With the continuous development of economic globalization,the import trade of animals and animal products has grown rapidly,and thus cause the growing risk of spread of animal epidemics.Throughout the world,especially in Europe and the United States,Canada,Australia,the great attentions have been paid to laws and regulations on quarantine of animals and animal products,and the distinctive system of quarantine laws and regulations were constructed.This paper briefly introduced the law and regulation systems on animal product quarantine in China's main trade countries and regions,including the European Union,the United States,Canada,Australia and Japan,it may help to build the quarantine law and regulation systems with Chinese characteristics on the entry-exit animals and animal products.

世界动物卫生组织《陆生动物卫生法典》（2013年版）定义官方兽医为由成员国兽医当局授权其执行动物卫生和（或）公共卫生及商品检查监督等明确指定官方任务的兽医，且在适当时按《法典》5．1、5．2章条款进行认证。

Objective: To develop an GC-FTIR analytical method for the determination of harmful fragrances in cosmetics.Methods:Ten harmful fragrances(Geraniol,α-Geranial,β-Neral,α-Amylcinnamaldehyde,Cinnamaldehyde,Hydroxycitronellal,Cinnamyl alcohol,Eugenol,Isoeugenol and Coumarin) in shampoo,cream,lotion and lipstick were extracted by ether,and separated by GC/FTIR method.The chromatograph plot was reconstructed by adding basis vector,and the content of the aim substances was obtained by comparing the standard′s work curve.Results:The detection limit was 0.01%,the recoveries of samples were more than 80%.Conclusion:The method was sensitive and accurate.It can be applied to the quality control test of cosmetics.
