改革开放后,混合所有制改革在党的文件中已有20多年的酝酿和发展;党的十八届三中全会后,各级政府积极采取行动推动这个改革.然而,在企业层面,交易属性和交易成本决定了混合所有制改革难以大规模快速推进;在国家层面,混合所有制改革不是私有化,而是要在多种所有制经济"共赢同进"中完善社会主义基本经济制度,做强做优做大公有制经济.新时代的混合所有制改革应当是渐进式的、稳健的,而不是运动式的,更不是激进的私有化;混合所有制改革的模式应是多样化的,要积极探索真正体现初心的、适宜的改革模式.

The article introduces some particular measures for two boilers-one steam turbine unit commissioning start under PG6111FA gas turbine with high load.Especially it illustrates how to deal with gland steam spray,inputting two boilers,air cooling condensate waving.
The vacuum system fault of steam turbine No.2 of L Power Plant in Indonesia was introduced.The reasons caused the vacuum system fault were diagnosed and analyzed.Using the filling water method and the Helium mass spectrum leakage detector to find the leakage point of the vacuum system,the especially big leakage point was found in lower half casing of low pressure cylinder.The effective measures were adopted,and the condenser vacuum leakage fault does not occur again.
Measuring and calculating the labyrinth leakage between the HP and IP turbines for HP&IP combined turbine in reheat cycle can reduce the heat rate uncertainty of the performance test.By analyzing adopted performance test codes and practice experiences,advise this measuring method be applied to all performance tests.The thermodynamics,measuring method and calculating procedure are presented.An application for performance test is introduced.
The turbine has the problem that the upper and lower casing temperature difference is too big during hot start process.The paper point out that there is design defect in the drainage system and proposes the modification suggestions.After modification,the temperature difference is about 20℃ during hot start.
