The food security crisis and international "land grabs" have drawn renewed attention to the role of natural resource competition in the livelihoods of the rural poor. While significant empirical research has focused on diagnosing the links between natural resource competition and (violent) conflict, much less has focused on the dynamics of whether and how resource competition can be transformed to strengthen social-ecological resilience and mitigate conflict. Focusing on this latter theme, this review synthesizes evidence from cases in Africa, Asia, and Latin America. Building on an analytical framework designed to enable such comparative analysis, we present several propositions about the dynamics of conflict and collective action in natural resource management, and a series of recommendations for action. These propositions are: collective action in natural resource management is influenced by the social-ecological and governance context; natural resource management institutions affect the incentives for conflict or cooperation; and, the outcomes of these interactions influence future conflict risk, livelihoods, and resource sustainability. Action recommendations concern policies addressing resource tenure, conflict resolution mechanisms, and social inequalities, as well as strategies to strengthen collective action institutions in the natural resource sectors and to enable more equitable engagement by marginalized groups in dialogue and negotiation over resource access and use.
In the context of increasing vulnerability to climate change for people dependent on natural resources for their livelihoods, the International Food Policy Research Institute and partner organizations in Ethiopia, Kenya, Mali, and Bangladesh undertook a project broadly aiming to create knowledge that will help policymakers and development agencies to strengthen the capacity of male and female smallholder farmers and livestock keepers to manage climate-related risks. This study—one component of the project—examines the networks and power dynamics of stakeholders in the four target countries so as to (1) identify potential partners in the research process, (2) find out which organizations could make use of the research findings in their activities, and (3) inform the communication and outreach strategy of the research project. This paper describes the network structures for climate change policy, the actors in the networks with high centrality and influence scores, and the implications of these results for outreach and dissemination.
This paper used a multivalued treatment framework to assess the effects of farmer managed natural regeneration (FMNR) on selected outcomes among 1080 rural household farmers in the Sahelian and Sudano-Sahelian ecozone of West Africa Sahel. The results indicate that keeping, protecting and managing trees in the farmland have significant effects on the livelihoods of the rural poor in the Sahelian countries. If 1000 households in a community decide to practice the FMNR continuously, it results in an increase in the gross income by US$ 72,000 per year. Noticeable changes are also observed on the value of tree products, with an observed significant increase in the value of the products harvested from tree by about 34–38 % among those actively practicing FMNR as compared to their counterparts. The results also lend support to the household resilience hypothesis of FMNR in that it leads to a significant increase of the dietary diversity by about 12–14 %. However, it also appeared that several factors impeded the regeneration of trees on farms. To foster the widespread dissemination and enhance the capacity of farmers to increase, diversify and sustain tree-based production systems, an enabling institutional, technical and policy environment needs to be promoted.
This paper reviews the central role of institutions for climate-smart agriculture, focusing on the role of institutions in promoting inclusiveness, providing information, enabling local level innovation, encouraging investment, and providing insurance to enable smallholders, women, and poor resource-dependent communities to adopt and benefit from CSA. We discuss the role of state, collective action, and market institutions at multiple levels, with particular attention to the importance of local-level institutions and institutional linkages across levels.
Where access to renewable natural resources essential to rural livelihoods is highly contested, improving cooperation in resource management is an important element in strategies for peacebuilding and conflict prevention. While researchers have made advances in assessing the role of environmental resources as a causal factor in civil conflict, analysis of the positive potential of collective natural resource management efforts to reduce broader conflict is less developed. Addressing this need, we present a framework on collective action, conflict prevention, and social-ecological resilience, linking local stakeholder dynamics to the broader institutional and governance context. Accounting for both formal and informal relationships of power and influence, as well as values and stakeholder perceptions alongside material interests, the framework aims to provide insight into the problem of (re)building legitimacy of common-pool resource management institutions in conflict-sensitive environments. We outline its application in stakeholder-based problem assessment and planning, participatory monitoring and evaluation, and multi-case comparative analysis.
The 3-year startup phase of the BioSight project envisions the development of “models, tools, and problem-focused analytics” to contribute to the project’s larger goal of establishing stronger micro-level and spatially explicit foundations to advancing the state of bioeconomic modeling. The project aims to devote particular attention to the issue of gender, and the question of how BioSight’s new models and tools can better account for the various ways the gender of resource users affects decisions about agriculture, natural resource management, and technology adoption. This paper discusses some of the conceptual issues involved in more fully accounting for gender when considering agricultural innovation adoption and presents a brief empirical analysis to illustrate the challenges of applying these insights to analytical methods.
Farmer Managed Natural Regeneration (FMNR), a set of practices farmers use to foster the growth of indigenous trees on agricultural land, has drawn substantial attention as a contributing factor to a trend of increasing vegetation greenness in the Republic of Niger. This paper identifies drivers of FMNR adoption and assesses its impacts on rural households in the Region of Maradi, Niger, an area covering 42,000 square kilometers. The results show that 26% of households practice a form of FMNR involving both pruning and protecting woody vegetation. Adoption is strongly linked to soil type, market access, and the education level of the head of household. FMNR raises household income and increases crop diversity, household migration rates, and the density and diversity of trees on farmland. It is estimated that FMNR raises the annual gross income of the region by between 17 and 21 million USD and has contributed an additional 900,000 to 1,000,000 trees to the local environment. These findings support the value of continued promotion of FMNR as an inexpensive means of enhancing rural livelihoods and an attractive alternative to reforestation efforts relying on tree planting.
