The sheltering capacity of the greenspace refuge system in the built-up urban area of Sanming City was analyzed by means of applying ARCGIS spatial data management and spatial data analysis tool interfaces. The results showed that only 47 pieces of greenspace out of the total 106 were located within the safe urban space, whose total area was 126.32 hm2.The effective refuge area in built-up area of Sanming City was 84.65 hm2 in total, and the per capita index was 2.72 m2.When the people of the five population groups of Sanming City were superimposed, the synergetic rate per capita of the five population groups was 1∶ 2∶ 2∶ 8∶ 5.Inside the built-up area, the residential area covered by the buffer zone that was extracted from the emergency shelters by 500 m as service radius was 2 311 hm2.The refuge shelters were unevenly distributed, the unit area index in some sections in the built-up area was 50% lower than the average. The analysis on the refuge shelter greenspce distribution by 3 min,5 min,and 10 min escape distance after disaster occurrence showed that there was still 5.4% of the population would not be covered by the refuge shelter system and the accessibility among the population groups was comparatively weak.
The urban security space was analyzed by using ARCGIS 9.3 to select urban green shelter. The service radius was determined according to shelter size, and the weighted radius and distance were further calculated. The responsible shelter areas were divided through the methods of OVD and WVD,respectively.Compared to the space relationship between the shelter areas determined by the traditional method of OVD,the coverage of responsible shelter area from WVD method was more intuitive and rational.
