架空输电线路是电网工程的重要组成部分,视各地区差异,其资产价值规模约占电网企业实物资产价值的10%~30%,因此分析其造价水平对电网工程投资管控具有重要意义.近年来,天津地区架空输电线路工程基于城市空间规划、气象、地质、技术等资源条件变化情况,以及选用的典型方案约束,在同时受到物价波动的影响下,单位工程投资水平有较大差异,给电网企业的建设投资管控带来极大影响.应结合天津地区自然、市场、管理等因素,深入研究天津地区架空输电线路工程造价特点,提出相应的策略.
Facing the complex environment of distribution network construction and renovation projects, it is necessary to construct a comprehensive, systematic and accurate technical and economic evaluation system for distribution network construction and renovation projects. This paper first constructs a unified evaluation model based on technical and financial evaluation, taking account of economic and social benefits; then implements different evaluation index systems by cluster analysis; finally carries out an example measurement based on five distribution network projects. The research results can be widely used in investment decision, process control and post-evaluation of distribution network construction and renovation projects, which is conducive to the investment control of this projects for power grid companies.
The core of equipment procurement management is to select products with high quality and excellent price in a compliant and efficient method. The traditional procurement model has low efficiency, high comprehensive cost, and difficulty in unified decision-making. Reducing the comprehensive cost of equipment procurement management and improving the efficiency of procurement and operation and maintenance has become an important topic of current research. This paper discusses the management concept of life cycle cost equipment procurement and the current situation of life cycle cost equipment procurement at home and abroad. The life cycle cost of typical power distribution equipment is divided accord to the whole life cycle process of equipment from planning and designing to decommissioning disposal. The dimension design and formula design of the life cycle cost model are carried out, and the time value of funds is considered. The 10kV distribution transformer is used as the example, to calculate the life cycle cost of typical power distribution equipment, to conduct exploratory research on the life cycle cost procurement management mode for 10kV distribution network projects, and to provide reference for the procurement management methods of typical equipment of distribution network projects.
新型电力系统建设背景下,可再生能源接入和用电负荷类型的多元化为电力系统负荷预测精准性提出了更高的要求,但现有电力负荷预测方法没有考虑数据噪声对预测模型的负面作用,导致其预测精度易受到观测数据噪声的影响,难以应用于实际场景.本文梳理研究了基于深度学习的负荷预测方法,引入Transformer算法搭建负荷预测模型,并针对温度、湿度等具有一定波动性的电力负荷影响因素,施以概率分布的预处理,形成基于Transformer的稳健预测模型.通过将Transformer基础预测模型和基于Transformer的稳健预测模型分别在公开的原始数据集和引入噪声的数据集上进行实验对比分析,验证了 Transformer负荷预测模型能有效应对数据噪声,且将模型输入考虑数据分布后的Transformer负荷预测模型能在保证预测精度的基础上提升预测模型的稳健性.
为改善用户体验,保证互联网应用场景安全,通过应用移动终端密码算法、密码协议和密码产品实现移动端数字签名,基于安全多方计算,通过一系列交互协议,建立多方协作方式实现密码支撑.结合当前身份认证和通信内容保护的实际需求,依据国家密码管理局发布的SM2椭圆曲线算法实现原理,设计SM2受控签名方案.在该方案中,可通过多方产生并保管一部分密钥分量,协作完成数字签名密码操作,因此可保证电力泛在物联网应用场景安全,实现移动端数字签名,提升系统安全性.
本文结合智慧能源站数据中心用电特点及服务器模块化建设方案,提出一种"多点备用的网际UPS"供电方案.由站内交直流微网直接为数据中心供电,站内光伏、储能多点备用,形成电网级"超级UPS",各微模块采用分散供电结构,大幅提高数据中心供电可靠性,同时取消UPS电源系统和柴油发电系统,节省投资近700万左右.
针对当前用电信息系统多业务并行处理能力需求,提出了一种面向对象的用电信息系统安全通信协议(OS-CP).OSCP协议采用传输层和应用层双层加密机制实现了用电信息系统的安全防护,并将业务数据根据安全级别进行分类,不同类别的数据采用不同的安全配置模式,实现了业务数据的灵活处理.之后,采用基于博弈论的安全性证明方法证明了OSCP协议的正确性和安全性,并与传统安全通信协议做了性能比较.比较结果表明,OSCP协议的交互次数相对较少,加解密处理效率有了明显提高,安全加密模式配置更为灵活.因此,OSCP协议更适用于当前用电信息系统的业务应用需求.
Under the environment of opening incremental power distribution business,differentiated reliability power supply will become the critical mean for market competition. Therefore,in allusion to park incremental power distribution pro-jects,this paper analyzes and determines basic module group for forming the typical power supply mode and studies influence of the key basic module on power supply reliability so as to obtain park typical power supply modes with different power sup-ply reliabilities.It firstly proposes a concept of reliability competitive cost and formulates the implementation scheme for re-liability electricity charge,which has provided the basis for quantifying additional values of high reliability power supply in-put of the park.Then it takes the power grid in one park for example and makes analysis,and the results indicate the relia-bility competitive cost can effectively guide implementation of the reliability electricity charge.Finally it presents the imple-mentation strategy for reliability electricity charge by combining current situation of the incremental power distribution mar-ket.
Scientific division of peak,flat and valley time period is fundamental for rational development of time-of-use tariff.Time division results should meet long-term applicability,and maximally reflect load differences in different time periods.Modeling problem of peak and valley time division is discussed.Firstly,data sample set of division model is founded by defining high dimensional load vectors which embody information of a long period and its norm at each time point.Secondly,by introduction of semi gradient membership function,membership degree of each time point to peak,flat and valley period are defined based on norm of load vectors.Thirdly,threshold optimization model is established to optimize threshold by using SGHSA searching algorithm.This completes the construction of period division model.Finally,exemplary application on a certain area proves reasonability of proposed model.
港口岸电可以使靠泊船舶达到“零”排放的最大减排效果,被世界多国采用,也得到我国政府的高度评价和重视.2015年8月,交通运输部正式发布了《关于印发船舶与港口污染防治专项行动实施方案》(2015~2020年),明确了船舶与港口污染防治专项行动工作目标,其中包括到2020年,主要港口90%的港作船舶、公务船舶靠泊使用岸电,50%的集装箱、客滚和邮轮专业化码头具备向船舶供应岸电的能力;提出了大力推动靠港船舶使用岸电,建立船舶使用岸电的供售电机制和激励机制,降低岸电使用成本,引导靠港船舶使用岸电.
为了保证云服务端存储数据的保密性和用户访问数据的便捷性,应由用户对自己的数据文件进行加密保护,并支持云服务提供商对密文数据文件的检索.设计了基于PKI技术的可搜索云加密存储系统,采用Curtmola可搜索对称加密方案实现对密文数据的检索,使用数字证书和公钥密码技术实现云服务端与用户之间的身份鉴别、密钥协商和通信安全等机制,云服务提供商对用户的数据和索引文件进行加密存储,防止黑客从服务器上非法获取文件内容.经过安全性分析,此系统能够实现身份鉴别、通信加密、存储安全和密文检索安全,防止窃听攻击、伪造攻击、重放攻击等攻击手段,适用于政府、企业等单位建立安全可靠的云存储系统.
Considering the urgent demand of the improvement of customer satisfaction from power supply enterprises, systematic solutions are put forward from aspects including index analysis,objective formulation and measures. At first, the essence of customer satisfaction is described,and a customer satisfaction model for power supply enterprises is es-tablished. A fuzzy comprehensive evaluation method is used to evaluate the quantitative and qualitative customer satis-faction indexes,and the method of obtaining customer satisfaction scores is given. Furthermore, the score ranges of cus-tomer satisfaction are analyzed,and the score of customer satisfaction that maximizes the comprehensive benefit of pow-er supply enterprises is determined. Finally,the relationship between customer satisfaction and other key indexes of power grid is analyzed,and the measures using customer satisfaction to promote the development of power grid are put forward.
合理而准确的能源消费预测对于科学制定能源规划、优化调整能源与产业结构具有重要意义。针对传统能源预测方法预测精度低、未充分计及环境政策影响的缺点,提出了基于Shapley值理论的多情景修正组合预测模型。首先,根据能耗预测的要求和特点选取3个单项预测模型,并通过博弈论Shapley值理论确定单项模型在组合模型中的权重从而得到基准预测结果;然后,量化技术进步、经济发展、政策变动3个环节为修正项和修正系数,进一步改进模型函数,得到不同情景下的修正预测结果;最后,基于T市生活能耗数据进行算例分析,结果表明所提方法能够实现预测值曲线与实际值曲线的高度拟合,在充分考虑环境政策影响的基础上提高能源预测精度,为有关部门进行能源规划提供决策依据。
Reliability is an important content for the evaluation of distribution network's power supply capacity. With the increasing construction of the distribution network, the continuous developing of distribution automation technology and the constantly emerging of distributed power supply, the traditional reliability evaluation system cannot satisfy the demand of distribution network development. Considering the factors that affect the distribution network reliability evaluation, the state of distribution network reliability evaluation is analyzed by grid structure, distribution automation and distributed generation. Finally, the problems to be further researched in future are proposed. It can help with the establishing of reliability evaluation system that adapt to distribution network development.
对城市能源系统供需优化方法进行研究。首先,以能源系统总成本最小为目标,建立考虑多类能源规划约束条件的城市能源系统供需优化模型;其次,引入改进的混合多种群进化算法,确定模型的寻优流程;最后,采用终端能源消费预测模型的相关结果作为需求约束量,将模型应用于T市进行算例分析。算例结果表明,应用所构建模型获取的未来规划期内最优能源供应结果,满足城市能源相关政策文件要求,能够有效引导T市能源供应向清洁、可持续化方向发展。
随着我国大用户直接交易如火如荼的开展,本文汇总了试点省份直接交易的输配电价水平,分析了输配电价对直接交易的影响.根据国家电价政策分析了直接交易输配电价结构,并分析了直接交易输配电价计算方法.建立了包括准许成本、准许收益和税金三部分的成本加收益测算方法,建立了分电压等级的成本分摊方案,有利于制定合理的输配电价.
People give more and more attention to electric vehicles because of their environmental characteristics. Therefore, to predict the prospects of its development is very necessary. Based on the theory of system dynamics, this article analyzes the relationship between electric vehicles and fuel vehicles in China. The system dynamics model of electric vehicles and fuel vehicles is established, and the factors are taken into account to simulate their total amount of future. On this basis, the system simulation error is analyzed. The result shows that the prediction results can meet the accuracy requirements; what is more, the ownership of China's electric vehicles will be more than the fuel vehicles' and reach above 150 million in 40 years. © 2013 ICIC International.

The study solves the problem of low accuracy of a certain power company's planning. An index system influenc- ing the grid planning is built by interviewing, investigation & lit- erature research. After comparing & analyzing the particularity of the study object, the matrix method evaluation model for the influencing factors is put forward innovatively in this paper. Based on the integrated use of Delphi method, two-dimensional matrix method & Borda order value method, the quantitative transformation of the qualitative study is achieved. The sequence of each influencing factor is successfully completed, which pro- vides a powerful data support and decision support for latter power grid planning.
