While praised a liberation technology previously, there is now a widespread recognition that digital information and communication technology (ICT) can be used to support autocratic governments and to promote authoritarianism internationally. In this chapter, we review the state of the research on autocrats' use of digital communication technology to manipulate the information environment domestically and abroad. We start with a description of the innovations introduced by this technology and why they matter in autocratic politics. We then distinguish between three purposes of interference: monitoring digital communication, suppressing information online and active provision of digital content. The chapter concludes with an assessment of theoretical shortcomings and empirical challenges in the study of authoritarian information control in digital times.
Treating images as data has become increasingly popular in political science. While existing classifiers for images reach high levels of accuracy, it is difficult to systematically assess the visual features on which they base their classification. This paper presents a two-level classification method that addresses this transparency problem. At the first stage, an image segmenter detects the objects present in the image and a feature vector is created from those objects. In the second stage, this feature vector is used as input for standard machine learning classifiers to discriminate between images. We apply this method to a new dataset of more than 140,000 images to detect which ones display political protest. This analysis demonstrates three advantages to this paper's approach. First, identifying objects in images improves transparency by providing human-understandable labels for the objects shown on an image. Second, knowing these objects enables analysis of which distinguish protest images from non-protest ones. Third, comparing the importance of objects across countries reveals how protest behavior varies. These insights are not available using conventional computer vision classifiers and provide new opportunities for comparative research.
Non-democratic regimes have increasingly been hosting major sports events to boost their visibility and image abroad, which sparked debates about the potential for “sportswashing”. Using the case of the 2022 FIFA World Cup in Qatar we examine how the framing of the tournament influenced opinions about Qatar abroad. Our pre-registered survey experiment with more than 14,000 respondents in eight European countries conducted before the tournament shows that framing it in light of human rights issues in Qatar leads to more negative attitudes towards the host of the World Cup. In contrast, frames emphasizing Qatar’s organizational capacity improve respondents’ attitudes. The heterogeneity of effects across countries highlights the relevance of the national information environment for the effects of major sports events on public opinion. These findings suggest that critical media coverage could potentially mitigate sportswashing efforts while uncritical coverage can increase the legitimacy of autocracies.
Recent years have seen an increase in governmental interference in digital communication. Most research on this topic has focused on the application level, studying how content is manipulated or removed on websites, blogs, or social media. However, in order for governments to obtain and maintain control of digital data flows, they need to secure access to the network infrastructure at the level of Internet service providers. In this paper, we study how the network topology of the Internet varies across different political environments, distinguishing between control at the level of individual Internet users (access) and a higher level in the hierarchy of network carriers (transit). Using a novel method to estimate the structure of the Internet from network measurements, we show that in autocratic countries, state-owned (rather than privately owned) providers have a markedly higher degree of control over transit networks. We also show that state-owned Internet providers often provide Internet access abroad, with a clear focus on other autocratic countries. Together, these results suggest that in autocracies, the network infrastructure is organized in a way that is more susceptible to the monitoring and manipulation of Internet data flows by state-owned providers both domestically and abroad.
The literature on autocracies has argued that repression of protest is either a result of the political environment in which protest occurs, or depends on particular characteristics of the protest events themselves. We argue that the interaction of both matters. Authoritarian regimes vary in how they legitimize their rule, and they should be particularly thin-skinned if protesters challenge the basis of their legitimacy. Using event-level data on mass mobilization in autocracies between 2003 and 2015, we use text classification methods to extract protest issues from newspaper reports. Our analysis shows that dictators are more likely to repress protest against incumbents when they claim legitimacy based on the person of the leader. Overall, our study shows that protest issues are not universal in triggering repression; rather, they need to be considered together with the political context in which they are raised.
A growing body of research has studied how autocratic regimes interfere with internet communication to contain challenges to their rule. In this review article, we survey the literature and identify the most important directions and challenges for future research. We structure our review along different network layers, each of which provides particular ways of governmental influence and control. While current research has made much progress in understanding individual digital tactics, we argue that there is still a need for theoretical development and empirical progress. First, we need a more comprehensive understanding of how particular tactics fit into an overall digital strategy, but also how they interact with traditional, “offline” means of autocratic politics, such as cooptation or repression. Second, we discuss a number of challenges that empirical research needs to address, such as the effectiveness of digital tactics, the problem of attribution, and the tool dependence of existing research.
