Angesichts globaler ökologischer Herausforderungen benötigen Umweltbehörden belastbare, datenbasierte Entscheidungsgrundlagen. Die zunehmende Datenmenge und -heterogenität erschwert jedoch deren Analyse. Maschinelles Lernen (ML) bietet hierfür methodische Unterstützung, wird jedoch in der öffentlichen Verwaltung durch fehlende ML-Expertise bislang nur begrenzt eingesetzt. Im Projekt Simplex4Learning wird eine ML-Plattform zur Analyse von Umweltdaten entwickelt, die speziell auf behördliche Anforderungen ausgerichtet ist. Der vorliegende Beitrag beschreibt einen zentralen Entwicklungsschritt: Auf Grundlage einer Fallstudienanalyse mit drei Umweltbehörden wurden generalisierte Anwendungsfälle sowie ein differenziertes Rollenkonzept abgeleitet. Zur gezielten Unterstützung fachlicher Nutzer:innen wurden die Nutzerrollen Explorer und Analyst definiert. Für diese Nutzerrollen wurden spezifische Systemfunktionen entlang der ML-Prozesskette konzipiert. Das Rollenkonzept sowie die entwickelten Funktionen ermöglichen es Domänenexperten, ML-Methoden auch ohne tiefergehende technische Vorkenntnisse effektiv einzusetzen. Die Ergebnisse leisten einen Beitrag zur strukturierten Integration maschineller Lernverfahren in behördliche Umweltanalysen.
This paper examines the potential and challenges of using artificial intelligence (AI) and machine learning (ML) in German environmental authorities. In view of the increasing amount of environmentally relevant data, the importance of AI to support environmental measures is emphasized. Despite increasing interest, the application of AI in environmental authorities has hardly been researched so far. The aim is to shed light on the current state of AI integration by analysing success factors and challenges and deriving recommendations for action. Methodologically, the study is based on qualitative expert interviews using the “MTO model” (human-technology-organization).
Given global ecological challenges, environmental agencies need a reliable, data-based basis for decision-making. However, increasing volume and heterogeneity of data makes it difficult to analyze environmental data. Machine learning (ML) offers methodological support for this but has so far only been used to a limited extent in environmental agencies due to a lack of ML expertise. The Simplex4Learning project is developing a ML platform for environmental agencies. This article describes a central development step: based on a case study analysis with three environmental authorities, generalized use cases and a differentiated role concept were derived. The Explorer and Analyst roles as well as specific system functions along the ML process were defined to provide specific support for domain experts and enable them to use ML methods effectively even without in-depth technical knowledge. A system architecture for the development of the ML platform was proposed, which is characterized by the integration of the envVisio method with the Cadenza data analysis software and reusable modules for modeling, inference calculation, and result presentation. Our results contribute to a structured integration of machine learning methods in environmental analyses by environmental agencies.
Die Validierung von Vegetationsmodellen ist eine wichtige und herausfordernde Aufgabe. Oftmals sind mangelnde Beobachtungsdaten für die Validierung ein Problem. Die Erfassung von Daten durch Freiwillige (Crowdsourcing) kann ein geeigneter Lösungsansatz sein. In diesem Beitrag soll ein System zur Unterstützung der Validierung eines Vegetationsmodells präsentiert werden, das die Datenmenge durch Sammlung und Vereinheitlichung von Daten aus verschiedenen Crowdsourcing-Quellen erweitert, die Aufnahme neuer Daten ermöglicht und den Validierungsprozess für Fachpersonen vereinfacht.
Einerseits liegen bei Umwelt- und anderen Behörden zu vielen umweltbezogenen Sachverhalten umfangreiche Datenbestände vor, die sich voraussichtlich in der Zukunft noch deutlich vergrößern dürften. Andererseits stehen diese Behörden vor wachsenden Aufgaben, um mit den drängenden umwelt- und nachhaltigkeitsbezogenen Themen unserer Zeit umzugehen. Schwierigkeiten beim Versuch, komplexe Umweltthemen mit konventionellen Modellierungsansätzen zu erfassen, verschärft durch den Fachkräftemangel in der Verwaltung, führen zur Idee, durch Verfahren des maschinellen Lernens datenbasierte Entscheidungsunterstützung einzusetzen. Daher ist das Ziel des Simplex4Learning-Ansatzes, die großen und heterogenen Datenbestände der Umweltbehörden für intelligente Analysen mit Methoden des maschinellen Lernens besser zu erschließen und diese Verfahren für Domänenexperten aus dem Umweltbereich (ohne vertiefte ML-Kenntnisse) praktikabel anwendbar zu machen. Dazu werden Methoden der Datenintegration und des Data Warehousing mit Methoden aus AutoML, MLOps und Explainable ML kombiniert. Der vorliegende Beitrag skizziert Motivation und Zielsetzung des Vorhabens, den technischen Lösungsansatz und den vorgefundenen Stand der Technik sowie erste Ergebnisse.
This article presents a method for potential analysis for identifying application potentials for application of machine learning (ML) in organizations. This method describes a systematic approach that emphasizes both the requirements of employees and business processes. The structure and artefacts of the method are described in this paper. Furthermore, the application of this method at an environmental agency as pilot user is presented. The results show that this method helped the environmental agencies to quickly develop ML solutions and select beneficial ML solutions effectively.
The increasing frequency and intensity of heavy rainfall events and flash floods require water-sensitive urban development. Detailed data bases for determining potential hazard areas and the identification of emergency drainage routes are an elementary component for preparing for the consequences of heavy rainfall. To this end, the FloReST project developed innovative technological solutions that enable high-resolution flow path identification and allow risk communication tailored to the various needs. These smart tools were tested at the P & uuml;tzfeld test site in the Ahr valley. In the first step, 2D HN models were refined and potential hazard areas identified. At a particularly high-risk site in P & uuml;tzfeld, con-tactless flow path identification was implemented by thermal tracer experiments. Furthermore, mobile video recordings enabled the small-scale recording of surface structures. In addition, so-called smart tools were developed, which complement the detailed identification of flow paths, allow for a creation of a high-resolution data basis for the assessment of emergency drainage routes and preventing the consequences of heavy rainfall. An interactive app for involving and informing the population is another smart tool that innovatively complements the "classic" methods, such that a holistic approach is pursued with the help of innovative risk communication. The data generated using the smart tools is then additionally collated in a central data platform and made available on a user-specific basis. The testing of the various smart tools shows the relevance of high-resolution emergency drainage routes designation in combination with an innovative risk communication to strengthen resilience in the event of heavy rainfall.
Low water and drought have occurred more frequently in recent years and have negative effects on the economy, ecosystems, and people. As it is predicted that such events will occur more frequently and for longer periods in the future, it is necessary to sensitize the population to this issue and to raise awareness of the problem among the population. To meet this challenge, a mobile application was developed for citizens to inform them about low water and drought. This paper presents and discusses the requirements, the concept, the implementation, and the evaluation of this app.
In the realm of environmental governance, civil servants confront a plethora of diverse datasets, including time series, geospatial vector data, and raster data. However, unlocking the transformative potential of Artificial Intelligence (AI) models to analyze this data poses the challenge of a widening technical proficiency gap in public administration. This paper explores the intersection of expanding environmental datasets and advanced analytics. Through a real-world project lens, our work aims to guide public administration entities, fostering seamless integration of AI-driven analytics and data-driven decision-making. We present a modular technical architecture that proposes pragmatic solutions that have the potential to empower civil servants. This approach contributes to accelerating environmental governance into an era of more informed and efficient, data-driven practices.
Niedrigwasser und Trockenheit traten in den vergangenen Jahren gehäuft auf und haben negative Wirkungen auf Wirtschaft, Ökosysteme und den Menschen. Da prognostiziert wird, dass solche Ereignisse in Zukunft häufiger und länger auftreten werden, ist es erforderlich, die Bevölkerung für dieses Thema zu sensibilisieren sowie ein Bewusstsein für die Problematik bei der Bevölkerung zu bilden. Für die Bewältigung dieser Herausforderung wurde eine mobile Anwendung für Bürger:innen zur Information über Niedrigwasser und Trockenheit entwickelt. In diesem Beitrag werden die Anforderungen, das Konzept sowie die Implementierung dieser App vorgestellt und diskutiert.
Der vorliegende Beitrag skizziert Zielsetzung, Lösungsansatz und erste Ergebnisse der Entwicklung eines Entscheidungsunterstützungssystems für Niedrigwasser und Trockenheit, das prototypisch für das Land Brandenburg entwickelt wird. Dieses soll auf Basis eines kontinuierlich betriebenen, landesweiten Wasserhaushaltsmodells unter Einbeziehung von Wetterprognosen des Deutschen Wetterdienstes wasserwirtschaftliche Kenngrößen, wie Durch- und Abflüsse an Pegeln, sowie räumliche Parameter, wie Bodenfeuchte oder Dürreindex, landesweit berechnen, für die nächsten bis zu 10 Tage vorhersagen und auch in längerfristigen Szenarienrechnungen (90 Tage) analysieren. Die berechneten bzw. prognostizierten Werte werden anschließend für verschiedene Nutzergruppen (Behörden, Verbände, Bürger) aufbereitet und über eine Webplattform (Disy Cadenza) sowie mobile Apps zur Verfügung gestellt. Mobile Apps können auch im Sinne der Citizen Science zur Datensammlung genutzt werden. Dieser Beitrag legt seinen Schwerpunkt auf die Datenbereitstellung über eine Webplattform.
Der Beitrag stellt die Funktionalität und technische Architektur eines prototypischen GIS-basierten Entscheidungsunterstützungssystems vor, das dabei helfen soll, Maßnahmen zur Minderung von Treibhausgasemissionen durch Bauen und Sanieren mit Holz als Baumaterial auf der kommunalen Ebene zu bewerten und zu planen. In verschiedenen WebGIS-basierten Ansichten und Dashboards können die möglichen Klimaschutzeffekte durch Bauen und Sanieren mit Holz als Baustoff für eine Stadt, einzelne Gebäude, beliebige Agglomerationen oder auch für bestimmte Bebauungspläne in der Kommune abgeschätzt und ausgewertet werden. Diese möglichen Klimaschutzeffekte ergeben sich in den Kalkulationsszenarien Neubau bzw. energetische Sanierung bspw. durch Einsparungen im Betrieb (Heizung und Warmwasserbereitung), durch CO2-Speicherung im Baumaterial und durch den Ersatz der vergleichsweise klimabelastenden mineralischen Bauweise.
Crop nitrogen (N) demand is defined by various physiological, management and environmental factors that interact with each other and involve temporal and spatial dynamics. Variable rate N application (VRNA) intends to address this but the underlying algorithms often remain rather rigid and deterministic, are partly subject to high uncertainties and largely leave the agronomic expert's knowledge and experience unnoticed. A novel generic system architecture was conceptualized to overcome these limitations and respond to the complexity of N management in a straightforward and both, reactive and proactive manner. Having a fuzzy expert system as methodical core, the approach mainly relies on human input to grasp the circumstances at a specific N application and address the required parameter interactions. As a holistic concept, it further aims at a high versatility in terms of considered input data and utilization with different sensor and application technology, as well as a digitized VRNA process chain involving graphical user interfaces to simplify procedures for data presentation, decision making, application and documentation. Bringing the presented concept into a prototypic implementation considering real-time crop N sensor and mapped soil data, its consistency was verified. At the same time, potential functionalities, as well as limitations were illustrated and technical requirements on specific subsystems were clarified by the prototype. The possible risks that stand in the way of high benefits due to a strong focus on expert knowledge can be countered by using digital tools and heading towards hybridization with other VRNA approaches.
Um Entscheidungsträger von Kommunen in die Lage zu versetzen, die erreichbaren Treibhausgaseinsparungen durch den Einsatz von Holz als Baumaterial in ihre kommunalen Klimaschutzkonzepte in Selbstverwaltung integrieren zu können, wurde ein Berechnungsmodell entwickelt, welches die potenziellen Treibhausgaseinsparungen abschätzt. In diesem Beitrag wird die Ermittlung der Datengrundlage für dieses Modell vorgestellt. Grundlage des Berechnungsmodells bilden Datensätze, mit denen die Gebäude der Beispielkommune (Menden in Nordrhein-Westfalen) möglichst detailliert beschrieben werden können. Unter Berücksichtigung der Anforderungen an die Daten eignen sich hierfür vor allem Daten des Amtlichen Liegenschaftskatasters sowie ein 3d-Datensatz der Gebäude. Da das Gebäudealter aus diesen Datensätzen nicht bestimmt werden kann, wird die Ermittlung des Baualters anhand von historischen Orthophotos vorgenommen.
The development of German cities, municipalities and urban areas requires a high amount of material and energy.Responding to this requires a commitment to achieving national climate change targets, as they have different options for sustainable development.Especially urban planning can create linkages for climate protection measures through its interdisciplinary field of activity.Further, urban planning has an impact by directly affecting the construction and housing sector, one of the major emitters of greenhouse gas emissions.To support decision-making processes or measures for climate protection in urban areas, the web-GIS system Holzbau-GIS has been developed.This GIS-based web-tool calculates the GHG reduction potentials and temporal carbon storage for new construction and refurbishment with wood.This paper summarizes the method to calculate these potential GHG reductions due to timber use in the urban built environment.Through the intersection of spatial geodata and recent building-specific research data, various conclusions can be drawn within the web-GIS system regarding basic data, new construction, and refurbishment with wood.The paper also shows illustrative examples and their visualization in the web-GIS system.It became apparent that the Holzbau-GIS could serve as part of the digital transformation of municipalities and emphasize the contribution of timber buildings.
