The digital era substantially impacts the State Polytechnic of Malang as Indonesia's vocational higher education institution. This research aims to analyze the internal and external business environments, information systems, and information technology (IS/IT) aspects while formulating an information system strategic plan (ISSP) to achieve the institution's vision of being an excellent vocational higher education institution in global competition. Data were collected through interviews, surveys, and internal document analysis. The research uses the Ward and Peppard method, along with value chain, PESTEL, and critical success factor analysis. The result of this study is IS/IT strategic planning proposal for the State Polytechnic of Malang. Based on the McFarlan Strategic Grid mapping, it indicates retaining 5 applications, upgrading 8, and introducing 2 new IS applications. These applications are categorized into 1 application in the strategic quadrant, 2 in high potential, 6 in key operational, and 6 in support. In addition to enhancing students' technical capabilities and graduates's employability, which align with the distinctive attributes of vocational higher education, this research also proposes the implementation of Certification IS and the Electronic Job Placement Centre (E-JPC) to address the global challenges faced by the institution.
The development of IT encourages the increased use of social media. A lot of internet users uses social media since the benefit they get from it, such as building, developing, and maintaining social relationships through sharing personal information. Despite the success of social media, privacy concerns have risen over the past few years. This study explores factors that encourage and hinders social media users from disclosing their personal information on social media, based on three frameworks, which are UTAUT2, Social Cognitive Theory, and Privacy Calculus. There are 155 respondents for this research. This research uses SmartPLS software for processing the data. As a result, the factors that influence people's intention to disclose personal data, including benefits of information disclosure, information control, perceived risks, and user self-presentation behavior.
Smart technology implementation in the tourism sector has gained the scholar's attention recently. Along with the development of big data analytics and the internet of things (IoT), smart tourism is believed to bring a richer experience for the tourist. However, like other technology adoption, smart tourism initiative is not necessarily beneficial and run smoothly. Therefore, this study aims to explore challenges, barriers, or drawbacks of smart tourism implementation. Sixteen studies from the past five years are involved in discovering the challenges through extensive literature review. This study identified nineteen challenges of smart tourism, divided into four categories based on the socio-technical system (STS) theory. This review is the first attempt to provide an integrative view of smart tourism implementation challenges. Further research is expected to conduct an empirical analysis to prove the listed challenges, especially in developing countries since exploration regarding this topic is mainly concentrated in European developed countries.
This article presents raw inferential statistical data that determine the influence of awareness on the successful implementation of IT Governance. Data were collected from respondents in all regions of Indonesia. Quantitative research methods are used to analyze data. The structured questionnaire was distributed to respondents in all regions of Indonesia who understood the field of IT Governance whose reliability and validity were confirmed. Structural equation modeling (SEM) using Smart PLS software, version 3, is used to present data. SEM path analysis shows an estimate of the relationship of the main constructs in the data. The results obtained from this dataset show a positive relationship between Risk Management, IT Resources, Budget, Stakeholder Involvement, Policy, Business Strategy, Organization, Commitment, Competence, Communication to awareness and consciousness also has a significant influence on the success of IT Governance implementation. However, politics has proven to have a negative and insignificant influence on the awareness and success of implementing IT Governance.
Information Technology Governance (IT Governance) implementation does not always experience success in an organization. This article has provided data by conducting a survey to experts, in this case, the IT Governance Expert in Indonesia to be asked for their opinions regarding the successful implementation of IT Governance in supporting the organization’s routine activities. This research report is presented precisely and concisely by displaying tables and pie diagrams so that it is easy to understand. Responses obtained from IT Governance Expert perceptions, that awareness is an important factor that can determine success in the implementation of IT Governance. We found as many as 15 factors in IT Governance awareness. In addition, a very significant part of the result findings of this research is awareness to understanding IT Governance well, awareness in involving stakeholders and awareness in changing organizational culture. Therefore, it needs to have serious attention from all parties involved so that later organizational performance can be increased in the future in accordance with expectations.
This study aims to identify and analyze the key sub-factors of benefits and barriers as critical success factors for the implementation of IT Governance.The hope of the research is that the results of this identification and analysis can provide a high value of benefits in order to stakeholders in implementing IT Governance.In addition, it is expected to also give a real contribution to the development of theory or concept in the field of IT Governance especially related to critical success factor.The method used in this research is the interpretive structural model, where this method is very suitable to find the key sub-factor with a well-structured hierarchy structure.The first step of this research begins with a literature review, survey and interviews by involving three experts in the field of IT Governance and then the information is processed according to the rules.The final result shows that sub-factors improve customer service and overall responsiveness is a key sub-factor in benefit factors, whereas the lack of financial and human support becomes a key sub-factor in barriers.These results are empirical because depending on the data obtained through expert interviews involved, therefore the quality and capacity of experts greatly affect the results obtained.This study demonstrates how benefits and constraints as a critical success factor in the application of IT Governance are interrelated.The interpretive structural model provides an understanding of how various benefits and barriers interact with each other.This is important because policymakers typically focus on one or two sub-factors only.
The implementation of e-archives or e-records systems in public agency is prone to failures and rejections, a similar situation faced by many e-government initiatives. The measurement of readiness level is considered as a necessary step to minimize the implementation failures and users' rejection. This research aims to measure the readiness level of e-archives implementation in Indonesia's National Archives (Arsip Nasional Republik Indonesia) and develop the corresponding recommendations to overcome it. The scope of research is the static archives, both digital-born and digital reborn e-archives. The measurement adopts e-archives readiness measurement frameworks from the International Records Management Trust (IRMT). The adoption was conducted by contextualizing it in the Indonesian context. It is a qualitative research with data collection via series of interviews, desk studies, and researcher's observations. The qualitative data were categorized and analyzed into the set of themes that are related to the level of e-archives implementation readiness. The research finding shows that the readiness level is relatively low, indicating the unreadiness of the National Archives to implement the e-archives initiative. The research then employs Analytical Hierarchy Process (AHP) to develop the recommendations to improve the e-archives readiness at Indonesia's National Archives).
There are two major challenges in implementing technological solutions as part of institutional reform in development project: the alignment issues with bigger – nationwide – agenda and addressing the resistance in – usually – corrupt environment. This paper aim to provide some reflections on the implementation of information technology to reform the Indonesian judiciaries. Lessons learned from past experiences are provided, as well as a proposal to modify the classic IT-business alignment model and the use of agent based approach to determine the information technology implementation roadmap.
This paper proposes a requirement analysis to integrate two information systems used by the Ministry of Finance, Republic of Indonesia. The first system is the State Budget and Treasury System called as the SPAN (Sistem Perbendaharaan dan Anggaran Negara), managed by the General Directorate of Treasury. The second one is the Procurement General Plan Information System called as the SIRUP (Sistem Informasi Rencana Umum Pengadaan), managed by the Government Procurement of Goods and Services Policy Board or known as LKPP (Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah). The two systems enable the procurement and finance management process of the national treasury. However, currently the both systems are not yet integrated, which causes much asymmetric information between the two. This study qualitatively analyses the opportunities to integrate their business processes and data flows, to overcome the current problems. Action research and thematic analysis research methods are used. The authors present the analysis results in two levels data flow diagram. Moreover, this study also analyse the opportunities for the application integration to improve the accountability and accuracy of the government financial management.
Despite limited financial resources of people with minimum wage in Indonesia, they have embraced Financial Technology (fintech). There are two types of fintech, i.e. card-based electronic wallet and application-based digital cash. The aim of this research is to rank the acceptance factors of e-wallet and digital cash by low income individuals. Initially, Systematic Literature Review (SLR) was conducted to develop a structural hierarchy of the Analytic Hierarchy Process (AHP). It was followed by interviews with fintech experts to validate the structural hierarchy. Finally, AHP pairwise comparison questionnaires were filled out by 18 respondents, who have experiences using electronic wallet or digital cash. The results show that highest reception factor of both fintech types is ease of use. Speed is the second top rank acceptance factor of electronic wallet, whilst cost-benefit is the second factor of digital cash reception. These findings can enable fintech providers to improve their better marketing strategy, by enhancing their products related its ease of use, speed, and cost.
Disruption of Information Technology (IT) can impede the business of an organization. In this case, major incidents occurred in XYZ organization in which it could not restore the services of business immediately after its data center endured an electrical outage. The speed of services restoration depends on how quickly the organization identifies the incident and how well it is prepared. Therefore, the top level management of XYZ organization expects a tactical and systematic step in anticipating and handling disruptions to all IT services. Based on these conditions, this research aimed to study the main factors of IT disaster recovery problem to provide recommendations for improvement. The IT disaster recovery problem can be identified by 4 (four) factors, which are technology, organization, environment and individual. In order to find out the problem, this study used interviews with respondents who involved in major incident and information from documents related with service recovery. In order to know the factors or sub-factors that significantly affect the recovery of services, this research used Analytic Hierarchy Process (AHP) techniques for weighting factors or sub-factors to obtain influence factor of IT disaster recovery. The AHP result of the highest weighted factor is the organization, and the highest weighted sub-factor is the perception of business continuity benefit. Recommendations were formulated based on literature study and then the result of literature study was validated through Focus Group Discussion (FGD) and experts. The results of this research provide recommendation for improvement of the problems using the most suitable ITIL approach.
Inter-organizational IT/IS implementation must deal not only with the technical complexities across different systems, but also the alignment between strategies and expected functionalities between the involved institutions. This paper aims to uncover the aspirational requirements in the implementation of integrated criminal justice systems (ICJS) in Indonesia. It involved four main agencies: police, prosecutor office, court, and prison, as well as some auxiliary agencies. The research is contrasting the aspiration-based design with rational alignment needs as defined in the classic Strategic Alignment Model. The extension of this classic IT alignment framework provides the inter-relationship discourses between business strategy, business infrastructure, technology strategy, and technology infrastructure in the inter-organizational context. This paper found out that multi-organizational IT alignment framework not always suitable in multi-organizational IT implementation. Improving the alignment inside the respective organization may be provide better answer to address the misaligned situation. This paper also found out that a narrow-focused aspiration should be catered to reach the immediate success.
Today, more and more countries in the world are opening their data to public. As more government data are freely accessible, a question that arises is whether all published data meet the principle of open data. This study aims to evaluate open data implementation on the official government websites in Indonesia, especially at the ministerial level. The observation aimed to assess the level of data openness based on open data principles. This evaluation was conducted using Data Openness Index (DOT). The results showed that out of five levels of data openness index (level 0 to 4), the data openness of ministries websites in Indonesian is at the third level (Average Openness). The analysis of this study suggests that each indicator of DOI need to be considered so that published data are not only available but can also be further utilized to enhance transparency, social and commercial values, and more participatory governance.
Background and Objective: Nowadays, many organizations or companies begin to use the principles and working procedures of IT governance in carrying out its organizational activities to achieve business and IT effectiveness and alignment.It is, therefore, necessary to have an in-depth understanding of the process in determining the right strategy for implementing good and clear IT governance referring to the circumstances of each organization.This study aims to determine and obtain strategic steps in an organization, especially for upper-level stakeholders, in making decisions so that business and IT alignment can be achieved efficiently and effectively.Methodology: The model is developed based on effective IT governance practices, consisting of 3 domains: Process domains (4 sub-domains), structure domains (5 sub-domains) and relational-mechanism domains (2 sub-domains) that qualitatively and quantitatively have Identified through extensive literature reviews as well as discussions with local experts.This study uses the AHP approach to determine strategic steps in IT governance practices.Results: The results of this study found that the process domain to get the highest end value compared with other domains was at 0.402818.This means that process domain is more important than structures and relational mechanism domains.As for the results of each domain, the structure domain for sub-domains in IT governance function with the final value of 0.403726 becomes the main thing to get special attention.For the process domain, the sub-domain of portfolio management section with the final value of 0.2348 becomes important, in the Relational Mechanism domain in the sub-domains.Senior executive management provides a good example leading the final score of 0.599254 becomes important.Conclusion: The strategic step is important in an organization and needs to be done to accelerate the pace or movement in achieving good IT governance practices.
This study aims to examine in more depth about how, why awareness and attitudes towards the implementation of IT governance is very important, so it can affect the performance of an organization or company. The methods used in this study began with literature review and interviews with some experts in their field, 4 from academics and 2 practitioners. To strengthen this research, we have distributed 100 questionnaires, but 96 respondents actively provided feedback, then analyzed and validated using a correlation test (r). To understand awareness and attitudes towards IT Governance, there are several factors that can be used. As for factors such as; Benefits, risks, opportunities and obstacles. These factors are very important and relate entirely with awareness and attitudes. By knowing these factors, all parties involved in IT Governance become easy to understand, then awareness and attitude will grow from itself, so as to improve performance and ultimately organizational goals can be achieved optimally as expected. The results obtained from this research indicate that the benefit factor and opportunity factor have more value, while the risk factor and constraint factor is smaller. In order for the implementation of IT Governance to run properly, it is necessary to be encouraged in understanding the knowledge and knowing the implementation of IT Governance that is being implemented.
Balancing economic and environmental activities is an important issue for organisations. Green IT has emerged as a solution towards the problem. This research attempts to measure the maturity of green IT in organisations in Indonesia based on the G-readiness model and also to identify drivers of and inhibitors to its implementation. Then, it tries to identify strategy for organisation and government to enhance green IT adoption. This was done by conducting a questionnaire survey to IT workers from various companies in Indonesia. The results show the maturity is at medium level and that it focuses on energy consumption efficiency. Furthermore, economic factors, such as improving brand image and reducing operational cost of IT function, are identified as main drivers. In addition, internal factor, namely, lack of leadership was found to be the main inhibitor. Additionally, it is also revealed that government support in the form of incentives and regulations are necessary.
This study aimed to obtain literature about the factors that influence the awareness and attitude in the implementation of IT governance, especially in higher education institutions. A literature review is done in several steps by referring to the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-analyzes) guidelines. A total of 47 articles obtained from several credible databases such as IEEE Explore, Science Direct and Scopus, which is then validated and checked in order to obtain 22 articles which can be used as the main study. The final result showed several factors that influence the successful implementation of IT Governance: benefits, risk reduction, opportunities, and inhibitors. These are important factors that can impact an organization's performance, and should receive certain attention so that the implementation of IT governance in higher education institutions can work effectively and efficiently in accordance with the objectives of the organization.
This study aims to study the literature on the benefits and barriers as a critical success factor in the implementation of IT Governance in an organization or company. Methods used with several approaches to find some basic concepts related to benefits and constraints, as well as some concepts about IT Governance implementation. Through several steps with reference, PRISMA checklist method will be known matters relating to the benefits and barriers to the implementation of IT Governance in an organization or company. A total of 85 articles have been collected, found 6 is a duplicate article, so it must be removed from the list. 79 articles filtered with reference to title and abstract, found only 70 articles accordingly. From the last 70 articles re-examined to see the feasibility of each paper. The final result of the examination, 58 was used as the main study literature. Benefits and barriers in the implementation of IT Governance should be known and understood by all parties because it has an important role and influence in improving the performance of an organization so that business goals can be successful. The final result of this literature study found 7 elements related to the benefits and 7 elements associated with the barriers.
