The article is a continuation of the series [1-4] devoted to the analysis of Nizhniy Novgorod Lobachevski University multidisciplinary cluster development, which aims at supporting forward education in the area of biomedicine and biotechnologies. This analysis serves as a basis for deriving some new approaches to manage the cluster evolution. Main emphasis is focused on the need of integration with multiple partners to attract the material and human resources for implementing the project. This integration results in interosculation of administrative (transformation of university structure) and project (networking) approaches to university management. Putting into operation of a new building (25 thousand sq. m.) for the University center of innovative development provides facilities for spatial merger of the increasing number of administrative and network cluster nodes. This is an important step in the development of university innovation belt which characterizes the third generation university. The approaches to govern the whole cluster are under consideration.
Vocational guidance at school and at university has today be substantially advanced to support forestall education because of fast accelerating development in science and technology. This paper presents some new forms of such vocational guidance activities generated by the experience of National Research Lobachevski State University ofNizhni Novgorod (UNN). These activities are university educational cluster, university school, university «Science Park», student's Forum «Career+», projects «The Path of Success», «School of Career Development», «Primary Academy of State Governance ». The article also characterizes UNN contribution into Russian School Olympic Movement and into support programs for talented children. Implementation of all such projects involving students and schoolchildren from many educational establishments generates the need in providing mass participation of university partners-employers. As a result, the university has to control the vast emerging dynamic network that requires some new style of management.
Сформулированы принципы и технологии стратегического преобразования вуза в целях повышения его конкурентоспособности среди ведущих мировых научно-образовательных центров. Дан анализ предпосылок организационных изменений российских вузов в контексте появления системы мировых рейтингов университетов. Отмечено, что в современных условиях университеты стали объектом приложения научных и практических методов менеджмента, включая методы управления изменениями, которые ранее применялись только к рыночным предприятиям. Описаны основные элементы стратегии и мероприятия по переходу вуза в целевое конкурентоспособное состояние. Обсуждена организационная специфика российского вуза как “профессиональной бюрократии”, усложняющая процесс изменений. Рассмотрен кейс стратегических организационных изменений Нижегородского государственного университета им. Н.И. Лобачевского – участника “Программы 5-100”. Охарактеризованы главные стратегические цели и технологии организационных изменений ННГУ за последние четверть века. Обсуждены результаты “мягкой” реорганизации ННГУ на основе проектно-ориентированного подхода. Дано описание основных элементов (стратегических инициатив) “дорожной карты” повышения конкурентоспособности ННГУ. Дорожная карта включает как стандартизированные стратегические инициативы, направленные на производство конкурентоспособных интеллектуальных продуктов в образовании, науке и инновационной деятельности, так и уникальные инициативы по развитию специфичных для ННГУ конкурентных преимуществ.
The article deals with the issues concerning school education and teacher training higher education from the point of view of innovative University as a consumer and a customer of the results of these systems activities. The authors state their point of view on the ways to solve the current challenges of teacher education development, identify its significant problems and risks, describe the specificity of a modern pedagogical situation, point out the requirements of teacher training education, the structure of teacher’s professional competence. The article suggests the concept of teacher training at research University based on the leading role of scientific training, presents a new interpretation of a principle of scientific value in learning. Describes a possible role of the leading universities in formation the regional educational environment.
The article presents an analysis of the general approaches to designing structured programs for the training of PhD students adopted by the European Union countries in the framework of the third cycle of the Bologna process. It is shown that research schools are aneffective organizational form to implement structured programs. Research schools are specializeduniversity structures created for training of researches in a particular subject area. Such schools should ensure close links between young scientists and major competitive research teams. Usingas a case in point the «Neurobiotechnologies» research school at the Lobachevsky State University of Nizhni Novgorod, we discuss a range of issues concerning the organization of postgraduate education, funding for dissertation research, networking and research staff mobility.
The experience in elaborating the forestall university strategy and the assessment of its role in the development of innovative educational programs is under consideration. It is outlined that the substantial amount of resources and effort needed for implementation of such innovative programs require thorough selection of priorities in development accepted by the university community. The authors single outthe important role of project management in integration with university partners.
The article represents the experience of Lobachevsky State University of Nizhni Novgorod — National Research University (UNN) in university acquisitions with an example of Nizhni Novgorod Institute of Commerce acquisition. The friendly and mutually efficient technology of acquisition allowing both institutions to implement all acquisition activities in compliance with the timescales determined by the RF Ministry of Education and Science is described. The article opens with a brief overview of international practice of M&A in Higher education.
The article presents the concept of the development of an innovative university strategy. It is illustrated by the example of the strategy adopted by Lobachevsky State University of Nizhni Novgorod – National Research University. The experience in collective discussion and adoption of the strategy in a large multidisciplinary classical university is analyzed. The adopted strategy became a fundamental part of UNN successful application for the Leading University International Competitiveness Enhancement Program.
A brief analysis of modern trends in the sphere of researchers’ training is presented. A number of topical organizational innovations are discussed including harmonization of master and PhD programmes; formation of professional, social and personal competences of PhD programmes graduates; introduction of new organizational forms of PhD training.
