The paper presents estimates of the effectiveness of the provision of medical services on an outpatient basis by medical institutions of the Khanty-Mansiysk Autonomous Okrug – Yugra for the period from 2016 to 2020 based on data envelopment analysis (DEA method). An input- oriented DEA, a model with a variable scale of returns, was used to evaluate the coefficient of medical effectiveness (CME). The ranking of medical institutions in KhMAO – Yugra according to the calculated СME was compared with the ranking carried out by the taxonomic indicator method. The results of using the latter do not contradict the results of the DEA method.
Subject of research: the activities of health care institutions of the Khanty-Mansiysk Autonomous Okrug (KhMAO – Yugra) in providing medical services to the population in the period from 2013 to 2021. Purpose of research: analysis of the dynamics of the medical efficiency of the functioning of health care institutions (HCI) of the Khanty-Mansiysk Autonomous Okrug – Yugra using the Malmquist index together with the data envelopment analysis (DEA method). Methods and objects of research: the medical efficiency of these institutions was assessed using the DEA method. Multiplicative decomposition of the Malmquist index assesses the level of influence on the medical efficiency of technological changes in the subject area, the work of HCI management and changes in their scale. Main results of research: it has been established that changes in patient treatment technologies have the greatest impact on the dynamics of the medical efficiency of HCI. The scale of HCI and the efficiency of their management are not so critical, which is due to the specifics of the territorial organization of the healthcare system. The use of the Malmquist index allows us to evaluate both the medical effectiveness of health care institutions and to identify carriers of “best practices” in terms of the implementation of medical technologies and the management of health care institutions.
Subject of research: is the functioning of the production and consumption waste management systems of the regions (RSOO) of the Arctic zone of the Russian Federation for the period from 2016 to 2020. Purpose of research: is to quantify production efficiency production efficiency coefficients (СEP) of the functioning of these systems based on shell data analysis (Data Envelopment Analysis, DEA). This method is based on the repeated application of linear programming to a set of input and output indicators recorded by the current system of state statistics and characterizing the activities of sets of similar specialized enterprises in the regions for waste management (production facility, software). Methods and objects of research: to assess the СEP of the software functioning by the DEA method, the "time slice" and "time window" schemes were used. Based on the calculated СEP values, stable subgroups of software with low, medium and high СEP values were identified. For insufficiently effective software, target values of input indicators were calculated, the achievement of which allows them to maximize СEP values. At the same time, for these software, a recommendatory choice of a leader/landmark object was carried out, which can be considered as a carrier of best practices and successful experience in organizing work, which is relevant for the development of the RSOO. Main results of research: the formed classification of RSOO was compared with the normative indicators of waste processing given in the State Program of the Russian Federation "Environmental Protection" for 20122020.
The effectiveness of medical institutions is usually assessed by indicators characterizing the economic, medical and social aspects of their activities. Indicators of medical effectiveness (ME) reflect the achievement of certain medical results with the optimal use of available resources, both for a particular patient, and for a medical institution and the regional healthcare system as a whole. The ME estimates are relevant and in demand both by internal consumers – the management of institutions and the healthcare system, and by external consumers who finance it. To assess the ME of medical municipal institutions, it is proposed to use the Data Envelopment Analysis (DEA) of data characterizing the results of their functioning and recorded by the current system of medical statistics. This method does not require the identification of functional relationships between the results of the activities of medical institutions and the resources they consume. Aim. Determination using the method of shell analysis of data on the medical effectiveness of municipal medical institutions of the Khanty-Mansiysk Autonomous Okrug – Ugra based on standard statistical data on the results of their activities. Materials and methods. The classical input-oriented model with a constant scale of return of the Data Envelopment Analysis (DEA) method was used to evaluate the medical effectiveness. The input indicators of this model characterize the main types of resources used by the medical institution. The indicators of the total number of temporary disability sheets issued to the residents of the municipality, the completeness of coverage by mandatory medical examinations of the population of the municipality and the load indicators of hospitals and outpatient departments of the medical institution were taken as days off. To ensure comparability, input and output indicators were recalculated per 1000 inhabitants of the municipality. The evaluation of the medical efficiency of municipal medical institutions was carried out in the MaxDEA 8 Basic environment. Results. Estimated indicators of medical efficiency of municipal medical institutions of the Khanty-Mansiysk Autonomous Okrug – Ugra for the period from 2013 to 2020 are given. The estimates obtained show that more than 60% of medical institutions functioned with maximum efficiency throughout the entire period. For insufficiently efficient institutions, target values of input indicators have been determined, the achievement of which will ensure the maximum values of the effectiveness of their activities. Conclusion. Among the municipal medical institutions of the district, the functioning of which during the entire observed period of time was characterized by maximum medical efficiency, the “leaders/landmarks” institutions were recommended. The indicators of the latter can be considered by the management of the health care system of the district as indicators in the development and implementation of management decisions to support and develop both this system and the institutions within it.
The article proposes using the dynamic standard for assessing the functioning of the regional system of consumer water use. It includes the indicators that characterize the main parameters of this system and are recorded by the currently used system of the state statistics. The dynamic standard was tested on the corresponding data of Khanty-Mansi autonomous region for the period from 2013 to 2020. It has been found out that the greatest impact on the performance of the regional system of consumer water is induced by the lack of its basic production assets. The results of the study are generally consistent with the estimates of the decoupling effect present in the economy obtained on the basis of calculations of its modified decoupling coefficient, as well as with the estimates of the ecological state of the region published annually by the regional specialized service.
В работе представлены результаты оценки производственной эффективности деятельности систем водопользования регионов (РСВ) Арктической зоны РФ за период 2016 – 2020 г.г., полученные на основе метода анализа среды функционирования. Данный метод представляет собой непараметрический оболочечный анализ данных (Data Envelopment Analysis, DEA) о функционировании указанных систем, регистрируемых действующей системой государственной статистики. Рассматриваемые системы описываются типовой моделью системного анализа «вход-преобразование-выход» и считаются однородными производственными объектами (ПО). Для оценки производственной эффективности этих ПО использовалась классическая входо-ориентированная DEA – модель. Согласно полученным расчетным оценкам эффективности более 44% рассматриваемых РСВ в течение всего периода наблюдения функционируют с максимальной эффективностью; 33% РСВ – с достаточно высокой эффективностью и незначительной волатильностью режима их работы, и 23 % РСВ характеризуются достаточно низкой производственной эффективностью. В качестве примера для одной из этих низкоэффективных РСВ определены целевые расчетные значения входных показателей, достижение которых позволит максимизировать эффективность их деятельности при принятом наборе входных и выходных показателей.

The paper considers the use of simulation modeling in the reengineering of technological processes for repairing rolling stock units. The object of reengineering is the key sub-processes repair of units and parts a bogie model 18-578 of a gondola car. The purpose of the reengineering of the considered technological process is to increase its throughput. When choosing a reengineering option, the indicators of work in progress and the degree of utilization of resources used for repairs were taken into account. The assessment of these indicators was carried out on the basis of modeling in ARENA functioning of the formed variants of the technological process reengineering. The model of the current variant of the technological process of repair is a model of the «AS IS» type, and the models of the process reengineering variants act as the «AS TO BE» models. When simulating, the technological time of repair operations was taken equal to the standard values specified in the technical documentation for the organization and support of the repair technological process under consideration. The schedule and organization of the repair shift were also taken into account. The simulation results made it possible to formulate recommendations for choosing a reengineering option for the technological process under consideration.

The article discusses the use of a number of indicators of the reliability of the functioning of the hot forming process to substantiate the choice of the number of die inserts (die streams) and selection of grades of tool steels for their manufacture. There are such used reliability indicators as the probability of the absence of typical defects in the shape of the stamped forgings, the probability of predominant types of exploitative refusals of the stamp, and the absence of failures in the implementation of the technological process as a whole. The rationale for the expediency of choosing a pre-stream of the die for stamping an axisymmetric forging with a high degree of complexity taking into account the possibility of occurrence of such shape defects as clamping, shooting, and incomplete forging radii during stamping, is considered. When the choice of the grade of tool steel for die inserts was taken into account, there was the occurrence of such typical types of their exploitative refusals as adhesion wear of die streams, the formation of hot cracks and plastic crushing of the forming elements of the stamp streams. The appropriate organizational and technical decisions are adopted on the basis of a comparison of cost indicators characterizing the production costs due to scrap forgings. They are caused by the formation of shape defects during stamping and the occurrence of exploitative refusals of dies. In addition, there are the costs for the manufacture of more complex die tooling and its exploitation, i.e. production quality costs.
The article discusses the issues of short-term forecasting of gross regional product values, which is a key indicator of the functioning and development of regional socio-economic systems using the apparatus of production functions. Neoclassical two-factor neoclassical production functions with constant (CES - function) and variable (VES - function) elasticity of substitution of production cost factors of the system under consideration were used as tools. The economic indicators of the average number of people employed in the economy of the regional socio-economic system and the cost of its fixed assets, taking into account the speed of their retirement at the end of the year, were used, as factors of production costs. To build the above production functions, the index values of these indicators were used. The construction was carried out by the methods of mathematical statistics with the subsequent assessment of accuracy and adequacy by the corresponding generally accepted statistical criteria. After the forecast of changes in the values of indicators characterizing the factors of production costs, the latter were substituted into the constructed production functions to obtain a predictive estimate of the regional gross product. By the example of the economic system of the Khanty-Mansiysk Autonomous Okrug - Yugra, estimates were made of the changes in the values of this economic indicator with a forecast horizon of one year. The forecasting results were compared with the data of socio-economic statistics presented by the Federal State Statistics Service (Rosstat) in a regional context.
The gross regional product is a key macroeconomic indicator that characterizes the development of the regional socio-economic system. Modeling the dynamics of this indicator, as the final product of the economic system, also involves the development of models for changing the values of aggregated cost factors associated with its production. One of the directions of using the developed models is the formation of short-term forecasts of the direct values of the gross regional product and the factors of labor and capital costs of the regional economy that determine them. Aim. Modeling the dynamics of the value of the gross product of the regional economy of the Yamal-Nenets Autonomous Okrug on the basis of the one-sector model of R. Solow for the formation of short-term forecasts of the value of this indicator. Materials and methods. The one-sector model of economic growth by R. Solow is used, in which the functioning of the regional economy is described by two-factor neoclassical functions with a constant elasticity of substitution of factors of production costs. Production functions are identified using retrospective sequences of indices of gross regional product and cost factors of the regional economy. Short-term forecasting of the gross product of the regional economy is carried out using a production function that provides a better approximation of retrospective data of the time interval of the previous forecasting year. Results. Neoclassical two-factor production functions with constant elasticity of substitution of cost factors of the regional economy of the Yamalo-Nenets Autonomous Okrug (YNAO) for the period from 2001 to 2018 were constructed.The values of the gross regional product and the average annual number of employed in the Yamal-Nenets economy were calculated for 2017–2019, which were compared with the corresponding data published by the Federal State Statistics Service of the Russian Federation, and the forecast values published by the regional administration. Conclusion. It has been established that the used production functions give acceptable estimates of the approximation of the actual values of the gross regional product of the considered regional economy in the considered time interval. Modification of the models for changing the values of cost factors made it possible to increase the accuracy of short-term forecasts, both directly of the values of the gross regional product and the values of factors of labor and capital costs.
The paper considers the possibility of using fuzzy logic algorithms in the development of automatic control systems for precision machining of cylindrical surfaces. For the theoretical justification of the use of these algorithms, a mathematical model of the turning process and a mathematical model of the fuzzy-controller were developed. When developing the fuzzy-controller mathematical model, its input and output linguistic variables were determined, their fuzzification was carried out. The base of fuzzy linguistic rules that formed the algorithm for controlling the processing accuracy was developed. The defuzzification method was chosen, which allows determining the value of the control value depending on the value of the mismatch of the controlled value. The value of the error of the dynamic adjustment of the processing process was considered as an input linguistic variable fuzzy-regulator was considered, and the value of the correction made to the value of the longitudinal feed - as its output linguistic variable. The results of the comparative theoretical analysis of the processing accuracy in the process system without control were studied along with the control of the classic proportional regulator and proportional fuzzy-controller using the fuzzy inference algorithm Mamdani. Based on the results of the comparative analysis, it is concluded that the use of fuzzy logic algorithms is promising in the development of automatic control systems for precision turning of machine parts.
The paper discusses a number of issues related to the use of simulation modeling of technological processes of repair units of the rolling stock. A simulation model for modeling the technological process of repairing a critical rolling stock node in the ARENA environment is presented and described. The analysis of the simulation results in the context of setting and solving the main tasks of the organization and production management is carried out.
The article presents the results of modeling the functioning of economic systems with the use of production functions with variable elasticity of substitution of capital for labor (VES-function). Currently known analytical dependences for the VES-functions are based on assumptions about the existence of links between certain types of assets-an indicator of the economic system and the marginal rate of substitution of labor factor capital. However, these assumptions on the one hand a certain extent, limit the possibility of building production functions such as VES-function, on the other hand require prior verification of these assumptions on historical data on the functioning of the economic system under consideration. The proposed article the algorithm for constructing the production function of type VES-function does not have these limitations. A comparative analysis of economic systems functioning of the simulation results obtained using the known analytical relationships for the VES-function and the authors proposed an algorithm for constructing this type of production functions showed the feasibility of using this algorithm for solving problems of this type. The simulation used the statistics on the functioning of economic systems, published in the open press.
The article presents the results of the construction of the neoclassical CES and the VES production function, describing the functions-conditioning system of regional economic Khanty-Mansiysk Autonomous Area – Yugra. Production functions are an important element of a sufficiently large number of regional development models and make it possible not only in the explicit functional form to describe the behavior of economic region, but also to carry out a quantitative analysis of its effectiveness, is-using collateral settlement and analytical apparatus. Neoclassical production functions such as CES-function is most often used to describe the functioning of various economic systems, including the regional economic system. The use of the neoclassical production functions such as VES - function to solve this problem meets is extremely rare. The production of both types of functions have been presented in the form of a classic two-factor, but given the current trends in this area as the cost factors considered economic system used by the economic indicators that are different from the canonical-ray. This paper considers the issues of setting the modes of thermal and deformation effects in the basic schemes at combined hardening and finishing operations. On the basis of solving the thermal physical problem of material high rate heating, the parameters of a thermo-hardened layer were determined within the range of the investigated modes. An algorithm for setting the mode parameters of high rate heating responsible for the hardening effect at the combined processing was proposed. The analysis of the mathematical model for forming a surface microrelief at ultrasonic deformation showed that the sizes, the form of fragments and the density of a microrelief were determined by the processing kinematic parameters. An algorithm for setting the rotation speed and feeding at ultrasonic deformation according to microrelief characteristics was developed. The conditions to form a completely regular microrelief on the processed surface that represent the ratio between a single imprint diameter at the ultrasonic deformation and the processing kinematic parameters were determined. The complex of the algorithms suggested for setting the mode parameters of high rate heating and ultrasonic deformation constitutes the techniques for setting the modes of combined hardening and finishing operations.
The comparative analysis of the two hybrid process technologies, which are based on the integration of mechanical treatment (abrasive grinding or turning) and a surface heat strengthening by high frequency current on the same processing equipment, is given in the paper. The acquired results demonstrate that the suggested integrating approach allows carrying out the processing on the one technological base, which leads to the increase in the quality of the machine parts surface layer. The conducted experimental research proves that a minor stock allowance value for the final mechanical processing (sparking out or diamond smoothing) ensures the absence of defects such as local abatement zones and provides strain hardening of the work piece surface. This leads to the formation of the work-hardened layer of 0.01 - 0.03 mm, increase in microhardness value by 12 - 17% and the level of residual compressive stress in the surface layer by 10 - 21 % respectively.
In a paper the technique of an estimation of firmness cutting tool with carbide cutting inserts is offered at turning constructional steels by criterion of fatigue failure of its cutting part. Results of calculation of firmness of the cutting tools in comparison with results of the experimental researches published in an open printing are presented.
In article the combined model of adhesive and diffusion crater wear of the cutting tool with carbide cutting inserts is offered at turning constructional steels. The calculated wear of cutting tools in comparison with the results of experimental studies published in the press is shown.
