Vietnam is supportive of the transition to sustainable rice production in the Mekong Delta. The national program promoted best management practices for rice production through “1 Must Do and 5 Reductions” (1M5R). This review traces the technological development and uptake of 1M5R in national policies and by end-users. We highlight the outcomes from various policy-supported initiatives and unpack plausible pathways that generated the widespread adoption of 1M5R in eight provinces in the Mekong River Delta: at least 104,448 smallholder rice farmers were reached, and 1M5R practices adopted on 113,870 hectares. The scaling of 1M5R was enabled through a convergence of different socio-technical systems with varied foci, including sustainability certification, contract farming, consolidation of production, and improved use of inputs, aside from the development of sustainable technologies. In addition, 1M5R was promoted with incentives generated by a World Bank project and other initiatives in line with a national policy of increasing the quality of rice production for national and international markets. The interconnections of varied socio-technical systems, enacted by different intermediaries, catalyzed the spread of 1M5R. The widespread adoption by smallholder farmers increased their profits and raised awareness across diverse stakeholder groups of the higher marketability of rice produced with sustainable practices.
This article analyzes maize value chain performance in Malawi and Mozambique using data collected from a market study commissioned by the International Centre for Tropical Agriculture. The results show that although smallholder maize productivity is slightly higher in Malawi, a maize value chain analysis indicates that smallholder maize in Mozambique is more competitive. Mozambique has a relatively higher competitive advantage with regard to maize production because of the relatively lower input costs, perhaps due to its proximity to the coast, which invariably reduces input costs relative to its land-locked neighbor, Malawi. However, smallholder maize productivity is low in both countries, when compared to the regional average. The article concludes that interventions aimed at raising smallholder productivity would invariably make smallholder farmers more competitive. It proposes policy implications aimed at raising the productivity and trade competitiveness of maize, as this will ensure the overall productivity of the maize-based smallholder farming system in the two countries.
This paper focuses on smallholder maize production in Malawi by investigating the link between productivity and soil fertility management. Many studies conducted in Malawi indicate declining levels of maize productivity thereby posing food security concerns, since maize is the staple crop for most areas of the country. This analysis focuses on the factors influencing productivity of maize among smallholder farmers, especially given the fears that unfavorable output and input market conditions throughout the 1990s may have compelled smallholder farmers into unsustainable agricultural intensification. Farm-household survey data is thus used to compare the productivity of smallholder maize production under integrated soil fertility (ISFM) and chemical-based soil fertility management. A normalized translog yield response model is estimated by imposing monotonicity and curvature correctness at the sample mean. The results indicate higher maize yield responses for integrated soil fertility management options, after controlling for the intensity of fertilizer application, labour intensity, seed rate, land husbandry practices and policy factors such as market access, extension and credit access. The estimated model is highly consistent with theoretical regularity conditions. Thus, the findings indicate that the use of ISFM increases maize productivity in comparison to the use of inorganic fertilizers. Since most farmers in the maize-based farming systems are crowded out of the agricultural input market and can hardly afford optimal quantities of inorganic fertilizer, enhancement of ISFM provides scope for enhancing maize productivity and food security especially where inorganic fertilizer is highly unaffordable and risky to use. Thus there is need for policy interventions to promote smallholder uptake of ISFM options. Finally areas of policy support in crop output and input market development, credit access and extension service provision are identified to enhance ISFM uptake in smallholder maize-based farming systems.
This paper discusses tomato value chain performance in Malawi and Mozambique using data collected from a market study commissioned by the International Centre for Tropical Agriculture as part of a regional research on conservation agriculture in maize-based farming systems in Sub-Saharan Africa. The results show that Malawi has a slightly higher competitive advantage in the production of tomato compared to Mozambique. Malawi's relative competitiveness in tomato is mainly due to slightly higher productivity and the cost advantage in labor (low wages) and irrigation costs. The paper proposes policy implications aimed at raising the productivity and trade competitiveness of tomato, as this will ensure the overall productivity of the maize-based smallholder farming systems in the two countries.
The Government of Malawi has since 2005 been pursuing a growth strategy mainly based on increasing the volume of agricultural exports. This entails that Malawi should endeavor to improve the competitiveness of its agricultural commodities so as to gain an increasing share of the regional and international markets. This paper analyzes the competitiveness of the country's key agricultural commodities -- tobacco, maize, cotton, and rice -- using prices that prevailed in the 2007/08 agricultural season. The paper employs a quantitative value chain methodology to assess the country's prospects for competitiveness and suggest weak links along the value chain that require attention in order to improve trade competitiveness. The results indicate that Malawi has some competitive advantage in the production and exportation of tobacco and cotton, and that this mostly derives from its low labor cost advantage. However, the results indicate that based on 2007/08 prices and costs, Malawi does not have competitive edge in maize and rice production for export. As such, Malawi would better pursue an import substitution strategy in these cereals, and perhaps only aim at the export market when regional market opportunities arise. Key factors that underpin Malawi's narrow competitiveness include the high cost of inorganic fertilizer and other inputs, low productivity, and the higher trader margins and intermediation costs along the value chains. Furthermore, farm gate prices in Malawi are higher than in other countries, and this undercuts its trade competitiveness.
We estimated a normalized translog yield-response model using African farm-household survey data to compare the yield of smallholder maize production under integrated soil fertility management (ISFM) and chemical-based soil fertility management. Controlling for other factors, maize yield responses were higher under ISFM. Results suggest ISFM practices would significantly improve the profitability of smallholder maize production, especially under escalating fertilizer prices.
This paper analyses Malawi's smallholder agricultural efficiency, using a nationally representative sample survey of rural households undertaken by the National Statistical Office in 2004/2005. It aims to inform agricultural policy about the level and key determinants of inefficiency in the smallholder farming system that need to be addressed to raise productivity. The study found that the factors that improve efficiency are higher output prices relative to input costs, favorable commodity and input markets, farmers' organizations, extension, productive assets, and the quantity and productivity of household labor. The wide range of inefficient practices suggests there is considerable scope for improving efficiency in the smallholder sub-sector. The paper concludes with policy implications that highlight ways to achieve this goal.
We assess the level and determinants of relative technical efficiency of maize-based smallholder farmers using a translog stochastic frontier (TL) model and a symmetric generalized Barnett production function (SGB), both of which are tested for economic regularity conditions. In addition, we conduct a bootstrapping procedure in order to infer about the probability distributions and significance of the relative efficiency values for farmers using different soil fertility management options. The results indicate that higher levels of relative technical efficiency obtain when farmers use integrated soil fertility options compared to the use of chemical fertilizer only. The consistency of the results across the two models increase the robustness of the findings. The paper concludes that productivity growth under the maize-based farming systems is considerably higher when farmers use integrated soil fertility management options. Thus there is need for policy and institutional interventions that enhance farmers’ adoption and scaling-up of integrated soil fertility management.
On mesure le niveau et les déterminants de l’efficacité technique des petits producteurs de maïs en utilisant la méthode de frontière stochastique translog bootstrappée dont la validité est vérifiée a posteriori. Les résultats montrent que les plus hauts niveaux d’efficacité technique sont obtenus par les agriculteurs utilisant une fertilisation intégrée de la culture plutôt que des fertilisants uniquement minéraux. Concernant les variables de politique utilisées dans l’analyse, l’accès aux marchés des input et output, l''offre de crédit et les services complémentaires influencent considérablement l’efficacité technique des petits agriculteurs. Il est souhaitable d’approfondir ces dimensions de la politique publique avant d’aborder l’efficacité de l’agriculture malawienne et ses conséquences sur la pauvreté en garantissant une gestion durable de la fertilité du sol.

This study assesses the impact of agricultural policy on soil fertility management and productivity in the smallholder maize-based farming system in Malawi. The study applies econometric and farm household modeling to address three specific objectives: to characterize factors affecting farmers' choice and intensity of soil fertility management practices, to assess the productivity, profitability and technical efficiency implications of such practices, and to identify the most feasible options that maximize food security, i. e. household income, with lower soil fertility mining implications. The study recommends a soil fertility management policy based on complimentary strategies.
