В статье проведен анализ текущего состояния цифровизации российской промышленности, рассмотрены проблемы и выявлены перспективы трансформации промышленности в цифровой экономике. Мониторинг процесса выявил достаточно высокую степень первичной компьютеризации, растущую включенность промышленных предприятий в цифровой обмен с поставщиками и потребителями, динамичное развитие отечественного программного обеспечения. Одновременно он показал, что развитие цифровой трансформации российской промышленности по сравнению со странами-лидерами этого глобального процесса находится пока еще на начальной стадии, а достижение поставленных амбициозных задач требует высокой инновационной активности и грамотной промышленной политики. В работе раскрываются существующие барьеры и трудности на пути реализации этих требований, а также предлагаются шаги по их преодолению в интересах ускорения развития отечественной экономики в целом.The article analyzes the current state of digitalization of the Russian industry, considers the problems and prospects of transformation of industry in the digital economy. Monitoring of the process revealed a sufficiently high degree of primary computerization, the growing involvement of industrial enterprises in the digital exchange with suppliers and consumers, the dynamic development of domestic software. At the same time, he showed that the development of digital transformation of the Russian industry in comparison with the countries-leaders of this global process is still at an early stage, and the achievement of ambitious goals requires high innovation activity and competent industrial policy. The paper reveals the existing barriers and difficulties in the implementation of these requirements, and proposes steps to overcome them in order to accelerate the development of the domestic economy as a whole.
Purpose: the main purpose of the article is to study the current state of the investment and innovation process in the regions of Russia. To achieve this goal, the article solved the following problemsthe: to describe measures to ensure a balanced innovative growth of Russian regions; to substantiate the need for large-scale increase and effective use of investment funds to stimulate the transition to a new quality of economic growth based on the deployment of innovative processes; to investigate the problems of development of large and small business in the regions, as sources of innovation and job creation; to carry out an analysis the cluster approach as the most priority area with great potential for creating new competitive advantages of the regional economy; to evaluate the effectiveness of management tools that have a direct impact on the innovation space in the regions.Methods: the study was conducted using systematic, logical, comparative analysis, grouping and generalization methods, which made it possible to ensure the validity of the results and conclusions of the study.Results: the factors influencing on the investment and innovation development of the regions have been identified, the management tasks solved in interaction at the level of the state, the region and the industrial complex have been identified. These factors allow multiplying and effectively using the opportunities for large and small business in order to modernize, provide the necessary investment support for the innovative development of regions and the country. Using these approaches give the opportunity to increase the effectiveness and quality of the influence of these factors and tasks on the innovative development of the regions and to adapt their strategy of innovative modernization.Conclusions and relevance: the article show the special role of active investment-innovative interaction between the national and regional levels of public administration for implementation of modernization processes in the economy in order to build a common innovation space in the whole country.
This paper summarizes Russia’s experience in the use of the cluster approach to solving modernization and innovative development problems in the country’s economy. Our main attention is focused on analyzing the formed approaches, programs, and regulatory legal acts adopted on clustering at the federal and regional levels. We have also analyzed the positive experience accumulated by individual constituents of the Russian Federation. The paper shows the key role of infrastructural systems of intellectual and financial capital in supporting a cluster’s innovative orientation.
Foreign experience in carrying out cluster policy and the scales of distribution and the variety of cluster structure types abroad are considered and generalized. The main attention is given to innovation directivity as the key factor of increasing regional and national economic competitiveness. The important role of the state in formation of effective cluster policy providing substantial improvement in the business climate and stimulating the priority development of high-tech fields is placed in strong relief.
