Cultivated land is a vital resource for human survival and development, playing a crucial role in maintaining harmony between humans and land and safeguarding food security. The Chinese government has always attached great importance to the protection of cultivated land resources and implemented strict policies for this purpose. Among these initiatives, the construction of high-standard farmland, as an innovative measure, aims to improve the quality of cultivated land, enhance its production capacity, and optimize the farmland ecological environment. This is to meet the demand for cultivated land resources driven by socio-economic development and promote the sustainable and healthy development of agriculture.Taking 101 counties (districts) in Shaanxi Province as the research object, this study collects relevant data on high-standard farmland construction over the ten-year period from 2012 to 2021. The entropy weight method, spatial autocorrelation model, GeoDetector model, and fixed-effect model are employed to evaluate the comprehensive benefits of high-standard farmland construction.The results indicate that the comprehensive benefits showed an overall upward trend during the research period, with the spatial distribution gradually optimizing from north to south and presenting significant spatial agglomeration characteristics. The key factors influencing the spatial differentiation of comprehensive benefits include the share of the total output value of agriculture, forestry, animal husbandry, and fishery, the proportion of rural residents' per capita disposable income, regional economic density, local fiscal budget expenditure, average annual precipitation, and total grain output. Moreover, there are non-linear enhancement and two-factor enhancement interactions among these factors, with obvious regional differences.This study reveals the temporal and spatial evolution laws and key driving factors of the comprehensive benefits of high-standard farmland construction in Shaanxi Province, providing a scientific basis for accurately improving the quality of regional high-standard farmland construction and promoting the sustainable development of agriculture.
The Yellow River Basin serves as China’s core food security zone and a vital ecological barrier. However, while the “three plots of land” reform has revitalized land resources, it has also exerted complex effects on the allocation of grain production factors. Scientifically assessing the actual impacts of this policy reform on food security and identifying optimization pathways has become a critical issue for safeguarding national food security. Using panel data from 101 county-level administrative units in the Yellow River Basin covering 2010–2023, this study employs a difference-in-differences model and a moderation effect model to systematically evaluate the impact of the “three plots of land” reform policy on food security. By introducing new-type urbanization and agricultural modernization as moderating variables, it further reveals the regional heterogeneity of the policy’s operational mechanisms. The study finds that (1) the “three plots of land” reform policy significantly enhances food security levels, (2) both new-type urbanization and agricultural modernization positively amplify policy effects through moderation mechanisms, and (3) regional heterogeneity tests considering geographical location and climate conditions reveal a spatial gradient pattern of “midstream > downstream > upstream” in policy effects, clarifying the logic of regional heterogeneity. Accordingly, the “three plots of land” reform policy in the Yellow River Basin should be deepened by formulating differentiated policies based on regional heterogeneity. A moderation mechanism should be established where agricultural modernization and new urbanization synergistically support food security, comprehensively enhancing food security safeguarding capabilities.
The objective of sustainable development in the globe is to eradicate all types of poverty. Land resources are important production factors and income sources for farmers who are in poverty or have been lifted out of poverty. In recent years, it has been a significant instrument to transfer land use rights, in order to improve the well-being of farmers and the productivity of rural land. This paper elucidates the well-being of land transferring farmers, and investigates the influence mechanism of livelihood capital and initiatives to alleviate poverty on the well-being. This is of great significance to improve the well-being and livelihood capacity of land-transfer farmers. The findings reveal that poverty alleviation measures have improved the well-being of land transfer farmers to some extent. Among them, the total effect of e-commerce poverty alleviation on farmers’ well-being is considered to be the largest. The study findings also indicate that physical capital and social capital play an imperative mediating role in the path of livelihood capital to influence the well-being of farmers. In particular, certain types of livelihood capital play a complete mediating role in alleviating industrial poverty, alleviating ecological poverty, and alleviating tourism poverty, respectively. Based on the research findings, this study proposes related policy recommendations to improve the well-being of farmers.
Sustainable livelihoods are those that are able to cope with and recover from stress and shocks, and that maintain or strengthen livelihood capacity and livelihood capital, without damaging the foundations of the natural environment. In this paper, the IPHACT framework was constructed by improving the classic IPAT equation, and the key factors affecting production output and livelihood sustainability, as well as the factor differences among different livelihood strategy groups, were analyzed. We took 24 counties and districts of Ankang, Shangluo and Hanzhong in the Qin-Ba Mountain area of southern Shaanxi Province as examples, using a survey of farmers’ livelihood status and livelihood capital accounting. The results show that the amplification effect of population size on the environmental impact of livelihood output is widespread and generally significant. Both livelihood sustainability and livelihood benefit passed the significance test in the multi-model analysis, and the negative effect of livelihood sustainability proved the negative correlation between the environmental impact of livelihood output and livelihood sustainability, that is, the higher the livelihood output dependent on natural capital, the greater the environmental impact. The livelihood transformation of Hanzhong City is developing in the direction of reducing the environmental impact of livelihood output, and farmers have successfully practiced green livelihood transformation by changing their livelihood strategies. On the road to common prosperity, livelihood demand will inevitably increase. Reducing the dependence on natural capital is the key to effectively enhancing the sustainability of livelihoods.

Measuring the systemic impact of major public health emergencies on the light industry and preventing various uncertain future external risks have become the key challenges to ensuring the stability of the light industry. This paper takes the occurrence of major public health emergencies as the background and focuses on environmental issues such as air pollution and indoor air quality degradation during emergencies. And to explore the multiscale impact of major public health emergencies on the light industry, typical light industry subsectors, and light industry enterprises. The findings of our study reveal that major public health emergencies have a negative impact on the light industry, particularly in the form of a short-term decline in exports, which tends to converge in the long run. Further, it is also revealed that there is heterogeneity in the impact on environmentally sensitive industries, labor-intensive industries, and others. At the microfirm level, major public health emergencies have shown a negative effect, especially the recent pandemic, which has a longer duration and a wider reach. Through multiscale research, this paper provides policy suggestions to improve the macrogovernance mechanism and risk prevention system for the light industry.
This study evaluates the impact of industrial energy efficiency on agricultural development in the 31 member countries of the Organization for Economic Cooperation and Development (OECD) from 2015 to 2019. Using dynamic network slack-based measures (DN-SBM) and dynamic network total factor productivity (DN-TFP) indicators, dynamic cross-period information is used to assess the changes in efficiency and productivity of the industrial and agricultural sectors. The empirical results show that the industrial sector of the OECD is more efficient than the agricultural sector, and while some countries have low efficiency, productivity tends to improve. The study has three contributions: 1. Using the concept of the water–energy–food (WEF) nexus as a framework and combining its elements with variables to evaluate the efficiency performance of OECD countries; 2. using a dynamic two-stage DN-SBM model to objectively assess the overall efficiency value and provide improvement suggestions for different stages; 3. a comprehensive analysis of efficiency and productivity; the results can serve as a reference for OECD countries when formulating policies
以1984-2022年发表的"农村社会组织"为主题的2 190篇论文为样本,基于文献计量法和知识图谱可视化,对该领域的主题脉络和研究热点进行系统性梳理.研究发现:①农村社会组织领域的研究成果在2005年后骤增,且研究力量以党校为主;②农村社会组织领域主要受到国家社会科学基金资助、推动该研究领域的发展,在学科支持方面,研究成果主要来源于政治学、公共管理学科;③该领域研究主题具有明显的政策引导效应,涉及到"建设社会主义新农村""社会组织与精准扶贫""内源式发展""农村人口老龄化"等知识域.通过以上研究总结在以往扶贫开发中社会组织发挥的关键作用,并探讨未来社会组织在乡村振兴领域中的研究重点.
The interaction process between farmers’ livelihood and land use is a core link between the interaction and the coupling of the human–land system. It is a complex evolutionary process that involves several issues such as resource-intensive utilization and economic development. This study first constructs a dynamic model of the coupling system of farmers’ livelihood efficiency and land use and designs two types of 31 scenarios based on the farmer’s livelihood mode and land use. This study further simulates the coupling coordination relationship in different scenarios and then proposes suggestions for sustainable development. The findings of our study show that with the development of time, the livelihood capital, livelihood output, and land use level first showed a decline and then an increase. The results also reveal that livelihood efficiency and coordination degree are related to the livelihood mode and land use mode of farmers, while the land use level is not significantly associated with the livelihood mode of farmers. Pure-agriculture farmers have the lowest livelihood efficiency and coordination degree when they have no planting and breeding poultry, while part-time farmers have the highest land use level and coordination degree when they plant cash crops and breeding livestock. Besides, non-agriculture farmers have the highest livelihood efficiency and the lowest land use level when they neither plant crops nor breed livestock. To improve the level of coupling coordination, it is necessary not only to flexibly adjust the farmer’s livelihood and land use mode but also to optimize the allocation of various resources to promote the coordinated and sustainable development of farmers.
基于中国银保监会公开披露的陕西省商业银行网点数据,通过空间自相关、多元线性回归等方法,从市级、县级层面分析2000、2010、2020年末商业银行网点分布在陕西省的时空演化特征及影响因素.结果表明:自2000年开始,陕西省商业银行网点分布呈现出显著的全局空间自相关;经过近20年的发展,逐渐呈现出以西安市为地区绝对核心,各地级市辖区为区域次中心的空间分布格局;地区人口规模、规模以上企业数量以及城区面积是影响商业银行网点布局的最显著因素.据此提出相关建议:商业银行应保持在地区中心设置网点;适当减少在人口规模较小、规模以上企业数量较少、城区面积较小的区域设置网点;商业银行应在服务实体经济的同时,找到不同时期内影响自身布局的关键因素,以应对市场化挑战.
In order to achieve the sustainable development of ecological resources and social economy in the Shiyang River Basin, a series of Ecological Compensation policies have been implemented in the basin. This study takes these policies as an opportunity to design an experiment. The nine counties (districts) affected by these policies are used as the experimental samples, and the period from 2000 to 2019 is the experimental period. The difference-in-differences method is used to study the effect of the series of Ecological Compensation policies in the Shiyang River Basin on the economic development of the basin. Furthermore, the regression discontinuity design was used to estimate the time and mechanism of this effect. The research found that the early start of phase I of the Key Governance Planning Project in 2006 played a significant and continuous promotive role in the economic development of the river basin; the Water Resources Allocation and Regulation Plan significantly promoted the development of tertiary industry in 2005–2007; the Key Governance Planning significantly promoted the development of primary industry in 2007–2010. The results suggest that to optimize the industrial structure to the maximum extent in the future and promote the sustainable development of ecological resources and social economy in the Shiyang River Basin, economic changes, such as water-saving green agriculture and eco-tourism, should be developed.
建设生态文明是中华民族永续发展的千年大计,引导和培育公众牢固树立环境保护意识是构建生态环境治理全民行动体系的根本保障.本文以2003年和2013年中国综合社会调查(CGSS)数据为基础,评估了全国28个省(市、自治区)(以下简称省域,不含新疆、西藏、海南及港澳台地区)的公众环境意识,综合运用空间自相关分析、标准差椭圆分析和空间计量模型等方法,揭示了中国公众环境意识的时空差异特征,甄别了主要影响因素及其作用.结果表明:(1)2003?—?2013年中国公众环境意识水平基本维持不变,环境付费能力大幅下降,但公众对环境意识的关注程度有所提高;(2)中国公众环境意识的总体空间演化形态表现为整体分布规模略微缩小,省域公众环境意识空间差异显著,中西部地区环境意识有所增强,东部地区公众环境意识处于较高水平;(3)公众环境意识水平存在显著的空间正相关性,空间集聚程度不断加剧;空间局部特征以高?—?高型和低?—?低型最为显著,各省份空间相似度较高;(4)人口密度、工业污染治理投资、教育经费投入、地区环境污染程度及地区城市设施水平等因素均对公众环境意识产生显著影响.
随着全球气候变暖趋势的逐渐加剧,气候变化对粮食安全的影响引发社会各界广泛关注.文章基于1990—2020年31个省份的面板数据,在剖析气候变化与粮食安全关系的基础上,分析气候变化与粮食安全发展趋势,从粮食可用性、可获得性、可利用性、稳定性4个维度构建粮食安全指标体系,利用极差标准化法、变异系数赋权法、雷达图面积模型计算法测算粮食安全指数,实证验证气候变化对粮食安全的影响机制.研究发现:①积温和降水两大气候因子皆对粮食安全具有抑制作用.积温在1%的显著性水平上对粮食安全具有负向影响,降水在5%的显著性水平上对粮食安全产生不利影响.②农业技术的调节作用主要体现在其削弱了积温对粮食安全的抑制作用,但对降水影响粮食安全的调节效果并不明显.③分区域看,气候变化对粮食产销平衡区粮食安全的负向影响最大,对粮食主产区和主销区粮食安全的抑制作用不明显;农业技术在粮食主产区发挥的调节作用最强,在粮食主销区和产销平衡区发挥的调节作用不明显.为保障粮食安全,应强化应对气候变化的能力,逐步完善粮食储备管理机制,践行"藏粮于技"的战略方针,因地制宜调整粮食耕作制度和种植结构,培育优良作物品种,推进现代农业技术的转化和推广.同时,不同粮食生产功能区应充分发挥各自区域优势:主产区应推动粮食生产、经营优化,提升粮食生产综合能力;主销区应充分发挥经济、科技优势,发展集约化、现代化农业以提高粮食自给率;产销平衡区需着力提高种植户抵御风险能力和粮食生产积极性,维持区域产销平衡.
土地试点政策是创新土地改革模式的重要方式,是乡村振兴背景下推动农村经济发展的重要动力.本文利用沿黄地区10个试点地2008?—?2018年面板数据,考察了土地试点政策实施对沿黄地区经济发展的影响.结果表明:(1)土地试点政策实施,对沿黄地区各流域经济发展影响效果存在空间差异,表现为中、下游区域对经济发展的带动作用弱于上游区域,上、中、下游区域发展不均衡,得以改进但仍然存在;(2)土地试点政策对沿黄地区上、中、下游区域经济发展存在迎臂效应,表现为最优带宽的50%的带动效应显著大于最优带宽的100%及200%.分析原因主要是各地区地理位置、地区间自然资源、人力资源等存在差异.可见,土地试点政策实施影响着沿黄地区经济发展,且具有较高的灵活性.因此,在土地试点政策实施过程中,要结合本地区实际发展情况,优化比较优势,提高政策精准性、有效性,持续推进改革步伐,进而提升沿黄地区经济实力.
为了识别农户能源消费结构影响因素,引导农村能源消费结构优化,基于陕南秦巴山区2020年调查数据,采用Tobit模型和Logit模型分析了收入多样性对该地区能源消费结构的影响,并根据农户生计策略的不同进行了异质性分析.结果 表明:①农户能源消费结构中,商品能源占主导地位,生物质能源占重要地位,清洁能源消费则有待提高.②收入多样性对商品能源和清洁能源的消费有促进作用,对生物质能源的消费有抑制作用,且这一趋势在非农型农户家庭中更加明显.因此,政府可通过发展第二、三产业,完善并改进现有能源政策等方式实现陕南秦巴山区能源消费结构的转型升级.
The ability of the food industry to practice a high degree of corporate social responsibility is related to whether national food safety can be effectively guaranteed. By taking the food enterprises in China's A-share listed companies from 2009-2018, this paper probes into the influence of China's macroeconomic policy uncertainty on corporate social responsibility, and depicts the differencent impact of enterprise's practice of social responsibility under government association and market association, respectively. The results firstly show that, the uncertainty of economic policy has a negative effect on the social responsibility of food enterprises, with a regression coefficient of -0.013. Secondly, nonstate-owned enterprises are more vulnerable to macroeconomic fluctuations in the practice of social responsibility. Thirdly, in the case of greater economic policy uncertainty, enterprises with stronger market connections in the food industry tend to be more conservative in their CSR. The above research results not only verify the path of transmission of economic policy uncertainty to corporate social responsibility, but also provide important ideas and references for improving the level of corporate social responsibility in the food industry and ensuring food safety.
To collect and sort out key measures in the process of disposing SARS pathogen in China in 2003 and afterward. Based on the perspective of public crisis management, analyze the main factors that may cause a public crisis in a sudden and important epidemic situation. This paper explores the possible factors that induced public crises during the handling of epidemic events, and then combs the path from public events to public crisis events. We find that urban residents are more sensitive than rural residents, and are prone to cause multiple public crises, which last longer and have greater intensity. Although the duration of public crisis is relatively short and the intensity is relatively low, the importance and urgency of public crisis incident handling and emergency countermeasures formulating cannot be ignored. At the same time, as all levels and departments are pursuing the goal of maximizing their own interests, the contradiction between the individual rationality of each level and each department and the collective rationality of the entire society will inevitably arise. Accelerating the establishment of social contradictions and emergency evolution models and coping mechanisms of the multi-layered and multi-sectoral dynamic gambling, so as to better build a warning and emergency management system of social contradiction and emergency public emergency. Finally, there is a gap in the education of citizens' crisis awareness and response ability. The public generally has poor social alertness, lack of crisis knowledge, low level of public participation in early warning, and inadequate ability of government officials.
在实现共同富裕的道路上,提升农户社会资本和降低农户生计风险是乡村振兴持续关注的热点问题.在理论分析社会组织如何提升和改进社会资本后,聚焦农村社会组织如何影响农户社会资本的积累与提升、农户生计风险防范策略意愿,利用祁连山国家级自然保护区内武威市、张掖市995位农户的调查数据构建多元Logistic回归模型,分析参加社会组织状态及类别、地区差异等因素对农户生计风险防范策略意愿的影响.结果表明:①参加社会组织类别因素对农户生计风险防范策略意愿的影响作用显著,其中:服务类社会组织影响最大,文化类次之,经济类最小.②健康状况、受教育水平对农户生计风险防范策略的影响显著,受教育水平对其影响存在"脱钩"现象.③武威市农户参加社会组织对农户生计风险应对的影响显著小于张掖市.
如何保障生态脆弱区贫困户在脱贫后稳定持续脱贫,规避、应对返贫风险成为巩固脱贫攻坚成果,取得脱贫攻坚最终胜利的关键问题之一.从返贫风险与致贫原因、生计资本与风险类型、生计策略优化与返贫风险防治等方面梳理了近年来的重要研究成果,结果表明:①农户生计资本与返贫风险之间相互作用.②农户间所处地域、生活方式、思维观念等差异造成了返贫风险类型多样.③现有研究强化了可持续生计理论框架在扶贫、脱贫攻坚中的实践应用.④有关致贫关键因素、致贫机理、脱贫路径、提升生计长效机制等问题仍未得到有效解决.
