Under the environment of economic globalization in the mining indurstry, Chinese government has drawn up the going out strategy. Some large-sized Chinese companies and enterprises set up the global resources strategy for the company’s operation and development more and more overseas mineral exploration projects are carried out. Among these projects, most of them implement the management system of the project manager’s responsiblity for the project operation. The authors analyzed the main factors influencing overseas team building under project manager responsibility system, and propose some useful suggestions on team building of oversea mineral exploration projects.

The most prominent performance of globality of mining economic is globality of minerals exploration,under the going out mining strategy in our country,many large domestic mining companies and minerals exploration geological enterprises are playing actively role in the world minerals exploration markets,getting huge economic benefits but also exposing many problems in the practice of the contract of minerals geological survey.The author analyzes the most critical problems,minerals exploration work team and feasibility of the work program in this paper,during the performance of contracts of minerals geological survey in overseas,giving some recommendations of control and management to put forward on such contracts from the point of the view of geology,human resources management,law and economy etc.

Contract of minerals geological survey is established between the equal entities for the purpose of the establishment,change or terminate civil rights and obligations of the agreement for discovering mineral resources,which has significant industry feature of mineral geological survey.The author analyses the elements and the features of the contract in this paper,to deepen the understanding of the contract performance and contract disputes from the point of the view of the geology and the law.Strengthening the awareness of such contracts is important because of the complex disputes much more arising out of the contracts in practicing of commercial mineral geological survey.

提出一种新的判断系统可观测性和可观测度的方法,详细分析了机体各种运动对系统姿态角误差可观测性和可观测度的影响,并把该方法应用于组合导航系统的可观测性和可观测度的研究中.该方法利用了误差状态的最小二乘估计均方误差阵的特征值和特征向量,能判断系统的可观测度,避免进行卡尔曼滤波计算求协方差阵.仿真结果表明该方法简单、快速、有效.
