Розглянуто практичні засади використання методу управління освоєним обсягом проєктів публічної сфери на прикладі моніторингу реалізації Загальнодержавної цільової соціальної програми протидії захворюванню на туберкульоз на 2012––2016 роки. Розкрито сутність цього методу, досліджено основні напрями та галузі його використання в проєктному менеджменті такими установами, як Міністерство оборони і Міністерство транспорту США, NASA. При цьому зазначено, що метод не згадується в жодному методичному документі з розробки та моніторингу виконання вітчизняних цільових програм. Отже, з метою обґрунтування доцільності використання методу управління освоєним обсягом для контролю та моніторингу виконання проєктних дій в публічному секторі України продемонстровано практичний приклад його використання для контролю за витратами в ході виконання вітчизняної державної цільової програми. Для цього планові та звітні показники Загальнодержавної цільової соціальної програми протидії захворюванню на туберкульоз порівнюються з базовими показниками методу освоєного обсягу і на їх основі отримано прогнозні значення необхідних показників за допомогою побудови лінії тренда в Microsoft Excel. Одержані прогнозні значення проаналізовано за параметром відхилення від фактичних показників виконання даної програми. Доведено, що отримані на базі лінії тренда прогнозні моделі здатні адекватно описувати динаміку виконання проєктних робіт у публічному секторі, у тому числі й прогнозування можливих обсягів їх фінансування. Визначено подальші перспективи використання методу управління освоєним обсягом для моніторингу і контролю виконання проєктів і програм у публічній сфері.
This article analyzes the recreational potential of the Odessa region with the implementation of recreational zoning. The evaluation of the recreational potential proposed is based on selected indicators, reflecting the presence of certain recreational resources in the Odessa region, which is located on the Ukrainian Black Sea coast. The zoning of the geosystem of the territories is carried out by combining several tools and methods according to the indicators of the recreational potential identified in the corresponding zones. Based on the assessment results completed in 2019, the territorial units were grouped into the recreational areas proposed according to their suitability for the main recreation functions. The results obtained identify five recreational zones in the Odessa region with the most promising strategy for recreational use. This will become the basis for developing priority strategies for investing into the recreational sphere and determining the types and objects of investment.
Зазначено, що сучасний стан територій України свідчить про наявність суттєвих проблем і негативних явищ. Визначено, що причинами цього є відсутність чітко встановлених суб’єктів розвитку, що позбавляє стратегічні документи з розвитку конкретного вектору їх реалізації. Запропоновано модель аналізу суб’єктів просторового розвитку, за якою визначені представники приватного сектора як основні учасники процесів просторового розвитку України.
The article describes the Crowdsourcing platform, which was developed to meet the challenges of sustainable spatial development.The platform allows users to formulate the problem of spatial development, submit proposals for solving the problem, choose the most optimal proposal by voting, plan project actions to implement the proposal, use various forms of crowd resources and provide public access to project reports.The proposed model provides a clear geographical location for both users and submitted problems, which ensures the formation of local communities that have common territorial interests to solve problems.The platform also makes it possible to use three kinds of participatory resources to implement proposals: labour, finance, and materials.At the end of the project, users can assess its success and its level of spatial problem resolution.
ВИРІШЕННЯ ПРОБЛЕМ СТАЛОГО ПРОСТОРОВОГО РОЗВИТКУ МІСТ УКРАЇНИ НА ЗАСАДАХ
Aim. To evaluate prevalence of the Food Hypersensitivity (FH) in children in Zaporizhia region of Ukraine with different methods of allergy diagnostics. To compare results of these methods with aim to identify the most effective approaches to diagnostics, treatment and prophylactics of FH in children. Materials and methods. 148 children with skin symptoms of FH were included into the study in 2011-2015 (average age was 27,6 (12,1; 57,6) months). After anamnesis analysis children were made allergy tests, such as skin prick-, patch-tests, oral provocation test (OPT). Results. 69.5 % of patients were less than 3 y.o. (n = 103). 39.8 % of patient couldn’t identify causative product, 31 % – reported milk, 10 % – eggs. 1/3 of children with normal common IgE levels (42 %, n = 27) had increased sIgE (55,5 %, n = 25). Only 63 % of children with elevated IgE had positive prick-tests. 290 OPT were done (145 patients) with the main causative products, which had positive result in 1/3 of children, in 54 % of them – with only one product, in 10 % – two. OPT results correlated with common IgE level (r = 0,36, p < 0,05) and skin prick-test results (r = 0,47, p < 0,05). Conclusions. FH prevalence in children of Zaporizhia region varies from 0.1 % to 16.2 % and depends on the method of diagnostics. Commonly (69,5 %) FH is diagnosed in children of first 3 y. of life. 1/6 of children up to 3 y.o. (16,4 %) and 1/10 – up to 4 y.o. (2,9 %) had true allergic mechanisms of FH, which were proven by sIgE. Strong limitation of diet is not needed in children with FH. Further research is needed to detect ethio-pathogenetic factors that can be targets for diagnostics, treatment and prophylactics of FH in children.
The introduction of new legislative requirements for involving the public in the key decisions making process regarding construction and development projects requires the refinement of their assessment methods. The existing methods of investment appraisal, environmental impact assessment, city planning appraisal and examination of construction projects have a number of methodological shortcomings. They are applied by the state authorities at the endof some projects planning process, while the space for adjusting the investment idea is strongly limited by specific construction site and key project decisions choice. Therefore, the developer have to determine the development project influencezone at the initial stage of planning to assess the impact of the project in the economic, social, environmental and urban areas. Executed under the scheme, the project's impact assessment will provide much more complete picture of the project interaction with its environment than investment or technical and economic analysis. Results of such an assessment provide real measurable arguments for a dialogue with the public during the subsequent public hearings on a development project. They are also used during the project executing to control the stakeholders involvement process.
Sustainable development is quite popular scientific concept in a recent time, which formed the basis of the Ukrainian regional development strategic planning and regulation of urban development activities. However, the meth-odological basis for assessing the sustainability of the territorial development is still not developed and formalized enough. Methods for assessing the sustainability of territorial systems development in the economic, environmental and social spheres are still uncertain.Therefore, selected purpose of the study is an analysis of the existing methods of environmental assessment of the territorial development set forth in the legislative and regulatory documents, with further determination of the their suitability for conducting an assessment of the territorial development based on the sustainable development concept, which will form the scientific novelty of this study. To achieve this goal, the legislative and regulatory framework analysis was carried out in the field of territorial development, the main regulatory documents were identified. Subsequently, the definition of ecological assessment and its purpose for each of these basic documents was analyzed, environmental assessment methods and their application suitability for the environmental assessment of the territorial development based of the sustainable development concept were considered. It is concluded, that the environmental assessment methods proposed in these documents have numerous signifi-cant shortcomings when used for ecological assessment of the territorial development sustainability. There is no any formalized methodology for determining the sustainability of the relevant systems development in considered legisla-tive and regulatory documents. There is also an intersection of proposed environmental assessment methods with social and economic assessments. The optimality justifies of the adopted project decisions set issuing exclusively from the environmental and sanitary legislation requirements is incorrect in terms of sustainable development. The conclusion based on the obtained results was made about the need to improve the environmental assessment methods in their abil-ity of sustainable development concept implementation. The assessment of the current territorial state in the economic, social and environmental spheres must be carried out separately from each other while regional development strategies forms on the basis of sustainable development. It will pro-vide further assess of each sphere development balance and form a strategy direction for additional needed measures.Carrying environmental assessment, the strategy analysis for compliance with legislative and regulatory con-straints is insufficient in terms of the sustainable development concept. The assessment of environmental impacts should be carried out both for negative aspects and for positive, where the last are not normalized. Conclusions based on the negative environmental impacts absence are insufficient to consider strategies for developing such territories, as national parks or nature reserves. Therefore, the existing indicators system of environmental pollution levels by human activity as a basis for ecological assessment needs to be finalized, since it does not allow measuring the positive effects of some nature-recovery projects on the environment. Finally, it is necessary to formalize in legislative and regulatory documents the methods for the integrated sustainabil-ity assessment as a basis for consideration of alternative concepts for the territorial development. Formation and implementa-tion of appropriate methods can be selected as a direction for further research by the author on the chosen topic.

Some new actual tasks related to the domestic spatial development system require both the improvement of the territorial and strategic planning methodological basis, the development and application of appropriate software for the creation of spatial development models in order to assess development sustainability. While information models of cities such as Berlin or Helsinki offer the most profitable business location definition for investors, insolation calculations and the microclimate estimation of a building for designers, in our country the technologies of city information modeling remain almost unknown. The research is devoted to the basic principles formulation for the creation of information models of settlements, territorial and regional systems of Ukraine, and to determine the further application directions of these models. The article defines the main subsystems of the territorial systems models. After that their main characteristics was established taking into account the domestic land, construction, urban development, etc. legislation in the spatial development area. The differences and application directions of city, regional and regional information models are determined. Such territorial information models can be applied as a basement: for official cadastral database collection and storage; for providing a uniform virtual interaction space for different target users and application areas; for development and testing of new distributive technologies and business models of urban development; as decision support system in urban planning and design, and others. Presenting such attributes as economic, social and environmental characteristics of urban objects in the considered information territorial model allows us to use the model as a valuable basis for assessing the development sustainability of the respective territorial systems. As the further research direction can be chosen both the information model creation of one of domestic cities based on the proposed method, taking into account the requirements of domestic legislation, and formulation of the spatial development sustainability assessment method based on the proposed information territorial model.
The publication is devoted to the problem of choosing a strategic direction for further development of the Odessa seaport territories. According to some urban planning experts, the main problem of these territories is that the development of a cargo port, handling of bulk cargoes and increasing the traffic load in the city center of Odessa inevitably leads to the degradation of the city-port system. Therefore, they raise the issue of the cargo port remove outside the city to develop these territories as a recreational facilities. But their opponents believe that the port is not only noise and dust, it is also thousands of jobs for inhabitants and the source of state revenue refill and taxes to the local budget. Sea ports are also plays an important role in state interests as a gate for export of Ukrainian products. So the aim of the study is a comprehensive assessment of the port activity based on the sustainable deve-lopment concept, which considers the sustainable development of complex systems of human settlements, states or civilization as a whole by ensuring balanced development of the social, economic and environmental spheres of these systems. The article provides an integrated analysis of the Odessa seaport activities in the economic, social, environmental and urban planning fields. The role of this enterprise and the strategic directions of its further development in the context of transportation, the ecology of the urban environment and urban planning activity are defined. The analysis showed the complexity and ambiguity of the Odessa seaport location and its further deve-lopment in residential area in the historic center of the Odessa city. In order to reduce the environmental and traffic negative impact of the port to residential buildings, it is necessary to modernize the port and ensure the development of appropriate infrastructure, as well as eliminate impossible activities from an urban planning point of view at the port's location. As the main private investment attractor for the seaport development can be used some areas freed up after the optimization of the port activity, which will be provided under certain investment conditions for building recreational facilities. The development of a model for the comprehensive assessment of similar development projects is a promising direction for further research in this field.
This publication is devoted to topical issues of estimating the construction duration in time management in construction. The aim of the study is to analyze normative methods of estimating the construction duration, used at design and construction executive documentation developing. This aim is very important in terms of project management for selecting the most optimal methods of estimating the construction projects duration. Based on DSTU B A.3.1-22, SNiP 1.04.03-85 and DSTU B A.3.1-5, several principal methods of duration estimating were analyzed. Also, an assessment of the available methodologies accuracy and consistency was made. The study shows, that the techniques proposed in the normative literature have a number of significant drawbacks for their application in time management. The method of construction time estimating by averaged indicators, which used in Draft design, Feasibility Study, does not take into account a number of significant features of construction projects and performing organizations. Nevertheless, this technique can be used for a duration analysis in the initial stages of the project and business planning. The method of determining the construction duration, which based on the calendar plan, requires methodological refinement to the implementation of the "triple constraint" principle of project management. This principle allows to select the most optimal time, cost and work content and ensure the required quality of the project result with minimal resources outcomes. The obtained research results can be used by project managers when selecting methods for time management of investment and construction projects at various stages of project planning. The further research is possible to provide in the development of a method for estimating construction terms based both on the normative documents requirements and on modern project management methodology.
The sustainable development concept has become an official methodological basis for studying the principles and regulation of the urban areas development. Nevertheless, scientific sources practically do not disclose any methods for establishing a balance of the social, economic and environmental spheres of the urban system in order to ensure the development sustainability. Therefore, the purpose of this study is to improve the methodological basis for analyzing the sustainability of urban development. The article contains the main definitions of sustainable development and their essence. The main approaches to estimate the sustainability of development were analyzed. A three-dimensional model was developed for assessing the sustainability of the urban system development on the basis of system analysis and the process approach. This model is based on the developmental coefficients of the city's three main subsystems – social, economic and environmental. The obtained model can be used to adjust the city development strategy, as well as to initiate relevant projects by the local authorities aimed at ensuring sustainable development.

Real estate development is a huge complex and multifunctional phenomenon that exists in countries with developed market economies for nearly a century. In our country, development began to be formed from the 1990s. However, until now this phenomenon remains not fully defined by law and science. Features of development projects are almost not investigated, their existing classifications are contradictory and incomplete. Therefore, the purpose of this study is to identify the characteristics of development projects and its implementation to their classification. For this, a comparison of investment-construction and development projects was carried out, significant differences in their implementation and management were characterized. The most important classification features of development projects are determined and a classification is proposed for these eight features. The definition of real estate development and development projects is given, which reveals their essence and allows to understand their wider coverage in comparison with investment and construction projects.

The urgency of the problem of providing people in CIS countries with quality, affordable housing with minimal risk of implementation of housing projects is obvious. To solve this problem, the authors proposed to review the principles of managing investment and construction housing projects based on project management tools, stakeholder theory and evolutionary theory of values. It is necessary to shift the focus from maximizing profits of construction companies to increasing the satisfaction with the significant social housing projects for all of their stakeholders. The aim of this study is to develop an effective and easy-to-use mechanism for evaluating, balancing and managing the social and public values of property along with its monetary value. The value of residential projects is expressed in non-financial indicators in order to get away from the idea of profit maximization. The value of the project is regarded as the coincidence between results of the project and the interests of its stakeholders, and stakeholder interests are represented as the desired economic, social, psychological, resource and other expected benefit of the project. The proposed system of value-based management of housing projects covers the period of the investment project from the idea of a residential building to its end of exploitation. We discuss which groups of agents should manage value-oriented housing projects and the means by which it should be implemented. A technique of analyzing project stakeholders based on expert evaluations is proposed, and a mathematical model for assessing the value of projects in non-financial terms is developed. The results achieved using current theoretical and methodological principles correspond to the goals of scientific research and can be used in value-oriented management of residential projects as well as in other sectors of project management in research and educational processes.
