The paper marks the 15-th anniversary of the Wildfires Monitoring Information System of the Federal Forestry Agency (ISDM-Rosleskhoz). Creation and development of the system was partaken by many organizations, including the Aerial Forest Protection Central Base (Avialesookhrana), Space Research Institute of the Russian Academy of Sciences (IKI), Center for Forest Ecology and Productivity of the Russian Academy of Sciences (CEPF RAS), State Research Center “Planeta”, OOO Inkom, Institute of Solar-Terrestrial Physics of the Siberian Branch of the Russian Academy of Sciences (ISTP SB RAS), Saint Petersburg Forestry Research Institute (SPbNIILH). The system provides uniform near real-time information necessary for forest fires and their impact monitoring all over the Russia territory and border areas. The paper highlights main trends and key stages of ISDM-Rosleskhoz development and evolution during the entire operation time span. This constant evolution has made and is keeping the system as the largest fires monitoring industrial system operated by Forest Protection Services both in Russia and in the world. The paper also briefly provides major development directions of the system for the nearest years.
The presently many process and phenomena research and monitoring tasks are solved with a broad range of various satellite data. One of the most actual and difficult problems is fusion processing of different satellite data types because of data heterogeneity. The paper describes the dynamic block access technology for various satellite data types for efficient processing, primarily from the computational resources and networking utilization perspective.
The paper considers various problems of support and development of the IKI RAN shared use center (SUC) for satellite data archiving, processing and analysis (SUC "IKI-Monitoring", http://ckp.geosmis.ru/).First, the paper provides brief information on present capabilities and structure of the SUC along with general information about archives contents, capabilities of the VEGA-Science satellite service, a unique scientific unit integrated into the SUC, and various dedicated information systems using data services provided by the SUC.Second, the key advanced technologies developed by IKI and used as a basis for the SUC development are given. The last part of the paper highlights the crucial problems of the SUC support and evolution and their possible solutions. An advanced distributed structural model of the SUC to improve its operation to a new orbit is proposed.

This report presents an analysis of satellite data on the area of blasting operations on the site of hill collapse and rock formation in the Bureya River bed opposite the confluence of the Middle Sandar River on December 11, 2018.The rocks that crashed into the Bureya River and completely blocked the channel significantly reduced the flow of water into the reservoir of the Bureyskaya HPP and caused the danger of flooding the Chekunda, Elga and Ust-Urgal settlements located upstream.By January 15, 2019, the water level difference at the upper and lower boundaries of the mound reached 6.5 m and continued to rise steadily.A decision was taken to partially clear off the mound and form a channel in it for water passage.According to satellite observations, blasting operations began on January 21, 2019.The work was carried out in the narrowest place of the mound formed after the landslide. On February 2, 2019, satellite images showed open water on both sides of the mound and a narrow stream.Water went through the channel on February 10.During further work, the channel was expanded and straightened. The channel has reached its current dimension by February 12.The water passing through the breach formed below the mound an extensive water opening that reached its maximum size on February 17-18.Currently, the free water zone has begun to decrease due to the beginning of ice formation processes. The decrease in the free water zone in the opening is connected with a decrease in the intensity of its passage through the breach. This is due both to a drop in the water level above the landslide and to a certain blockage of the channel and a decrease in its capacity.Partial release of the Bureya riverbed significantly reduced the water level difference between the upper and lower boundaries of the landslide and increased the flow of water to the reservoir of the Bureyskaya HPP.However, in the spring there is a risk of ice jams in this place and flooding upstream the river, which in turn could lead to flooding the Chekunda, Elga and Ust-Urgal settlements.
