EU15 total greenhouse gas emissions have decreased slightly (4% between 1990 and 1999), due to a stabilisation of carbon dioxide emissions and reductions of nitrous oxide and methane emissions. The EU is half way towards reaching its Kyoto target for 2008-2012. Total EU greenhouse gas emissions are projected (with existing policies and measures) to be at the 1990 level by 2010, although emissions of methane and nitrous oxide are projected to decline substantially. All Member States, except UK, project their baseline emissions (by 2010) to be above their Burden Sharing target. Substantial further emission reductions from all sectors are needed to reach the EU and Member State targets.
