Ethnography offers a route to knowing about the everyday activities of construction workers, but its long duration is not always suited to the site environment or the researcher's resources and the workers themselves are constantly changing. Short-term ethnography is an alternative to the traditional format that permits a shorter length of fieldwork activity in return for intense engagement between the researcher and their participants. The rich points that make up an ethnographic account need to be actively sought in short-term ethnography. This can be achieved by utilizing the prior construction experiences of the researcher. The researcher enters the field with an emic insight that can be used to seek out events and allows the production of meaningful ethnography from a shorter, more intense fieldwork period, learning much from individual workers before they move on. Engagement extends beyond the onsite interactions through the use of video cameras to record everyday activities. Examples from two short-term ethnographies of two deliberately different sites explain how, in the search for craft traits among construction workers, the fieldworker is able to mobilize emic insight and craft theory to seek out rich points in everyday events which are typically serendipitous in nature. This account serves to provide a demonstration of how the very real tensions between the limitations of project context as a field site and the need for methodological rigour can be reconciled through careful attention to reflexive ethnographic practice.
Policies and actions to address gender inequalities are widespread across a range of institutional and organisational contexts. Concerns have been raised about the efficacy and impacts of such measures in the absence of sustained evaluation of these activities. It has been proposed that important contextual factors may propel or inhibit measures to promote gender equality, including a critical mass of women, role models, diverse leaders and inclusive organisational cultures. This paper explores relationships between organisational justice and equality interventions to better understand gaps between equality policies and practices using a comparative case study approach in a male-dominated sector. A combination of questionnaire and interview data analysis with employees in three case organisations in the construction sector are used to outline links between perceptions of gender equality initiatives and organisational justice, and the mechanisms used to reinforce in-group dominance. The findings culminate in the development of an Employee Alignment Model and a discussion of how this relates to the organisational climate for gender equality work. The findings suggest that the development of interactional organisational justice is an important precursor for successful gender equality interventions in organisations. These findings have implications for those looking to minimize unintentional harm of policies or interventions to improve gender equality.
Diversity within civil engineering has been limited by the sector’s failure to recruit and retain minorities. A contributing factor to this disproportionate turnover of out-group members is hostile and discriminatory treatment from peers and managers. When evaluated critically, equality approaches intended to reduce discrimination within organisations have been found to have either no impact, or even a negative impact. It is posited that employee perceptions of organisational fairness influence employee attitudes towards equality approaches and must be considered before undertaking further work in this area. Regression analysis is used to evaluate survey data from 700 employees of large civil engineering main contractor organisations (MCOs) in order to determine if a relationship between employee perceptions of organisational fairness and attitudes towards equality approaches exists. The analysis found a significant correlation between the two variables. Although causality cannot be established from this research alone, the findings suggest that perceptions of fairness may shape employee responses to equality approaches, which in turn may impact on their behaviour towards minority group members. These findings imply that failure to implement such a behavioural approach to issues of equality—one that considers the organisational perceptions of employees—may limit diversity within organisations.

For example, capabilities within the UK highways maintenance arena must support engineering design, routine maintenance and the on-going management of the network. While collaboration in construction projects has formed a major research focus in recent years, there is a paucity of work examining collaboration in-flight. Design/methodology/approach – Through a micro-practices approach, two contracts delivering highway infrastructure maintenance and renewal services are examined to explore the intra-organisational relationships that determine the quality of service delivered. Findings – Despite the rhetoric of collaboration and integrated working that pervades the contemporary project discourse, there was a clear focus on addressing immediate technical and commercial concerns, rather than on creating the conditions for integrated working to flourish. On the occasions where the collaborative environment was prioritised, a more integrated service was delivered. Originality/value – In contrast to other accounts of the ways collaborative working shapes performance, this research reveals an acute need for a sustained collaborative effort; as soon as “collaborative working”was normalised, the level of integration and seamlessness of service was diminished. This questions normative notions of what defines collaborative working in projects and suggests a need for re-framing it as an on-going accomplishment of actors involved. Such a perspective resonates with notions of “organizational becoming”, particularly in that attempts to foster collaboration are themselves constitutive of the unfolding and shifting nature of intra-organisational relationships that emerge in complex contractual arrangements.

In this conceptual article, we illuminate Western building conservation philosophy practice with insights into Eastern conservation philosophy and associated aesthetic understanding. We frame dialogue recognizing individual and societal perspectives on treatments to buildings that attempt to attain ?permanence? or ?impermanence? in form, fabric, and artifact. Although not expressly sharing origins, Eastern and Western conservation philosophies practically yield commensurate or quasi approaches in intervention. These similarities have not been notably articulated before, and reveal meaningful insights for decision heuristics and guidance fundamental for repair scheme design and intervention. Western, pattern-based views relating to philosophical reasons around the impossibility of perfection, or ?correctness? in physical building form resonate with Eastern views supported by Kiku Kiwari. Moreover, universality in acceptance of Western Patina and Eastern Wabi-Sabi, and Eastern Kintsugi and Western legible fabric repair convey overt signals of philosophies beyond technical performance. Moreover, we find Western bias toward ?tangibility?, and greater appreciation of ?intangibility? in Eastern approaches that are culturally enriching and go beyond mere retention of fabric and architectural form, linking building memory with territory. We suggest potential cross-fertilisation of thinking to create an environment of greater cultural understanding of the motives, thoughts, and practices in East and West.
Construction project teams require social capital. When present in appropriate forms, it creates the social cohesion through which individuals accept project goals as their own. It lets team members share knowledge when present and reveal when it is missing. In education, social learning helps students appreciate the need for social capital appropriate to team performance. In practice, social capital enables the project team learning that overcomes project-specific challenges. Despite this importance, little is known about how students perceive social capital or the compatibility of that understanding with construction project needs.To characterise this aspect of 'graduateness,' collective understanding of social capital was elicited from construction students in a Scottish university by free recall. Analysis was structured around four dimensions of social capital: cohesion, legitimacy & authenticity, sharing, and safety. Notions of friendship were found to dominate student understanding of their social capital even though this understanding derived from settings where the need for capital to support team performance is emphasized. The potential for misalignment between the capital that graduating students bring into practice with that required by project teams was apparent. The case for further investigation of this influence on early career development was established.
Practice theory offers numerous theoretical affordances, especially to practitioners and researchers of project management who seek alternatives to the problematic assumed universality of 'traditional' theoretical perspectives. However there is several disagreements left unresolved in practice theory methodology that risk compromising its full potential. Illustrated by an on going, praxiographic study of the practice of project management of a major UK National Health Service (NHS) hospital project, Schatzki's notion of site ontology is drawn upon to implement a research strategy that contributes to resolving such disagreements. It is argued that whilst practice theory methodology ought to be ontologically coherent and contextually driven and, therefore, shaped by the research questions and aims, it is also important to constantly reflect dialogically on the relationship between the particular practice theory used and the phenomena being observed. In addition to adding to the extant literature on the conceptualisation of project management as a practice the study's primary contribution is to identify and examine some of the methodological implications to those who want to use a practice theory approach in consideration of the resolution of its contested methodology.
Design evaluation is a complex and rich social practice that is organized and distinguished by its practical understandings, rules, general understandings and teleoaffective structures. This praxiographic study of a major National Health Service (NHS) hospital project uses practice theory to investigate the concept of design evaluation as 'a practice'. By applying Theodore Schatzki's site ontology, design evaluation practices are revealed to respond to dynamic teleoaffective structures that highlight the role of both practical intelligibility and the intertwined impact of external policy stipulations. Through this theoretical lens, fresh insight into the actuality of NHS hospital design evaluation praxis is provided that questions some of the axioms upon which such processes are assumed to operate. In particular, the appropriateness of the decontextualized and deterministic processes currently found in UK government design policy is questioned. It is posited that an approach to design evaluation grounded in Schatzki's practice theory has greater potential to improve the design quality of NHS healthcare buildings that could, in turn, improve patient healthcare outcomes.
Purpose – The purpose of this paper is to evaluate the risks of building defects associated with rapid advancement of “green” construction technologies. It identifies the methods adopted by the sector for the determination of pre-construction defects that are framed within the context of, traditional; scientific; and professional design approaches. These are critically evaluated and utilised in attempts to mitigate defects arising from diffusing low carbon construction innovations. Design/methodology/approach – The paper takes the form of an evaluative literature review. Polemic in orientation, the paper critically compares two periods of time associated with rapid advancement of innovation. The first, the post-Second World War housing boom is synonymous with a legacy of substandard buildings that in many cases rapidly deteriorated, requiring refurbishment or demolition shortly after construction. The second, is today’s “green” technology “shift” with its inherent uncertainty and increased risk of latent building defects and potential failure to deliver meaningful long-term performance. Central to this is an exploration of the drivers for innovation, and subsequent response, precautionary measures initiated, and the limitations of institutionalised systems to identify and mitigate defects. Similarities and differences between these historical periods frame a discussion around the theoretical approaches to defects and how these may be limited in contemporary low carbon construction. A conceptual framework is presented with the aim of enhancing the understanding for obviation of defects. Findings – Sufficient commonality exists between the periods to initiate a heightened vigilance in the identification, evaluation and ideally the obviation of defects. Design evaluation is not expressly or sufficiently defect focused. It appears that limited real change in the ability to identify defects has occurred since the post-war period and the ability to predict the performance of innovative systems and materials is therefore questionable. Attempts to appraise defects are still embedded in the three principle approaches: traditional; scientific; and professional design. Each of these systems have positive characteristics and address defect mitigation within constrains imposed by their very nature. However, they all fail to address the full spectrum of conditions and design and constructional complexities that lead to defects. The positive characteristics of each system need to be recognised and brought together in an holistic system that offers tangible advantages. Additionally, independent design professionals insufficiently emphasise the importance of defect identification and holistic evaluation of problems in design failure are influenced by their professional training and education. A silo-based mentality with fragmentation of professional responsibility debases the efficacy of defect identification, and failure to work in a meaningful, collaborative cross professional manner hinders the defect eradication process. Research limitations/implications – Whilst forming a meaningful contribution to stimulate debate, further investigation is required to tangibly establish integrated approaches to identify and obviate defects. Practical implications – The structured discussion and conclusions highlight areas of concern for industry practitioners, policy makers, regulators, industry researchers and academic researchers alike in addressing and realising a low carbon construction future. The lessons learned are not limited to a UK context and they have relevance internationally, particularly where rapid and significant growth is coupled with a need for carbon reduction and sustainable development such as the emerging economies in China, Brazil and India. Social implications – The carbon cost associated with addressing the consequences of emerging defects over time significantly jeopardises attempts to meet legally binding sustainability targets. This is a relatively new dimension and compounds the traditional economic and societal impacts of building failure. Clearly, blindly accepting this as “the cost of innovation without development” cannot be countenanced. Originality/value – Much research has been undertaken to evaluate post-construction defects. The protocols and inherent complexities associated with the determination of pre-construction defects have to date been largely neglected. This work attempts to rectify this situation.

This paper is part of on-going research that is investigating the potential of a practice theory perspective to understanding stakeholder evaluation of hospital design. Practice theory offers numerous affordances, especially to researchers and practitioners who seek alternatives to the problematic assumed universality of other 'traditional' theoretical perspectives. However there are several disagreements left unresolved in the literature about practice theory methodology that risk compromising its full potential. Drawing on Schatzki's notion of site ontology and illustrated by an on-going ethnographic study of the practice of evaluating the design of a major UK National Health Service (NHS) hospital, this paper seeks to contribute to resolving such disagreements by developing a strategy that generates a methodology for use with practice theory. The strategy is based on the premise of ontological salience and phenomenological congruence. Arguments for the mobilisation of a pluralistic portfolio of methodologies, methods and the synthesis of a pair of analytical devices ('design evaluation as practice' and 'design evaluation in practice') that emerged from the application of the strategy are explored. Dialogical reflexivity is foregrounded as a further and essential part of the strategy. The paper elucidates and enhances both the praxis and practices stimulated by current approaches to design evaluation. It raises important implications for the future development of UK Government policy to substantively improve the design quality of NHS healthcare building sand, in turn, improve patient healthcare outcomes.
PurposeFor over a decade, UK public sector construction policy and industry rhetoric has advanced a value agenda that advocates the development of project‐specific understanding of value. This study aims to examine construction practitioners’ collective cognition of value to determine how their facilitation may bias this intent. A value continuum is contributed.Design/methodology/approachCritique of the design quality indicator (the primary value agenda instrument) finds that it overemphasises objective value, confirming the need for practitioners to help stakeholders develop broader understanding of value. The freelisting technique of cultural anthropology is adopted to model practitioners’ collective cognition of value and, thus, their bias over this process. The standard freelisting protocol is followed.FindingsPractitioners’ collective understanding is found to comprise related concepts that resolve to a one dimensional “value continuum” with subjective and objective terminals and which fully embodies value agenda intent. In contrast, the concepts articulated by the design quality indicator are biased towards the objective value continuum terminal, confirming the need for practitioners to facilitate stakeholder exploration of the full continuum if the value agenda is to be fully addressed.Research limitations/implicationsThe value continuum only reflects the views of a small but typical sample of construction practitioners. Further work must characterise model completeness and consistency through the supply chain.Originality/valueThis is the first work to derive an empirical model of construction practitioners’ collective understanding of value. It achieves this by the novel linking of a cognitive modelling technique from cultural anthropology with an emic interpretation of the results.
The engagement of project stakeholders in the design evaluation ofNational Health Service (NHS) buildings is critiqued to evaluate the currenteffectiveness of NHS policy which prescribes the use of quantitative, positivist surveyinstruments to capture stakeholder views. An alternative conceptual framework fordesign evaluation is presented that privileges the practice of design evaluation as thesocial interaction of project stakeholders. Empirical evidence from two longitudinalcase studies of newly-constructed mental health facilities illustrate the success of thisinnovative approach in improving patient healthcare outcomes and reducing operatingcosts. It elucidates and enhances both the praxis and practices stimulated by currentapproaches to design evaluation. It raises important implications for the futuredevelopment of UK Government policy to substantively improve the design quality ofNHS healthcare buildings and, in turn, improve patient healthcare outcomes.
