This paper comprehensively analyzes the National Association of State Chief Information Officers' (NASCIO) annual priorities from 2013 to 2023, highlighting the evolving focus areas in state IT advancements. Examining survey data from government technology leaders identifies key trends in cybersecurity, workforce development, strategic planning, digital services, data management, and connectivity. The research underscores cybersecurity and data management as persistent priorities, reflecting the critical role of technology in ensuring information security and effective data governance within state governments. Through a decade-long perspective, the study offers insights into how policy changes, technological innovations, and shifts in cultural and consumer expectations have shaped the strategic direction of state CIOs, providing a foundation for predicting future trends and opportunities in government IT management.
The authors assess whether state public-safety spending relates to reported cybercrime in a single-year (2023) U.S. state-level analysis (50 states + DC). IC3/FTC outcomes (rates and losses) are linked to police/corrections spending and pre-specified socio-economic/infrastructure covariates. Models use population-weighted least squares for rate outcomes, HC3 robust SEs, ln(loss+1) for dollar outcomes, and Benjamini-Hochberg FDR (q=.10). Zero-order correlations between spending and reporting measures are positive; after adjustment, coefficients attenuate toward zero and are not FDR-significant. Sensitivity checks (excluding DC; omitting influential states; police vs. corrections; IC3-only; adult denominators) are consistent. Findings are associational, consistent with visibility/ detection or demand-driven dynamics rather than cross-sectional deterrence. Practice should pair investigative capacity with standardized reporting and prevention; causal evaluation requires longitudinal/quasi-experimental designs.

This study examined the implementation of 911 emergency services text messaging in the city of Memphis, Tennessee for the period encompassing May 1, 2016 and February 28, 2022. Using ANOVA and an alpha value of 0.05, four statistically significant outcomes were shown regarding calls answered within 20[Formula: see text]s ([Formula: see text]; [Formula: see text]; [Formula: see text]), queued waiting time experienced by system users ([Formula: see text]; [Formula: see text]; [Formula: see text]), ring seconds per call ([Formula: see text]; [Formula: see text]; [Formula: see text]), and mean time regarding 911 call average time ([Formula: see text]; [Formula: see text]; [Formula: see text]). The study also revealed an increase in 911 call volume and a decrease in abandoned calls.
This study examined the differences and relationships between reported incidents of cybercrime and physical crime within U.S. society nationally. The examined period encompassed the years between 2001 and 2020. The study outcomes showed that a relationship existed between reported incidents of cybercrime and reported incidents of physical crime (p = 0.00; α = 0.05). More specifically, it appeared that relationships existed between the reported incidents of cybercrime and the reported incidents of physical crimes representing robbery rate (p = 0.01; α = 0.05), burglary rate (p = 0.00; α = 0.05), and larceny theft rate (p = 0.00; α = 0.05). It also appeared that a difference (p = 0.00; α = 0.05) existed between reported incidents of cybercrime and physical crime, wherein greater quantities of physical crime were exhibited societally during the examined period.
Abstract This study examined whether the Coast Guard and Maritime Transportation Act of 2006 affected the United States (US) Coast Guard performance characteristics with respect to incident response. The periods analyzed consisted of a decade before versus a decade after implementation of the legislation. Using analysis of variance (ANOVA) and the p-value approach (p < 0.05), six hypotheses were tested to determine whether statistically significant differences in response attributes existed during the 10 years before versus the 10 years following the passing of the legislation. Four significant hypothesis-testing outcomes represented differences in the number of incidents, incident responses, cumulative lives lost, and lives lost after notification.

It discussed predictive algorithms and methods from the perspectives of reported crime and community safety in the United States. Although predictive algorithms, techniques, and implementation contexts are emerging, imperfection exists with respect to their use. Despite any effectiveness or efficiency of using predictive algorithms, such use should neither deny human rights nor transgress societal laws. Regardless, the emergence of predictive policing fuels and enhances the classic debate of balancing liberty versus security within a civil society.

In a post-9/11 environment, the challenges faced by emergency management and homeland security professionals have reached unprecedented levels. As we experience an increase in the frequency, complexity and severity of human-made, natural and technological disasters, ever-increasing demands have been placed on emergency professionals, and the skill sets required to succeed. Today, more so than ever before, the integration of federal, state, and local resources, communication and collaboration has become the norm. Issues concerning terrorism, cyber-security, critical infrastructure protection and management, risk, business continuity, fire, hazardous materials, law enforcement, public health and safety are no longer domains unto themselves. They are now part of the new fabric of this highly integrated and complex environment. As a result, the demands placed on our first responders and those charged with these individuals and organizations' leadership and management roles have changed significantly. The homeland security and emergency management program focuses on developing skills to lead and manage individuals and organizations in an increasingly complex environment. The program builds upon an individual's technical capabilities derived from education, training and experience in fire, information technology, law enforcement, military, homeland security and emergency management or other related fields. This technical expertise is combined with a business administration curriculum, emergency management and homeland security-based instruction. This focus gives students the operations management knowledge to lead and manage individuals, departments or agencies daily and during times of crisis. The homeland security and emergency management degree is explicitly built to meet the needs of practitioners who provide administrative oversight, leadership or management roles within the homeland security and emergency management enterprise at the local, state, federal and international levels. The degree also provides those at the responder level the opportunity to further their education, increase their competitive advantage for promotion, and advance their operational understanding of today's highly integrated emergency management and homeland security environment.
Although the goals of the press and terrorists are not the same, the two groups engage in a mu-tually beneficial relationship that often appears confusing to scholars and the public. Both the pressand the terrorists need and crave the attention of the public. In this paper the authors examine themotives and the methods that the media and the terrorists attempt to achieve their goals. The terror-ists need the attention to create terror and spread their propaganda to further their political causes.The media needs the sensationalism created by the terrorists to attract viewers or readers and topositively effect ratings. The study found that the stories about terrorism increased media ratingswhile unintentionally benefiting the terrorist by publicizing the terrorist cause.
