The lack of consideration for ecosystem services (ES) values in current decision making is recognised as one of the main reasons leading to an intense competition and arguably unsustainable use of well-located available land. In this article, we present a framework for the Valuation Of Terrestrial Ecosystem Services (VOTES), aiming at structuring a methodology that is applicable for valuing ES in a given area through a set of indicators that are both meaningful for local actors and scientifically constructed. Examples from a case study area in central Belgium are used to illustrate the methodology: a stepwise procedure starting with the valuation of ES at present. The valuation of the social, biophysical and economic dimensions of ES is based on current land-use patterns. Subsequently, scenarios of land-use change are used to explore potential losses (and/or gains) of ES in the future of the study area. With the VOTES framework, we aim at (1) incorporating stakeholders' inputs to widen the valuation process and increase trust in policy-oriented approach; (2) integrating valuation of ES with a sustainable development stance accounting for land-use change and (3) developing suggestions to policy-makers for integrating ES monitoring in policy developments.
La SPI+, agence de developpement economique pour la province de Liege, fetera ses 50 ans en 2011. C'est une occasion unique pour mettre en place une demarche d'intelligence territoriale. Ses notions derivees : les territoires intelligents et l'approche integree du territoire feront egalement partie integrante de la demarche. Au cœur du plan strategique 2011-2013 et du fonctionnement de la SPI+, trois concepts interdependants : le territoire, les services et les infrastructures a destination des entreprises ou de la collectivite. Le concept d'intelligence territoriale maille ces trois champs d'action et les rend coherents et transversaux, en interne, mais egalement pour le territoire d'action de leur agence de developpement. Dans la recherche d'un territoire durable et equilibre, il faut commencer par trouver des partenaires : representants ou representatifs des entreprises, de la population ou encore des services publics et associations diverses (communes, province, region, developpeurs socio-economiques...), etc. Comme mode operatoire, un comite d'accompagnement est constitue, 4 thematiques sont abordees dans les neuf mois precedant le colloque, et sont ensuite developpees en groupe de travail sous l'egide d'un chef de file. Suite a ces recherches thematiques avec de nombreux acteurs, le comite d'accompagnement atteint plus de cent partenaires qui valident la demarche d'intelligence territoriale. Les expertises methodologiques (observatoire du territoire) et de terrain ainsi que les connaissances de tous doivent permettre de tirer profit de la transition socio-ecologique vecue et de s'engager dans un changement de positionnement pour notre territoire. Les developpements mondiaux (emergence de la Chine, de l'Inde - basculement des atouts et richesses vers l'Asie, recherche d'identite et de cohesion de l'Europe) obligent a reagir a ce niveau, a trouver un equilibre pour la province de Liege.

Considering the current concern about greenness and the protection of nature, this paper discusses firstly the potential of economic valuation in order to understand the value of natural greenness, i.e. biodiversity and the value of manmade greenness such as infrastructure. Economic valuation aims to estimate the cost of ecosystem services degradation and helps promote a better understanding and valuation of biodiversity in the management of effective policies for green protection. In the second part of the paper, economic valuation techniques, in particular stated preferences techniques, are applied to infrastructure project.
