: In accordance with the National Environmental Policy Act (NEPA) of 1969 (42 U.S. Code [USC} 4321 et seq.), and pursuant to the Council on Environmental Quality's Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act (40 Code of Federal Regulations [CFR] Parts 1500-1508, as of July 1986), and Air Force regulations for the Environmental Impact Analysis Process (32 CFR 989), 88th Air Base Wing (ABW) Civil Engineer Directorate, Asset Management Division prepared an Environmental Assessment (EA) for the glide slope and clear zone obstructions at Wright-Patterson Air Force Base (WPAFB), Ohio. This EA is incorporated by reference into this finding. The Air Force identified the need to remove obstacles within the glide slope and clear zones (CZs) at WPAFB in order to protect human health and safety by providing adequate clearance for aircraft operations. The existing vegetative overstory is obstructing the primary surface area, CZs, transitional areas, and glide slopes for both runways at WPAFB. The purpose of the project is to protect human health and safety by removing and pruning vegetation in 18 identified sites located in three distinct areas: Wright Memorial, Riverview, and Sandhill.
: The USAF proposes to establish the Aeromedical Evacuation (AE) Formal Training Unit (FTU) mission to WPAFB. The AE program is coordinated by the Air Mobility Command (AMC) of the USAF headquartered at Scott Air Force Base (AFB). The AE FTU would be established to combine operational flight training and medical training. An administrative and training facility that provides a vigorous and flexible continuum of standardized training and education to flight nurses and aeromedical evacuation technicians is needed to be capable of applying safe operational and clinical patient care across the spectrum of AE flight operations in support of U.S. interests. There is currently no existing Mobility Air Forces (MAF) AE FTU with the exception of the Air Force Reserve Command (AFRC) AE FTU at Pope Air Field (AF), North Carolina. A universal qualification training facility is needed to accommodate the AE FTU program. This EA evaluates the Proposed Action and the No Action Alternative. Resources considered in the impact analysis are airspace management, land use, air quality, noise, geological resources, water resources, biological resources, cultural resources, socioeconomics and environmental justice, infrastructure, health and safety, and hazardous materials and wastes. Analyses in this document identify that impacts are limited to minor short-term adverse impacts on air quality and noise resulting from the proposed construction activities related to the facility modifications. The EA was made available to the public on April 13, 2012, for a 15-day review period.
: The United States Air Force Research Laboratory (AFRL), Propulsion Directorate is pursuing research into alternate fuels for various Air Force needs (WPAFB 2006a). As part of that research, AFRL is designing an Assured Aerospace Fuels Research Facility (AAFRF). The proposed facility would be used to produce synthesized jet fuel for research purposes. The purpose of this environmental assessment (EA) is to analyze the environmental impacts of the proposed action and its alternative. Based on the evaluation in this EA, a determination will be made as to whether there are significant environmental impacts expected from the proposed action. This EA has been performed in accordance with the National Environmental Policy Act (NEPA) of 1969, 40 Code of Federal Regulations (CFR), Part 1500, the Council on Environmental Quality (CEQ) regulations implementing NEPA, and the U.S. Air Force Environmental Impact Analysis Process (EIAP) [32 CFR Part 989]. The proposed AAFRF is a 4,000 square-foot facility that would be constructed on the south side of Building 490 (also known as Facility 20490) in Area B at Wright-Patterson Air Force Base (WPAFB). The proposed site for the project is shown on the site map in Figure 1-1 and Figure 1-2 and photographs in Appendix A. The facility would house the process equipment for producing a 50/50 blend of Fischer- Tropsch (FT) fuel and jet fuel from various feed stocks. This program is a major component of the Air Force Alternate Fuels Program. This project is needed to meet the Air Force s goal of certifying all aircraft weapons systems to use a 50/50 blend of petroleum-derived jet fuel and jet fuel from alternative sources by 2011 (DoD 2007).
: A number of dormitories housing unaccompanied enlisted personnel are located in the Kittyhawk Community Center and are bordered by Birch, Buckeye, and Hemlock Streets. These facilities do not provide adequate on-base housing for the number of unaccompanied enlisted personnel located at the base. A new airman dormitory and associated parking lots have been proposed. The dormitory and parking lots would be located on Birch Street. The proposed dormitory is a three-story, 144-room facility with reinforced concrete foundation and floor slabs, masonry walls, and roof. In addition to construction of the dormitory and associated parking lots, the length of Birch Street passing between Buckeye Street and Hemlock Street would be relocated to run south of one of the parking lots. The proposed action is to construct the airman dormitory and associated parking lots. There were two alternatives analyzed: Under Alternative A, the No Action alternative, the airn1an dormitory would not be constructed. Alternative A also serves as a baseline against which the Proposed Action can be compared. Alternative B, the Proposed Action, includes the construction of the new airman dormitory and two parking lots.
: The Air Force Institute of Technology (AFIT) has analyzed existing facilities and infrastructure, while simultaneously forecasting future needs and objectives to enable it meet its stated mission. AFIT is proposing the development of a comprehensive planning strategy, which would extend through 2030 through the implementation of a Master Plan. The proposed expansion and renovations addressed in the Master Plan need to be completed expeditiously, without interrupting AFIT s mission, while maximizing available resources. The purpose of campus expansion and existing building renovations is to ensure that the AFIT campus facilities are sizable to facilitate both short-term and long-term growth of students and personnel. This environmental assessment (EA) evaluated the Proposed Action and the No Action Alternative. Resources considered in the impact analysis were land use, air quality, noise, geological resources, water resources, biological resources, cultural resources, socioeconomics and environmental justice, infrastructure, health and safety, and hazardous materials and wastes. : Headquarters AFRC is proposing an aircraft replacement for the 445 AW based at WPAFB, Ohio. The 445 AW currently possesses ten C-5 Primary Assigned Aircraft (PAA). The ten C-5 aircraft would be replaced by eight C-17 PAA and one C-17 Backup Aircraft Inventory (BAI), for a total of nine C-17 aircraft stationed at WPAFB. For analysis, eight C-17 PAA are evaluated because one C-17 BAI would only operate if one or more PAA were unable to fly. The ten C-5 aircraft are expected to be retired or transferred over the next several years. The aircraft conversion, if implemented, would begin in Fiscal Year (FY) 11 and end in FY12. The drawdown of C-5s would begin in FY11. The Proposed Action would provide the necessary facility modifications to enable 445 AW aircrews to perform readiness training operations and ensure that mission requirements for C-17 aircraft are met and sustained. This EA evaluates the Proposed Action and the No Action Alternative. Resources considered in the impact analysis are airspace management, land use, air quality, noise, geological resources, water resources, biological resources, cultural resources, socioeconomics and environmental justice, infrastructure, health and safety, and hazardous materials and wastes.
