The article analyzes the possibility of using the model “Income Share Agreement” (ISA) as a source of additional funding for higher education institutions. Examples of the application of similar approaches in foreign practice are given. In the developed model, in addition to the main participants: the university, the investor and the student, for the first time an additional subject of the industry market is introduced – a recruitment agency. The substantiation and assessment of the significance of the participation of a recruitment agency in achieving maximum competitiveness in the educational activities of universities is given. The paper identifies the main areas of research on the experience of implementation of ISA in educational relations. It is emphasized that the priority areas of research on ISA relationship in education are devoted to the opportunism of the parties with asymmetry of information: the main concerns relate to the emergence of “adverse selection” and “moral hazard” effects in ISA relations. The paper deals with the main legal and ethical problems of the implementation of ISA in educational relations. The authors note that it is the transformation of ISA into a stock asset that requires additional legal regulation. The research problem is represented by the ethics of the assignment of rights under the ISA in favor of third parties (investors). If an educational organization can sell a student’s ISA to an investor, then it can receive income before the graduate gets a high-paying job. If an educational organization really adheres to the interests of the student, and guarantees the quality of the educational program, it should not withdraw from such financial obligations. If an educational organization sells its students ISA, it means to the stock market that it does not believe in their future income.
New innovative approaches to educational activities in “smart” nuclear cities are described. Examples of using the developed system of online control over student perception of materials of a particular discipline are given. Processing the results of monitoring the educational process allows you to draw preliminary conclusions about the abilities (giftedness) of students for certain types of activities, described, including in the course materials. The software and hardware complex can be used for other educational programs, which, depending on the subject area of study, allows you to form a kind of “digital portrait” of each student.
The article contains proposals for the development of modeling of the national industry using IT solutions based on the “economic cross” methodology. The reserves of the digitalization of the planning procedure are considered, taking into account the modern achievements of IT technologies and the development of the global information and communication infrastructure. The conclusions and proposals contained in the article are formulated taking into account the extrapolation of the successful experience of digitalization in leading global companies. The reserves of using the experience and best practices in the implementation of information and communication technologies that emerged from companies during the Covid-19 pandemic, as well as the proposals of economists - supporters economic national development. The research results contain an analysis of the possibilities for expanding the current practice of using the “economic cross” based on expanding the range of information technologies used in planning and realizing the potential of the “bid data” methodology by expanding the coverage and saturation of information flows. The theoretical proposals contained in the article are adapted to the current tasks facing the state corporation Rosatom in the framework of the implementation of the “Breakthrough” concept.
The article proposes the directions of adaptation of the educational process in Russian universities to the requirements of the global educational market through the modernization of their IT-component. The results achieved in the digitalization of the educational process and ensuring its competitiveness are considered. Reserves of the use of digitalization tools have been identified as part of the adaptation of the educational process in Russia to the requirements of the global educational market. Based on the results of five-year time-lapse observations of the authors, the directions of adaptation of the digitalization tools of the educational process are proposed taking into account the current economic needs of Russian education. In this study both traditional technologies for Russian universities and technologies used mainly by foreign educational organizations were considered as tools that can be used to improve the competitiveness of domestic education in the global education market.
The article analyzes the economic barriers that slow down the development of the Rosatom “Breakthrough” project and reduce its economic efficiency. The foreign experience of implementing projects of similar scale and significance is considered, the reserves for adapting foreign experience with respect to solving specific economic problems of the development of the Breakthrough project are identified. The necessity of increasing the use of the scale of digital technology in the framework of the development of the Breakthrough project and its more complete adaptation to the digital economy format is substantiated. Much attention is paid to the use of digital technologies to maximize positive and minimize negative external economic effects associated with the implementation of the project, especially in the long term. The proposals formulated based on the results of the study are built taking into account the current practice of using IT support in the framework of the Breakthrough project.
The dramatic changes in education that we face in 2020 and which are the result of the accelerating digital revolution indicate the need to develop new tools for education and training. Leading universities are developing their own Learning Management Systems (LMS) based on information and Internet technologies. However, in higher education there are certain educational tasks in the interdisciplinary field. One of them is the task of successfully developing atomic engineering education. In this article, we present the basic design principles and architecture features of a specific LMS for the development of economic skills for education in the field of nuclear technology.
The article examines questions related to the impact of computerization of the economy on the labour market in Russia are investigated. The analysis of the experience of countries that found themselves in a similar situation in an earlier period was analysed. The similarities and differences in the labour market processes are revealed in the context of computerization with the processes taking place in the labour market in the early stages of the scientific and technological revolution and industrialization. The calculation of indicators of the influence of computerization on the state of the labour market in Russia and the comparison of calculated values with real indicators are provided. Interpretation of the results is carried out and, and according to them predictions of the impact of computerization on the Russian labour market in the medium term are proposed.
The article covers the range of problems associated with the state estimate of the infrastructure in Russia and its compliance with the requirements of the IT industry. The research work has been accomplished in order to study the obstacles to the use of advanced IT solutions by economic agents. The analysis of innovative infrastructure solutions used abroad and successful national infrastructure solutions was carried out. An assessment of the possibility of utilization national and foreign infrastructure development experience in Russia has been proposed, and a scope of measures that allow to adapt the development of national infrastructure to the demands of the national IT economy has been developed.
A new intense oxidation process for water treatment in which oxidation with ozone is coupled to electrochemical processes is described, and the results from its application to water purification are presented along with the discussion of its practical implementation. The use of graphitized carbon materials for this process is explained and tested experimentally. The use of glassy carbon for the anode enables us to achieve very high (up to 25 vol %) concentrations of ozone in the generated ozone−oxygen mixture. The material used for the cathode—graphitized carbon cloth (GCC) reinforced with Ni allows different electrocatalytic processes to proceed on its developed surface, and combines the high sorption capacity of this cathode and potentialcontrolled selectivity of cathodic electrochemical processes.
In the article approaches to the modernization of the national education system with the use of IT-technologies are offered, the review of the problems and obstacles of such modernization is held and concrete steps on the adaptation of the educational process to the labor market requirements are stated. On the basis of the previously proposed model of "economic cross" strategic directions of informatization of the educational process are defined, the analysis of conditions and intensity of the use of IT-technologies at the time of this writing is conducted, the recommendations on the improvement of known modernization tools and the development of new ones for Russian education are developed.
The industrial introduction of ammonia removal from coke-oven gas by the circulatory phosphate method at byproduct shop 2 in coke production at PAO Severstal’ is considered. The ammonia removed undergoes thermal decomposition. The system consists of three channels (including a backup) and is designed to process coke-oven gas at a rate of 170000 m 3 /h. The phosphate method is selected after comparing methods of ammonia removal. The startup and operation of the system are analyzed. Operating conditions corresponding to specified ammonia removal are selected. Data are presented regarding the ammonia absorption, the regeneration of the absorbing solution, the thermal decomposition of the steam–ammonia mixture, and the utilization of the smokestack gas from the combustion of the steam–ammonia mixture. With a design productivity of 85000 m 3 /h for a single channel, the system operates satisfactorily when the throughput of coke-oven gas is in the range 60000–130000 m 3 /h per channel.
The article examines problems of forecasting the high-tech product market based on statistical modeling. The results of studying a number of Russian companies for 15 years and forecasting the demand for telecom services have been presented.
