The formation and development of the clusters of small and medium-sized cultural enterprises,which is the objective requirements of the large-scale and intensive management of the cultural industry,can accelerate the development of China's tertiary industry and promote industrial restructuring.However,there are many problems such as illegibility of the ideas of the development,short of the policy supply,distortion of the market structure,imperfection of the market mechanism and problems about capital,technology and information,which have severely limited the further development of the small and medium-sized cultural enterprises.This paper give some advices about the reformation of the administration system,the strategy of the development of industry,the adoption of the operating mechanism of cultural enterprises.

随着国企改制数量的增多和国企改制的进一步深化,国企改革的成本问题已愈来愈引起人们的普遍关注。部分国有商贸企业历史包袱沉重,改革成本不足,已成为深化改革、走出困境的巨大障碍。本文在明确界定改革成本的基础上,着重对山西国有企业的改革成本进行分析核算,并提出切实可行的解决办法。

There are all kinds of cheating conducts in today's economy.Such actions as contract-violating,forging,and debt-delaying are so rampant that an expression of crisis of is used to describe the state of belief and credit in our daily life.It's believed in this paper that our country have been one with a good tradition of credit and a system of credit,from the study of the commerce activities on Jin-merchant of Ming and Qing dynasty.To set up and sustain modern credit system,it's necessary not only to strengthen the construction of laws related to credit,but to discover traditional resource of credit and raise people's credit ethic.
