德阳市作为山、丘、坝并存的复合林业发展区域,现有林地面积中有林地218.7万亩,森林覆盖率39.8%,森林活立木蓄积总量1412.41万m3,发展林下经济具有得天独厚的自然资源条件和广泛的空间,林下经济发展也颇具特色,对助农增收起到了积极的推进作用。但是,通过多年的林下经济发展实践,我们发现,在林下经济发展过程中,还存在认识不足、特色产品单一、龙头企业偏少、技术力量薄弱等诸多问题亟待解决。为了进一步推进德阳市林下经济的发展,2014年3—5月,部分专家学者对德阳市林下经济发展模式、存在问题进行了深入的调查研究,并针对存在的问题,结合德阳实际,提出德阳市加快林下经济发展的建议,以期对德阳市制定林下经济发展规划和政策有所启迪。
国家林业局、财政部关于印发《国家级公益林管理办法》的通知(林资发[2013]71号)中规定:“。。。。。。除国务院有关部门和省级人民政府批准的基础实施建设项目外,不得占用征收一级国家公益林”,而绝大部分基础设施建设项目是省、市(州)、县发改部门或其他有权单位核(批)准的,且目前中央和国务院深化改革,项目审批权限下放,这与该《办法》中规定要求之间的矛盾更加突出。为此,本文对《办法》在执行过程中存在的问题进行了探讨,提出了一些建议。
森林资源是动态变化的,监测手段和数据处理技术的日益进步使得动态监测成为可能,但是经过10多年的技术积累和基础建设,目前我国还没有建立起行之有效、运行严密的森林资源动态监测体系。本文在分析现状的基础上,提出了森林资源动态监测体系建设中的重点和难点问题,并提出解决的办法和建议。
Based on correlation analysis and Delphi method,this paper established forest health assessment indication system for different forest classification including3 aspects such as productivity,stability and ecological function,9 indexes and 10sub-indexes,and put up a new method using tree species composition coefficient to calculate mingling degree. Authors assigned different weight value to rule hierarchy indications by analytic hierarchy process,and assessed the forest health of Jingouling forest farm under different forest categories by Fuzzy evaluation method. The result indicated that timber forests in sub-health condition were account for 56. 4%of total timber forests area,and the timber forests were in sub-health on the whole;meanwhile,protection forests in health condition were account for 66. 3% of total protection forests area,and proportion forests were in health on the whole. Appropriate tending measures should be taken to improve the forest structure of timber forest,so as to gain the optimum economic effect.
文章简述了四川鞍子河自然保护区概况和主要保护对象,在此基础上重点分析了鞍子河自然保护区生态区位的重要性,并提出了保护区管理对策。
Breast-height form-factor,experimental form-factor,D form-factor and DH form-factor and their variation patterns were studied based on the analytical wood data of Chinese fir(Cunninghamia lanceolata) in Sichuan province.The results showed that all of form-factors varied with the height of trees;breast-height form-factor,experimental form-factor and DH form-factor varied with the breast-height diameter of trees;the variational range ratio and the variation coefficient of all form-factors varied with the breast-height diameter and the height of trees;the difference of variational range ratio and variation coefficient among the form-factors was not significant.
