There is a consensus among industry leaders and scholars that the construction sector will lose its competitive advantages if its lethargy to adopt Industry 4.0 technologies continues. As a response, the construction industry has been advocating the more extensive use of the Design for Manufacturing and Assembly (DfMA) in projects. Research studies on this topic mainly reported technological advancement but rarely addressed the factors that lead to the development of positive organizational behavior towards the implementation of DfMA. A systematic literature review will be adopted to achieve the research aims. A total number of 18 behavioral traits were identified through the method, including client's interest, stakeholders support, availability of DfMA related resources, companies' capability, early involvement of all parties in design, development of DfMA-friendly procurement approach, the use of digital technology, government involvement, etc. The findings will shed light on DfMA adoption on behavioral aspects for global DfMA adoption in the construction industry.
Purpose This study explores the current status of risk management (RM) in Sri Lanka and the obstacles in implementing RM in Sri Lankan small construction projects. Design/methodology/approach The current research study adopted a quantitative research method. Using a purposeful sampling strategy, 100 construction companies engaged in small construction projects in Sri Lanka were selected and a questionnaire was distributed among top managerial employees of these companies. Employees belonging to 47 companies responded to the survey which provided information relating to 812 construction projects. The collected data were analyzed using the RM implementation index (RMII) and other quantitative measures such as mean, median and percentages. Findings The research findings indicated that RM incorporation was at a lower degree in small construction projects in Sri Lanka. The findings further indicated that RM incorporation was relatively high in the public construction projects compared to the private construction projects. The main obstacles identified through the survey for RM implementation were: “lack of funding”, “lack of time”, “low profit margin”, “not economical” and “lack of knowledge”. Research limitations/implications The study was limited to exploring RM implementation in small construction projects in Sri Lanka. The study was limited to the building construction companies under the 150-million-rupee (approx. below 450,000 USD) financial limit registered with the construction industry development authority in Sri Lanka. Originality/value RM in small construction projects in developing countries is a relatively less explored domain. Sri Lankan construction industry is another relatively less explored domain in terms of new management technique implementation such as RM and value management. The quantitative approach used for the study revealed that RM implementation is at a lower degree in the small construction projects. Moreover, several obstacles pertaining to RM implementation were recognized through this study. These findings will be useful for the construction stakeholders to overcome the recognized barriers and effectively use RM in their respective construction projects.
Contextual information is a crucial delimitation that needs to be considered. A review of the literature suggests the need to develop a context-based decision-making framework (DMF) to improve the quality of the decision-making process. However, retrieving the right information within a specific decision-making context is not an easy task and requires a comprehensive study. To address this need, this study focuses on developing an epistemic context-based DMF. The contextualization was carried out by thoroughly investigating the three epistemic context dimensions related to infrastructure project planning and selection processes in Indonesia. This study adopts a mixed-method approach consisting of contextual information, contextual analysis, contextual synthesis, and contextual validation. All findings were used to develop the DMF, which was validated in a realistic setting. This study is meaningful because the developed DMF can advance the project investment evaluation process by bridging the gap between infrastructure assessment constraints and epistemic context awareness. The retrieval of relevant information within a context is considered useful to configure the required setting needed in the development of a DMF, thus enhancing the relevancy and usability of the proposed DMF.
Infrastructure project selection is a challenging decision-making problem.While previous literature has pointed out relevant criteria for infrastructure project selection, these criteria need to be contextualized for the effective selection of appropriate projects.This paper aims to identify these criteria in an Indonesian context.A systematic literature review was adopted to identify infrastructure project selection criteria from both local and international practices.It was coupled with twenty semi-structured interviews to draw knowledge and experiences from the Indonesian experts.Finally, a questionnaire survey was distributed and the data was analyzed using factor analysis to obtain the underlying structure of infrastructure project selection criteria.The review of literature outlined 23 selection criteria, out of which 19 criteria were considered important in the Indonesian context.Factor analysis further produced a structure of selection criteria that comprises of five major components: technical criteria, administrative criteria, strategic fit criteria, risks & politics criteria, and innovation.This study contributes by structuring infrastructure project selection criteria that also marks the transitional change from a conventional to a modern decision-making technique as adopted in Indonesia.Thus, it provides a useful reference for decision makers in making a context-based infrastructure project selection.
Building-integrated photovoltaic technology (BIPV) is a decentralised renewable energy source with a building material function. Lack of confidence in the economic viability of BIPV has become one of the critical issues in investment decisions. Therefore, there is a need to review the real economic value of recent BIPV projects to dispel the common myth of the high cost of BIPV. This paper reviews forty-five (45) BIPV projects attached to non-domestic buildings located in twelve (12) western countries between 2009 and 2018 to understand their real economic value. Levelized cost energy, net present value and discounted payback periods are estimated to identify both direct and indirect benefits of BIPV. The economic assessment revealed that projects are economically feasible when both direct and indirect are measured. Analysis further discovered that 1) curtain wall, double-skin facades, discontinuous roofs and skylights among the building application types, 2) educational buildings among the functions of non-domestic buildings and 3) c-Si among the module technologies are economically feasible performances. BIPVs are complex and unique designs with diverse economic performances. It is important to carefully select the parameters to assess the performance levels of the application before any decision is made. The study confirms that understanding the broad values facilitates the quantification of the real contribution of BIPV. The outcome of the paper assists decision-makers and policymakers in developing strategies to decide BIPV adoption.
. In practice, there are several factors affecting the decision-making process of infrastructure project selection, which may influence the decision makers in making investment decisions. Due to its significance, these influencing factors are explored in this study using a qualitative approach consisting of twenty semi-structured interviews with industry experts in the Indonesian context. Thematic coding analysis was used to analyze the collected data. Thirteen influencing factors have successfully identified and categorized based on their similarities into four groups, namely: personal attributes, cognitive abilities, technical factors, and intervention issues. Understanding these influencing factors is crucial in infrastructure project planning and selection since it will allow the decision makers to identify foreseeable problems and take precautionary steps in order to arrive at sound decisions. Finally, this paper presents the current practice of decision-making process for infrastructure project selection and highlights the influencing factors as an important issue that exists in the current practice.
As the largest economy in Southeast Asia, Indonesia faces various challenges in accelerating infrastructure development. One of these challenges is related to the selection of infrastructure projects that are increasingly stringent considering the continuing growth of infrastructure projects. This paper focuses on issues related to the development of a Decision-Making Framework (DMF) for infrastructure project selection. In order to develop a good DMF, expected characteristics and features must be understood. Thus, this paper aims to identify these expected DMF characteristics and features through a qualitative approach. Twenty semi-structured expert interviews were conducted and analysed based on a structured thematic analysis to identify four key DMF characteristics and three groups of DMF features. These identifications are an important effort in developing a DMF so that it can be fully utilized and well-functioned. Finally, this paper reflects the current expectations in developing a good DMF for infrastructure project selection.
The transition to renewable energy system in the building industry is a complex process comprising various technology elements and influenced by multiple stakeholders and various functions. Without unravelling how technical systems are embedded with social components, the opportunity for successful implementation is compromised. Therefore, this paper examines the influence of sociotechnical elements on renewable energy uptake in the building industry. This study adopts a sociotechnical network perspective and proposes a meta-network analysis (multi-link and multi-node network) to assess complex sociotechnical systems and uses an example of building-integrated photovoltaic (BIPV) uptake to demonstrate the approach. A comprehensive literature review and 20 interviews assisted in the development of the sociotechnical network. The adoption process is transformed to a three-node network,with nodes as social actors, technical artefacts and actions (drivers that influence the deployment). The findings reveal significant sociotechnical elements as adopters/clients: governments, BIPV panels, energy storage systems and the building. The system performances, uniform standards, regulations and building codes, stakeholder collaborations, incentives and upfront cost are highlighted as critical drivers influencing deployment. The goal of the study is to inform practitioners and researchers how social and technical dynamics shape successful renewable energy transition in the building sector.
Introduction: Effective project management revolves around Strategic Management. Logistics seem simple and straight forward but, often the role it plays in scientific undertakings is overlooked. It is usually assumed that research starts and ends in the laboratory. It is a fact that, for research activities to be successful, it requires exceptional planning to ensure that, resources are available as per the approved work-plan. This entails determination of what, when, who, why and how it is to be done. Recent studies indicate that, logistics-related activities' impact on research undertakings significantly. Objective: To document the project management experiences and lessons learnt in coordinating and implementation of East Africa Public Health Laboratories Networking Project –Operational Research (EAPHLNP-OR) activities in five East African countries, namely: Kenya, Rwanda, Burundi, Uganda and Tanzania. Methodology: The operational research component of the EAPHLNP, KEMRI established an OR Secretariat to coordinate the project activities in Kenya and provide leadership to regional principal investigators. In consultation with the project Secretariat, the role of the administrator involved Work plan and budget preparation, planning, organizing, communicating, coordinating local and regional meetings, linking KEMRI research team with the study site (Hospital Administration) and Research Teams in the various counties. The site Teams obtained informed consent, recruited respondents, collected specimens, analyzed the specimens and shipped a portion of the same together with the results to KEMRI. Key Activities Of The Project: Managing financial aspects (budget and financial report preparations), logistical coordination, and procurement of training materials, organizing for meeting venues, taking minutes, travel arrangements and participation in scientific report writing. Control mechanism such as dairies, ledger books, work plan charts and schedules, managing and monitoring the progress of the project activities. Lesson Learnt & Challenges: Interpersonal skills were essential at all stages of the project. The critical stage was the forming, storming, and norming stages. Here, group dynamics and conflicts took center stage. This threatened to stall the OR Project. Timely and constant communication with the study site coordinators, prioritization of scheduled project activities, was essential. Ensuring all parties are kept informed on the progress of the OR activities. The information in user-friendly format dairies and schedules provided the necessary feedback at administrative level, on project performance and at research findings. Key challenges included fluctuating funding, group dynamic conflicts and staff transfers. Discussion: EAPHLNP-OR was a Seven (7) years project undertaking, which for effective management involved understanding of the operating environment, strategic planning for short and long term goals, constant communication, review of priorities, documentation and practise of goodinterpersonal skills. Conclusion: Successful project management in OR required an administrator to coordinate the utilization of the available resources both capital and human. This is the second supplement in this issue only aspects on findings from TB and Enteric studies done in Kenya have been addressed.Three regional policy briefs on TB Enteric and malaria have been included.
Project financing has been implemented globally in infrastructure financing for at least half a century. In Indonesia, where the adoption of project financing is gaining momentum, there is a concurrent need for innovation in project financing schemes in order to accelerate infrastructure development. One area of recent innovation is the use of Islamic finance or sharia-compliant financing. To date, research on Islamic project financing of infrastructure has been conducted predominantly in Islamic countries and developed countries, which shows that it has many benefits. It is reasonable to expect that Islamic project financing may also be a suitable financing alternative in Indonesian infrastructure development. This paper discusses the Islamic financing implementation in Indonesian infrastructure projects. Case studies on three mini hydropower plant projects that have utilised Islamic financing mechanisms were conducted. The results show that the use of Islamic finance instruments has been integrated into financing infrastructure projects. In the context of Indonesia, Islamic banks play the most important role in financing infrastructure projects through the use of the sharia scheme. However, there are challenges that need to be addressed to ensure that this implementation can be executed extensively.
Research on Islamic project financing in infrastructure conducted predominantly in Islamic countries and developed countries showed its many benefits. This particular research focuses on Indonesia. As a developing country with a majority of Muslim population, it is reasonable to expect that Islamic project financing may also be a suitable option for financing alternatives in Indonesian infrastructure development. This paper aims to identify the barriers to implementing Islamic financing for infrastructure project development. A Delphi study was conducted to gather the views and opinions of an expert panel. The study found that the main barriers to implementing Islamic project financing are a lack of understanding of the Islamic project financing concept, a resistance to using Islamic finance, and investors’ behavior and characteristics, such as a profit-oriented mind-set and risk avoidance, which might affect the infrastructure stakeholders’ preference for using a sharia-compliant scheme.
Infrastructure project selection and prioritization is a challenging decision-making problem. Thus, decision makers are required to develop and use a decision-making framework to evaluate the proposals. The first step in developing such framework is to establish the decision criteria. This research aims to identify these criteria based on a systematic review of literature. A total of 34 decision criteria for infrastructure project selection was identified. In addition, this research has also identified three major facts related to decision criteria and presented a structured model to integrate these decision criteria into a Decision-Making Framework. As a preliminary study, the findings from this research are expected to assist further research on developing a Decision-Making Framework for infrastructure project selection.
In many developing countries, infrastructure development has played an important role in driving economic and social growth. It has also been useful in accelerating development at both regional and national levels. Nevertheless, history provides many examples of infrastructure projects that have been cancelled for one reason or another. Such cancellations have often resulted in losses. Thus, it is important to study and learn from these cancelled projects in order to improve future project performance. This paper investigates the case of a cancelled urban transport infrastructure project in Indonesia. The case considered in this study is that of the Jakarta monorail project which was started in 2004 and completely discontinued in 2015. The example of the Jakarta monorail project is instructive as it has not been the subject of intensive study up to this point. This paper takes a case study approach, coupled with comprehensive reviews of extensive sources on the topic of cancelled infrastructure projects. This study applies a thematic coding technique using NVivo11 software to analyze and find patterns from qualitative data. The observed issues were grouped into three categories, i.e.: the history, causes and impacts of the Jakarta monorail cancellation. Furthermore, the authors also underscore the importance of making a “kill decision” as an option. The findings from this paper also highlight the importance of front-end planning in infrastructure projects.
Distributed solar PV design and management in buildings is a complex process which involves multidisciplinary stakeholders with different aims and objectives, ranging from acquiring architectural visual effects to higher solar insolation in given location, efficient energy generation and economic operation and maintenance of the PV system. Therefore, proper PV design tools are necessary for achieving unique aims, objectives and performance goals of a PV project. This paper presents 23 solar PV design and management software and 4 smart phone/tablet applications, analyzing their features against 15 key aspects of solar PV design and management. The results show that the selected PV design and management tools cannot satisfy all aspects of PV design and management. 14 solar PV design and management application problems were identified. An integrated platform which will provide cost-effective solutions for PV project development is proposed at the end of the paper. The proposed platform should open a new outlook on potentially wider multidisciplinary usage of solar PV design and management tools world wide.
Academics and practitioners have paid close attention to front-end planning research, especially in the construction industry. It is known with many acronyms including pre-project planning and front-end loading. Since 1994, Construction Industry Institute (CII) has set front-end planning as one of themain research topicareas in their knowledge structure. A lot of research related to front-end planning and project scope definition has been conductedsince then. However, there lacks a comprehensive review of the currentstudies on the topic. Thus, the objective of this research was to undertake a comprehensive literature review of papers related to front-end planning. Reviewing 83 selected papers, this research raises several important issues regarding front-end planning such as the position of front-end planning in project life cycle, the differentiation between front-end planning and project planning, the significance of front-end planning, the front-end planning organization management, the front-end planning phases, the challenges in front-end planning implementation, and the identification of research gaps in front-end planning. The findings of this research contribute to furtherunderstanding of front-end planning andwould be useful for practitioners and academics to conduct further empirical studies on the subject matter.
The implementation of international infrastructure development projects is confronted with many challenges. Lessons learned has emerged as the vital key to success of these projects. Management of lessons learned is a chain with organizational stakeholders as links, of which government agency is arguably the weakest. While many organizational stakeholders (e.g., international development banks, independent consultants) are sophisticated in lessons learned practices, little is researched on and understood of how governments agencies manage lessons learned and how to help them do so more effectively. This paper reports on a study, which is part of a larger research effort, into the barriers and enablers to effective lessons learned practices in international development projects. The study uses a government agency in Vietnam as a case. It has four steps. First, documents related to project management policies are analyzed and literature reviewed. Second, twenty-five officers from the government agency are interviewed using a semi-structured guide. Third, output from document analysis and the interviews is used to categorize barriers and enablers to effective lessons learned management. Four, a survey is used to solicit input to the importance of the barriers and enablers. The major finding is barriers and enablers that are critical to effective management of lessons learned in this kind of projects. These barriers and enablers are ranked and grouped into three categories: (1) individual, (2) organizational, and (3) inter-organizational. Outcome of the research provides a basis for a better understanding of barriers and enablers to managing lessons learned in international development projects. The research results will be used to develop a conceptual framework for lessons learned practices and strategies to improve them in the next research phase.
Research in the realm of projects is increasingly turning its focus on governance. Much has been written on the importance of good governance and the clear link between good governance and project success. However, few have delved into delineating the core functions of governance that is central to good governance. In this conceptual paper, we examine existing research ideas and concepts of project governance to develop a framework to add to the knowledge base of this subject. This paper proposes six core functions of project governance. They include (1) determining the objective, (2) determining the ethics, (3) creating the culture, (4) designing and implementing the governance structure, (5) ensuring accountability by management and (6) ensuring compliance. The framework described in this paper can provide guidance to organizations in the development of effective project governance to optimize the management of projects.
