This chapter seeks to illustrate why efforts to build climate resilient floodplains in Southern Africa require long-term transformative water security interventions. The authors argue that a transformative water security approach that is generative of change is needed to deal with the many adaptation challenges experienced by floodplain systems. They call for transformative water security that emphasises continuous experimentation and learning in an ongoing process of defining and balancing thresholds. This is particularly important given that most Southern African societies undeniably need to develop capacities to adapt to the impacts of climate change. The authors contend that societal efforts need to be directed towards building transformative capacities. This, however, will require a shift towards a functional balance between adaptation and transformation.
This paper proposes a property rights perspective to interpret institutional regime shifts in the provision of freshwater ecosystem services. Institutional regime shifts are conceived as persistent changes in the structure and function of a system. Property rights are viewed as an important component of institutional regimes. The paper draws on a case study of flow regulation on the Pongolo Floodplain in South Africa to illustrate the central role of property rights in mediating institutional regime shifts. The case study illustrates that there are many combinations of property rights that underpin institutional regime shifts in the provision of freshwater ecosystem services. It provides useful insights into the consequences of failing to recognize, establish and enforce bundles of rights. A major thrust of the case study is that the nature and context of property rights are important in determining the long-term provision of these services. By examining the configurations of property rights that have governed the Pongola River flood-plain over the years, the paper demonstrates the importance of explicitly defining and categorizing the range of rights.
This paper reviews and interprets recent literature published on a range of topics related to the assessment of adaptive capacity particularly from a sub-Saharan African context. While these topics provide a useful frame for what can be discussed under the theme of assessment, we argue that they account less for the content of adaptive capacity in the context of developing countries. We explore these topics to present two categories of assessments: technical and market-based. We use the topics to examine the nature and substance of adaptive capacity assessments in developing country context. Issues that are strongly related to water sustainability in developing countries form the core basis of the paper.
Given increased pressure on natural resources to deliver benefits, complex trade-offs and the regulation of behaviours in relation to benefits is of key concern. Behaviours that signify resistance to the rules according to which benefits are allocated prompt us to consider causal links and feedbacks between benefits, perceptions of benefits, meanings attached to the benefits, and the regulatory instruments that mediate the distribution of benefits. An understanding of how meanings influence the perception of benefits exposes the complexity inherent in how people perceive and allocate value to natural resource benefits. Meanings are personal, sometimes overlapping, context dependent and variable across space and time. A challenge in directing resource user behaviour in common pool resources is that the relationship between the resource and resource use is typically not interpreted to include the manner in which users associate resource benefits with meanings. We propose that collective ordering of meanings and associated rules help to direct behaviours and in doing so they contribute to the purposeful maintenance of desirable elements of a social-ecological system (i.e. robustness). Using an example, we illustrate how tensions around benefit sharing are rooted in the emergence and changing prioritisation of contexts and meanings over time. The importance of eliciting, ordering and sanctioning of meanings is emphasised. We conclude by discussing the implications for robustness and benefit sharing in social-ecological systems and we comment on the usefulness and limitations of the framework.
In this article we reflect on how freshwater research has evolved in South Africa from its beginnings in the early 20 th century and how it has altered over time to align with the post-1994 socio-political environment. We situate aquatic science within a research question to explore why aquatic science has developed in the manner it has done, providing some of the broader environment of political change, access to funding, the relevance of particular research themes at different times, and the research agenda of some prominent individual scientists. We do not, therefore, intend merely to itemise what has been achieved over the years. Our intention is to develop an historical context that may help frame research in ways that bridge the cultural divides that persist between the humanities and the sciences. Moreover, although water is crucial to life and livelihoods in a country of scarce water resources, the fields of aquatic study are not generally familiar to the South African public and do not have the high profile they merit. In order to chart important current developments in freshwater research, this article highlights significant aspects of this scientific arena during the earlier part of the 20 th century that are pertinent to explaining how and why the current situation, by way of research fields, policy and legislation came into being. The history has been necessitated by, and driven by, regional socio-economic and geopolitical factors as well as developments in the relevant scientific disciplines. After examining how this state of affairs came to be, an overview of the present state of the field is provided. Natural resource management is embedded within social-ecological environments and requires decisions to be taken within this broad context, including those that pertain to protected areas. This realization has led to South African National Parks adopting a strategic adaptive management approach to decision making. Through narrative, we show why and how this practice has progressively spread and evolved both within the organization and beyond, over the past two decades. A number of catalytic events and synergies enabled a change from reactive tactical management approaches to more inclusive forward-looking approaches able to embrace system complexity and associated uncertainty and change. We show how this long period of innovation has lead to an increased appreciation for the heterogeneous social-ecological system, and for the importance of constructing relationships and colearning, such that organizational transformation has enabled more legitimate and effective operation within an expanding and diversifying constituency.
The diversifying and increasing expectations for protected area services and functions provide great opportunity to enhance the relevancy of conservation for civil society. At the same time, such expectations, occurring in a dynamically complex and uncertain world, also provide numerous challenges. In this essay, we propose that constituencies involved in protected area stewardship need to attend to ways of making sense of this complexity and uncertainty and build awareness of the particular social, political and environmental context as a precursor to decision making. We suggest that conceiving of protected areas as a complex social–ecological system helps in sense-making. And we propose a framework focusing on the three variables of learning, managing relationships with constituencies and managing demand that would be helpful in developing the situation awareness needed to better understand the opportunities and consequences involved in decisions about various challenges. Recognizing that elements of this framework do appear in the literature, we argue that considering them together provides a more effective diagnostic framework for stewardship and enhancing system resiliency.
Effective management of common pool resources through collective action is dependent upon the efforts of the resources users to establish an identity that is held collectively. It is widely accepted that the term common pool resources implies a resource that is common to a ‘pool’ of people, the resource users. Their interests in the resource connect users and potential users, and we propose that the more strongly they identify with the resources and commit to act collectively, the stronger the collective action. Achieving sustainable use of common pool resources is thus determined by the interplay between collective identity and collective action. But collective identity as defined by the resource and its users is dynamic, making the identity vulnerable in directing the behaviour of users. In this paper, we draw on collective identity and resilience theories to develop a framework for exploring the role of collective identity in understanding collective action in the management of common pool resources. We suggest that two key attributes of collective identity – identification and affective commitment, provide the premise for interpreting, tracking and directing change in collective identity. We interpret how the interactions between the two attributes contribute to resilience of common pool resources as complex social-ecological systems.
This article discusses the research relevance of benefit sharing and its implications for natural resource policy research in developing countries. It argues that the research challenge is how to improve understanding of benefit sharing policies by way of identifying the basic principles which underlie these policies. While benefit sharing is to a large extent context dependent, the central question we raise is whether we can identify a set of principles to enable one to describe, explain, understand and predict outcomes in relevant policy settings.
This study explores and interprets relevant literature to construct a typology of benefit sharing arrangements for the governance of social-ecological systems in developing countries. The typology comprises three generic categories of benefit sharing arrangements: collaborative, market-oriented, and egalitarian. We contend that the three categories provide a useful basis for exploring and classifying the different societal arrangements required for governance of social-ecological systems. The typology we present is founded on a related set of explicit assumptions that can be used to explore and better understand the linkages among ecosystem services, benefit sharing, and governance. Issues that are strongly related to sustainability in developing countries form the core basis of our assumptions. Our aim is not to write a definitive exposition, but to spark debate and engage ongoing dialogue on governance and benefit sharing in the field of social-ecological systems.
Assessment (an immediate evaluation of significance or performance) and reflection (a lengthy, deep consideration) should be important components of adaptive management leading to learning. In this paper we use a prototype adaptive cycle and feedback framework, which are related to some aspects of learning theory, to examine the extent to which assessment and reflection were applied in a series of studies and initiatives in the Kruger National Park. In addition to evaluating assessment and reflection, we also considered how the various contributing components of each case were inter-related to provide a holistic view of each initiative.Two other studies in the Kruger National Park, which have examined learning specifically, are also discussed. One of them suggests that in a complex environment, learning necessarily has a dual nature, with each component of seven contrasting pairs of the aspects of learning in partial tension with the other. We use these dualities to further probe assessment, reflection, inter-relatedness and learning in the cases presented. Each contrasting aspect of a 'learning duality' turns out to emphasise either assessment or reflection, which reinforces the idea that both are needed to facilitate sufficient learning for successful adaptive management. We hope this analysis can act as a springboard for further study, practice and reflection on these important and often underrated components of adaptive management.Conservation implications: The better understanding of assessment and reflection as being largely separate but complementary actions will assist adaptive management practitioners to give explicit attention to both, and to relate them better to each other.
SUMMARY The performance obstacles surrounding community-based natural resource management (CBNRM) in southern Africa have much to do with understanding of environmental governance systems and how these are devolved. CBNRM appears to be failing because of flawed environmental governance systems compounded by their ineffective devolution. A case study in Zambia is used to illustrate why and how one CBNRM scheme for the most part faltered. It draws on practical experiences involving the devolution of decision-making and benefit-distribution processes on a floodplain wetland known as the Kafue Flats. While this CBNRM scheme was designed to facilitate the devolution of key components of an environmental governance system, the resultant efforts were largely unsuccessful because of the poor social relationships between government actors and local rural communities. It is argued that in Zambia, at least from an environmental governance system perspective, CBNRM has mostly failed. While generally bringing some marginal improvements to local communities, the construction and execution of an effective environmental governance system have been largely flawed.
The central position of water in social and economic development drives the imperative for water storage, particularly in water-stressed parts of the world. A consequence is that rivers are perceived primarily as locations for water storage as we seek to manage risks to social welfare and development. Assurance of supply becomes the dominant paradigm shaping decisions about allocation of water from impoundments. When this paradigm is deeply ingrained it constrains decision-making around flow management for other purposes, particularly for sustaining ecological systems. Ten years ago South Africa introduced progressive legislation for water resource management (the National Water Act of 1998) which enshrines the ecological Reserve. This requirement for the environment is not considered as a water use, because the environment is the resource. However, due to the very complex Reserve determination process, and perhaps a lack of political will, the ecological Reserve has proved difficult to implement and has only now started to be implemented in some river systems. In the case of the lower uMngeni River in KwaZulu-Natal, besides releases to maintain a minimum river flow (the so called 'compensation flows', which were never designed as environmental flows), for nearly 20 years there has been an unofficial policy to allow spates on between 1 and 4 days per year to make possible the continuation of the prestigious Dusi Canoe Marathon. The total amount of water involved is just over 1.2% of the river's virgin MAR, although in years perceived to be dry the releases may be cut to as little as 0.3% of the virgin MAR. While these releases have been tolerated for the continuation of a high-value recreational industry, they are in fact aligned, albeit with a fraction of the necessary volume, with the environmental flows that would be required if the ecological Reserve had been determined. The releases for these events therefore have a dual or conjunctive value, serving both environmental and recreational purposes at the same time. We suggest that considerations of conjunctive use offer practical opportunities for balancing resource protection and development in regulated rivers.
This article discusses how the concept of integrated learning systems provides a useful means of exploring the functional linkages between the governance and management of public protected areas. It presents a conceptual framework of an integrated learning system that explicitly incorporates learning processes in governance and management subsystems. The framework is premised on the assumption that an understanding of an integrated learning system is essential if we are to successfully promote learning across multiple scales as a fundamental component of adaptability in the governance and management of protected areas. The framework is used to illustrate real-world situations that reflect the nature and substance of the linkages between governance and management. Drawing on lessons from North America and Africa, the article demonstrates that the establishment and maintenance of an integrated learning system take place in a complex context which links elements of governance learning and management learning subsystems. The degree to which the two subsystems are coupled influences the performance of an integrated learning system and ultimately adaptability. Such performance is largely determined by how integrated learning processes allow for the systematic testing of societal assumptions (beliefs, values, and public interest) to enable society and protected area agencies to adapt and learn in the face of social and ecological change. It is argued that an integrated perspective provides a potentially useful framework for explaining and improving shared understanding around which the concept of adaptability is structured and implemented.
