“以人立案”是我国检察机关查办职务犯罪常用的侦查启动模式,在打击职务犯罪、惩治腐败中发挥了重要的作用.但随着职务犯罪日益隐蔽化、智能化、国际化,犯罪嫌疑人反侦查意识增强,侦查难度增加,这种模式的弊端不断凸显.“以事立案”作为与此对应的一种侦查启动模式,能够扩大线索案源、排除外界干扰、减少办案阻力.检察机关在职务犯罪侦查中要尝试运用“以事立案”,使其与“以人立案”相得益彰.
