This article aims to explore the perceived barriers and the possible factors that facilitate the future adoption of AI agricultural tools by Moroccan agricultural value chain organizations. To achieve this goal, we used the TAM-TOE model using all the variables pre-validated by authors. Then, we conducted a cross-study between agribusinesses previously published and suppliers of AI agricultural technologies where 15 startups were interviewed. Moreover, data analysis was elaborated in three stages: transcribing, coding interviews, and thematic analysis using Nvivo14. Finally, the findings of this study were analyzed and discussed.
L'objectif de cette étude est d'entreprendre une recherche analytique sur les acquis et les défis de l'e-gouvernement au Maroc au cours des différentes stratégies numériques mises en œuvre. La période étudiée s'étend de 2003 à 2023, permettant d'analyser et de fournir des éléments de réponse à la question centrale: Quels retombés concrets perçus dans l’avancement d’e-gouvernement marocain après 20 ans des stratégies numériques successives ?
This study's primary goal is to assess stakeholders' perceptions of the effectiveness of the digital transition in Moroccan public services, specifically E-government systems. It adopts Delone and McLean's [DeLone and McLean in Found Trends Inf Syst 2:1–116, 2016] Information Systems' success model as a framework. The research methodology involves conducting qualitative interviews with 17 managers, and these interviews were guided by designed interview guides. Data from these interviews were processed and analyzed using Nvivo Qsr 12 software. Through this process, five additional variables (human capital, telecommunications infrastructure, willingness to use, state strategy, and continuous training) were identified and integrated into the model. The findings indicate that the quality of the IT system within e-services positively impacts the performance and public value of the Moroccan administration, as well as user satisfaction and perceived service quality. Therefore, maintaining and enhancing e-services' quality is crucial for their success and ensuring user satisfaction.
Artificial intelligence and big data are two technologies that are revolutionizing today’s world; countries and companies that adopt them have an undeniable competitive advantage over their competitors and can face various problems. With the phenomenon of hydric stress that is facing Morocco and the challenges confronting its chemical fertilizer industry that provides raw materials for the agricultural sector, the country has to introduce precision agricultural process and virtual sensing techniques in the chemical manufacturing to ensure performance and economic competitiveness. But to do so, we must first analyze the variables that can delay and even block the adoption process. This paper presents a new proposal for a research model based on the TAM and TOE models that will help us to answer, through an exploratory empirical study, the question of the variables that positively or negatively influence the process of adoption of these technologies by organizations. To describe the model, we introduce its various constructs and its main variables, as well as the hypotheses to be analyzed based on the literature review and adapted to the purpose of the study. Then we present the results of our exploratory empirical study aimed to refine the research model we developed earlier. Finally, we discuss the main implications of this research model, the opportunities that could arise from this proposal and the future of this research.
This paper focuses on assessing the public value of e-government in Morocco, using Delone and Mclean's (2016) Information Systems (IS) success model as a reference framework. The methodology is based on a qualitative exploratory study involving 13 companies, including law firms, architecture firms, and real estate developers firms. An interview guide was designed to collect data, which were analyzed using Nvivo Qsr 12 software. The analysis identified six variables, namely: "Human Capital, Telecommunication Infrastructure, Willingness to Use, State Strategy, Continuous Education, and Culture," which were added to the seven predetermined variables of the Delone and Mclean (2016) IS Success Model. This research outlines practical implications that are essential for the long-term success of e-government initiatives in Morocco. These include investing in skills development, effectively communicating the benefits of e-government, promoting collaboration between the public and private sectors, recognizing organizational culture, putting mechanisms in place to measure performance and user satisfaction, as well as making adjustments to organizational processes and rigorously managing data security. On a political level, these adjustments underline the importance of a coherent government strategy, which focuses on strengthening human capital and telecommunications infrastructures, in order to promote a successful digital transformation and achieve the objectives of trust, transparency, and efficiency in public services.
This article aims to find the determinants that affect patient satisfaction regarding the Mawiidi public portal in Moroccan public hospitals and assess its outpatient online booking system effectiveness using a model that integrates the Technology Acceptance Model (TAM) with the Information Systems Success Model (ISSM) while adopting a quantitative research methodology. The analysis was conducted using 348 self-administered questionnaires to analyze eight key constructs, such as information quality, patient satisfaction, perceived ease of use, and privacy protection, among others. The results of PLS-SEM verified six out of eleven hypotheses tested, which reflected that information quality has a positive influence on perceived ease of use, which again enhances patient satisfaction. The major factors influencing the satisfaction and trust of patients in online appointment scheduling systems at public hospitals are highlighted. Indeed, privacy protection enhances patient satisfaction and trust. Service quality positively affects satisfaction but to a lesser degree. Website-related anxiety impacts perceived ease of use, although it has a limited influence on satisfaction. Such findings can inform suggestions for the managers of hospitals and portal designers to increase user satisfaction. This study uses a model from the TAM and ISSM frameworks, including cultural and socioeconomic aspects that apply to Morocco’s healthcare context.
Le présent papier vise à établir une synthèse de revue de littérature sur la problématique de la transformation digitale de l’administration fiscale en citant d’une part les principales tendances technologiques des administrations fiscales à l’échelle internationale ; en effet, il a été choisi des expériences réussies de quatre pays (Kenya, Australie, Espagne, Singapour); et d’autre part mettre la lumière sur les grands projets de la direction générale des impôts marocaine relatifs au chantier de la transformation digitale. Les sources ont été collectées par le biais d’une méthode dite strategic mapping structure (SMS). Pour garantir l’aspect actualité du travail, les résultats de la recherche retenus sont ceux qui sont publiés sur les dix dernières années (2012-2022). Cette revue de littérature aide à découvrir la recherche sur la transformation digitale au Maroc, permettra par la suite de cerner les obstacles/facteurs de succès de ce chantier cas de l’administration fiscale marocaine, objet de prochain travail. This paper aims to present a literature review on the issue of digital transformation in tax administration. Citing, on the one hand, the main technological trends of tax administrations on an international scale, four countries' experiences have been selected (Kenya, Australia, Spain, and Singapore). On the other hand, to highlight the major projects of the Moroccan tax administration. The sources were collected using a methodology known as strategic mapping structure (SMS). To guarantee the topicality of the work, the research results selected are those published over the last ten years (2012-2022). This literature review will help to discover the research on digital transformation in Morocco, and will then enable us to identify the obstacles/success factors of this project in the case of the Moroccan tax administration, the subject of the next work.
L’objectif de ce papier est de mener une étude analytique comparative des critères d’évaluation des systèmes e-gouvernement au Maroc en mettant le point sur son positionnement international par rapport au certains pays du continent (Egypte Afrique du Sud, Maurice, les Seychelles, Rwanda) et du Maghreb (Tunisie, Algérie, la Lybie et Mauritanie) dans le domaine. Sur la base d’une recherche bibliographique sélective de 39 articles et rapports sur 880 retenus au début de la recherche, une étude d’analyse bibliographique a été menée en mesure d’identifier les différentes variables influençant l’évaluation d’e-gouvernement et de la valeur publique de certains pays émergents (Inde par exemple) qui partagent un bon nombre de paramètres socioéconomiques avec le Maroc. Pour l’analyse de l’évaluation des pratiques e-gouvernement, cette étude repose sur l’Indice de Développement d’E-Gouvernement (IDEG), un outil adopté par l’ONU dans l’évaluation des pratiques numériques des pays membres dont le Maroc fait partie. L’étude montre que le Maroc a un potentiel qui nécessite à être mobilisé d’avantage pour améliorer ses indices d’IDEG et se classer parmi les meilleurs pays émergents en matière d’e-gouvernement et de valeur publique. Le Maroc est appelé ainsi, de consolider ces efforts autour de la qualité des services en ligne, un domaine où il présente un retard par rapport à d'autres pays émergents en général, et du Maghreb en particulier. Il est important de souligner que le Maroc a initié son premier Plan d'Action à court terme en mars 2003, comprenant 32 projets pilotes. Cette étude se concentre sur la période allant de 2003 à 2022 pour analyser l'évolution des pratiques d’e-gouvernement dans le pays en question au cours de cette période et pour apporter des éléments de réponse à notre question centrale : Quel est le niveau de développement de l'e-gouvernement au Maroc et comment se positionne-t-il à l’échelle internationale ? The aim of this paper is to conduct a comparative analytical study of the evaluation criteria for e-government systems in Morocco, focusing on the country's international positioning in relation to other countries on the continent (Egypt, South Africa, Mauritius, Seychelles, Rwanda) and in the Maghreb (Tunisia, Algeria, Libya, and Mauritania) in this field. On the basis of a selective bibliographical search of 39 articles and reports out of the 880 retained at the beginning of the research, a bibliographical analysis study was carried out in order to identify the different variables influencing the evaluation of e-government and public value in certain emerging countries (India, for example) which share a good number of socio-economic parameters with Morocco. To analyze the evaluation of e-government practices, this study uses the E-Government Development Index (EGDI), a tool adopted by the UN to evaluate the digital practices of member countries, including Morocco. Morocco is therefore called to consolidate these efforts around the quality of online services, an area in which it is lagging behind other emerging countries in general and the Maghreb in particular. It is important to note that Morocco initiated its first short-term Action Plan in March 2003, including 32 pilot projects. This study focuses on the period from 2003 to 2022, to analyze the evolution of e-government practices in the country over this period and to provide some answers to our central question: How developed is e-government in Morocco, and how is it positioned internationally?
This paper aims to improve our proposed research model in our previous article, the latter investigated the predictors of Green IoT in Morocco’s agricultural context, based on the TAM [1] model as well as GITAM framework [2], all coupled with the concept of trust in the reliability of IT innovations. This study joins a specific-sector variable which consists of Land Tenure, in addition to Hofstede’s cultural value which is Uncertainty Avoidance which affects farmer’s intention to adopt Green IoT irrigation system in Morocco. Uncertainty Avoidance, which refers to the degree to which people are bothered by ambiguity and uncertainty is predicted to have a significant impact on people’s willingness to trust. In this article, Green IoT adoption, as well as Land Tenure, trust, and uncertainty avoidance are examined, leading to the formulation of the study’s research framework.
Women entrepreneurs encounter numerous obstacles as they embark on and oversee business ventures, particularly in developing countries where poverty exacerbates the challenges they confront. This bibliometric literature review seeks to elucidate the evolutionary trajectory of the research field, aiming to advance an in-depth understanding of the intricate connections between female entrepreneurship, poverty, and social media in developing nations. Despite the considerable attention given to female entrepreneurship in developed countries, there exists a conspicuous dearth of comprehensive literature addressing the specific context examined in this study. Therefore, this article not only discerns existing research gaps but also furnishes valuable recommendations for future studies, aiding scholars in broadening their insights into this pivotal subject matter. By highlighting the intersecting challenges of gender disparities, poverty, and the distinction between formal and informal sectors, this review contributes to the formulation of targeted interventions and strategies. These initiatives are designed to support the endeavors of women entrepreneurs and foster inclusive economic growth, thereby addressing the intricate issues faced by female entrepreneurs in developing regions.
E-learning was a major study area during COVID-19 pandemic. Practically, public and private higher education institutions worldwide have switched from traditional face-to-face teaching to online learning solutions in order to deal with the spread of the coronavirus. Hence, the purpose of this study is to evaluate the effectiveness of the e-learning solution during COVID‐19 crisis. The research data were gathered using a self-administered online survey from Moroccan public university students. Through using the structural equation modeling under the partial least squares (PLS-SEM), the findings reveal that instructor quality has a direct and significant influence on system use and learner satisfaction. Likewise, user satisfaction is positively associated with system quality. Moreover, the e-learning system success is driven by both system use and learner satisfaction. These results are useful for Moroccan University policymakers in order to develop best practices to ensure a successful e-learning implementation.
The agricultural sector is unpredictable and complicated for farmers to manage it, especially with all the immoderate challenges that condemn the development of agricultural production. Regarding Morocco, water scarcity remains the major challenge that face the sector and put at risk the irrigation based fields-that represents approximately the half of the agricultural GDP-, the nutritional needs of the Moroccan population as well as the global sustainable growth. A way to handle this issue is adopting green IT that enable farmers to establish one of the latest trends in the global smart irrigation systems which are Green Internet Of Things or G-IoT driven smart irrigation. These technologies are currently highly requested and used in the Moroccan agricultural context contributing to the economic and environmental performance. Consequently, the aim of this study is to inspect the factors that affect the farmer's intention to adopt Green IoT based irrigation systems in the Moroccan case. The study is conducted on a literature review based on studies concerning the same subject matter in an international level, and contribute to the research development by proposing a theoretical model related to farmers’ Green IoT adoption.
The COVID-19 pandemic has forced Higher Education Institutions (HEI's) to rethink the teaching approach taken. In response to this emergency state, Moroccan universities switched to the e-learning approach as an alternative to face-to-face education. At this level the assessment of e-learning systems success becomes a necessity. This data article aims to identify e-learning systems success determinants during the COVID-19 pandemic. The data was collected from students of the Moroccan Higher Education Institutions. The research data are collected via an on a self-administered online questionnaire, from a sample of 264 university students. The responses are collected from students of 12 Moroccan universities and 31 Moroccan educational institutions. The data were analyzed using a structural equation modeling method under the Partial Least Squares approach (PLS-SEM). Data analysis was performed using SmartPLS 3 software. Universities managers can use the dataset to identify key factor to enhance e-learning system success.
Le « Social CRM » est un nouveau paradigme qui a récemment émergé pour décrire l’utilisation des médias sociaux en faveur de la gestion de la relation client. Aujourd’hui, le « Social CRM » offre aux entreprises l’opportunité d’être à l’écoute des clients et de pouvoir créer de la valeur en partenariat avec eux. L’objectif de ce papier est d’expliquer l’adoption du « Social CRM » par les PME de tourisme au Maroc. Il propose un modèle conceptuel regroupant différents facteurs déterminants de l’adoption, et qui a pour fondement théorique la théorie d’adoption des innovations de Rogers et le cadre TOE de Tornatzky and Fleischer 1990. Pour apporter des éléments de réponse à notre problématique de recherche, nous avons mené une première étude exploratoire auprès d’une dizaine de PME à la région Tanger-TétouanAl Hoceima. L’analyse des résultats a été faite à l’aide du logiciel N vivo12. L’analyse a montré que les principaux facteurs influençant l’adoption du « Social CRM », sont le soutien du Top Management, les connaissances des employés en SI, l’avantage relatif, la compatibilité, la facilité d’utilisation, la testabilité, l’observabilité des résultats, et la pression concurrentielle. Aussi bien, un nouveau groupe de facteurs est à ajouter au modèle initial qui sont les caractéristiques liées au dirigeant de la PME. Pour pouvoir généraliser les résultats, une nouvelle étude quantitative confirmatoire sera mise en œuvre à l’échelle nationale.
Artificial intelligence and big data are two emerging technologies that is now gaining ground among organizations. Their added value and their impact on business performance differ from one industry to another. Due to increased competitiveness, and in order to survive in the market, companies are led to adopt these new technologies that will enable them to be more performant and offer customers goods or services that meet their real needs since this approach is based on data collected from outside the company's environment. To do so, it is important to know and analyze beforehand the factors and variables that impact the adoption and acceptance process in order to manage them. This paper focuses on establishing a synthetic literature review to find out the current state of researches on the problems of AI and Big data adoption and acceptance, and it also argument the empirical sector’s choice. The findings of this study show that agricultural and chemical industry sectors are the two most promising sectors for AI in Morocco. As a result, a comparative analysis will be conducted after the development of the research model on these two fields in order to analyze the variables of adoption and acceptance of AI. Also, the most influential variables according to the literature were detected in this paper, which are grouped into four (4) types: technological, organizational, environmental, and behavioral variables.
Ce papier a pour objectif d’étudier la relation entre le soutien managérial perçu, les variables d’attitude (satisfaction de l’utilisateur) et de comportement (utilisation de la technologie), dans le contexte de l’industrie automobile marocaine. Le test du modèle est basé sur la méthode de modélisation en équations structurelles, sous l’approche Linear Structural Relationship. Les résultats affichent que le soutien managérial influence positivement sur l’utilisation des systèmes d’information logistique et la satisfaction de l’individu. Cependant, les résultats témoignent que, dans un contexte d’utilisation obligatoire de la technologie, le comportement d’utilisation de la technologie n’exerce aucune influence sur la satisfaction de l’utilisateur.
The theme of research was built progressively. At the beginning, the objective was to explain the relationship between stress due to e-hrm and satisfaction-productivity by using the stress model due to e-hrm to answer to the following problematic: how the stress induced by e-hrm can influence the satisfaction and the productivity of the personnel, but after the exploratory study made with 3 cases (automobile and aeronautics), we understood that the problematic is badly developed and the theme requires a reorientation towards the phenomena which touches the target from where the birth of this second problematic: how the stress induced by the digital communication can influence the productivity. To answer this latter we have developed a conceptual model of stress due to digital communication which is based on Transactional Theory (Lazarus & Launier, 1978), Transaction-Based Models (TBM (Tarafdar, Tu, Ragu-Nathan, & Ragu-Nathan, 2007), The Technostress Phenomen (Ragu-Nathan, Tarafdar, Ragu-Nathan, & Tu, 2008). The next step in the research is a continuation of the exploratory study to refine the model and thereafter a final study (quantitative or qualitative) to confirm the hypotheses.
La transformation digitale aura certes le meme impact proeminent en termes d’apport technologique que ce soit dans le secteur public ou prive, mais se met en avant de facon differente dans les deux (02) secteurs. Dans le secteur public, aucune administration publique ne cherche a s’accaparer l’avantage competitif par rapport a l’autre du fait du monopole detenu par l’etat, cependant, les organisations etatiques cherchent a prodiguer un meilleur service aux citoyens/usagers en mettant l’accent sur leur efficacite perenne advienne que pourra le cout engage. Ce papier vise a etablir une synthese de la revue de la litterature et de dresser un etat des lieux sur la problematique de la transformation digitale de l’administration publique au Maroc. Digital transformation will certainly have the same prominent impact in terms of technological contribution, whether in the public or private sector, but highlighted in different ways in both sectors. As regarding the public sector, no public administration seeks to capture the competitive advantage over others because of the monopoly held by the state. However, state organizations seek to provide a better service to citizens/users by focusing on their long-term efficiency whatever the cost incurred. This paper aims to establish a synthesis of the literature review and to draw up an inventory or status report on the problem of the digital transformation of public administration in Morocco.
