Futures are not only created by scholars, fiction writers, and eccentric visionaries. Sometimes those who envision the future have the power to make (or at least try to make) the development they imagine happen; their visions promote their interests in a particular future. Since World War II, governments have been major funders of scientific research worldwide. Available funding in specific areas of research generally compels people to work in those fields and results in new technologies that ultimately shape our collective future. This speech by David Willetts, who at the time was the minister of state for universities and science in the UK, outlines a strategy for the British government to promote science in directions that will benefit the UK. While Willetts's vision of the future expresses hope for solving various social problems along the way, his recommendation to direct immense amounts of money at scientific research is targeted to ensure that Britain maintains its political and economic status. He contends that science should generate both pride and a monetary return on investment. His strategy has a fair amount of nuance. Willetts doesn't believe that politicians are knowledgeable enough to direct science at a microlevel, but he does want to ensure that the government has some say in how its money is used. So he identifies eight major areas of research in which he thinks UK scientists possess a distinctive capability; he envisions this research leading to commercial enterprises. Choosing to invest in specific areas of research directly affects what research is conducted and, in turn, the possible futures that can be realized.
In this chapter of Our Postmodern Future, Francis Fukuyama explores the social and psychological implications of technological change. He supposes that we will continue to make progress in using technologies to extend human life span and then speculates about the effects this will have on a range of social arrangements, practices, and ways of thinking. Although the data and theories that Fukuyama cites are a few decades old now, his vision of a future in which individuals live increasingly longer still provides food for thought. Like Forster, Fukuyama imagines a world in which an important human value is realized—in this case, a preeminent value in Western culture, avoiding death—yet he seems to warn us to be careful what we wish for. Fukuyama suggests that longevity may radically transform how we think about our lives, one another, and the organization of our society. Increased longevity could wreak havoc on many of our social and political practices as those in power hold on to their positions for much longer periods of time. Fukuyama anticipates the social, ethical, and psychological changes that could accompany prolongation of life. In doing this, he reveals connections between new technologies, demographic change, and social, ethical, and policy issues. His exploration reminds us that because decisions and choices about technology can have far-reaching and powerful implications, it is important to think those choices through before we make them.

The aim is to give you a solid foundation in concepts and techniques that will enable you to venture off and develop quality applications independently.Consistent with this approach, this book doesn't provide endless pages of API documentation; I leave that offering to the Sun Microsystems Java Software Web site, which maintains the latest and most accurate API documentation. In this way, you can become familiar with a J2ME development environment and emulator and build and test real applications.Device manufacturers often provide development tools of their own that are similar to Sun's J2ME Wireless Toolkit. Additionally, other thirdparty software companies offer J2ME development tools. This book doesn't discuss those tools because they don't add anything to the concepts or pragmatics of how to design and develop J2ME applications.This book also defines and discusses wireless application provisioning systems and covers application deployment and provisioning from a conceptual perspective, without becoming mired in the details of specific vendor offerings of provisioning server software. The notion of application deployment is more visible-and more critical-with J2ME than with other platforms such as J2SE. In fact, understanding deployment issues is a crucial element of the J2ME application development process.Finally, I expose the reader to ideas surrounding application architecture. As we rely more heavily on computing devices that are continually becoming more pervasive, it becomes increasingly important for developers to think about reliability, performance, scalability, security, manageability, and so forth.
