In 2010 a review of risks faced by staff working for the former Roads and Traffic Authority (RTA) of New South Wales identified nine areas which posed increased risk of significant injury during work hours. Driving or being a passenger in a RTA vehicle was identified as one of the risks which needed to be addressed by the Executive Occupational Health and Safety Committee (OHS). A working group was established consisting of road safety practitioners, OHS advisers, fleet managers as well as staff and union representatives, to develop a set of controls to improve the safety of staff using the Authorityrs 2,000 fleet vehicles. The project team analysed insurance claims, police reports and OHS system records to determine the major types of crashes RTA staff were involved in and then developed higher order controls based on their findings. Two surveys were also conducted as part of the project, one of which targeted all RTA drivers and the other specifically designed for RTA drivers who had been involved in a crash. A number of in-depth root cause analysis investigations were also carried out and used as case studies for the final report. In addition to this a benchmarking project was instigated to monitor the effect of the recommendations on the safety of the vehicle fleet. This paper will discuss the major findings of the Zero Driving Fatalities Project including the types of crashes involving RTA vehicles as well as discuss the higher order controls recommended by the project team.
A study was commissioned by a large Australian government organisation seeking to develop an effective program for ultimately eliminating driving related injury risk to their employees. This paper summarises current knowledge and practices related to improving work related road safety through benchmarking processes. A summary review of the safety management literature is provided as well as an analysis of the relative benefits of safety improvement approaches. Work related road safety benchmarking emerged as the preferred approach. Important lessons about how to do this effectively were also discovered as a result of reviewing the strengths and gaps in existing fleet safety benchmarking programs.
In October 2010 the NSW Minister for Roads announced the results of what at the time was the largest trial of Intelligent Speed Adaptation (ISA) technology conducted outside of Sweden. The NSW ISA Trial involved more than 100 privately owned vehicles that travelled over 1.9 million kilometres. Modelling from the trial suggested that if every vehicle in NSW was fitted with an Advisory ISA device then major road safety benefits could be expected - including a reduction in fatalities of 8.4 per cent and a 5.9 per cent reduction of serious injuries. The NSW Roads and Traffic Authority (RTA) is currently working on a number of projects to bring ISA technology from a research project to a reality for drivers and riders across the State. The RTA SpeedLink system holds spatially referenced data on the location of every regulatory speed sign and speed zone across NSW's 185,000 km road network and provides the baseline data for all RTA ISA systems. The RTA is currently installing a customised Advisory ISA device to its entire shared vehicle fleet, which comprises of approximately 90 vehicles. This will be a first for an Australian Government fleet. The system includes a satellite navigation system as well as an application to enable drivers to report identified speed zone errors to the project team. The Authority is also developing a number of smart phone Advisory ISA applications for major mobile phone platforms which will be made freely available to all NSW drivers. The national adoption of these developments will provide uniformity and greater road safety benefits.
Intelligent Speed Adaptation (ISA) refers to in-vehicle technology systems which assist drivers to keep to or below the speed limit. In 2009-2010 the NSW Centre for Road Safety conducted the NSW ISA Trial which was the largest road safety technology trial ever conducted in Australia. Over 110 light vehicles from private and company fleets were fitted with an Advisory ISA device and a speed data recorder. Over 7.6 million vehicle speed data records were collected and analysed to measure changes in drivers‟ speed compliance. The Advisory ISA system reduced speeding in 89 per cent of trial vehicles. The median probability of speeding was also reduced by almost 30 per cent. Initial modelling suggested that if all vehicles in NSW were equipped with the Advisory ISA system trialled, road deaths would be reduced by 8.4 per cent and the number of people injured would be reduced by 5.9 per cent. Results of the trial demonstrated that Advisory ISA technology has the potential to realise substantial road safety benefits by increasing compliance with speed limits. This paper presents further findings of the trial and additional crash reduction benefits and community savings attributed to this technology. The analysis includes the impact of Advisory ISA at various vehicle penetration levels within Australia as well as the estimated reductions in the number of serious injury and fatality crashes in future years. Background Speeding is recognised as a significant road safety issue both in Australia and internationally. In NSW, approximately 40 per cent of all fatal crashes have speed as a contributing factor. On average, approximately 200 people die each year in NSW as a result of being involved in a speed related crash (RTA 2011). International research has found a clear relationship between changes in average traffic speed and crash outcomes (ATC 2011). Furthermore, the research suggests that even small reductions in speed will yield substantial safety benefits. Over 110 light vehicles from private and company fleets were fitted with an advisory ISA device and a speed data recorder. Each vehicle remotely communicated with a centralised database to ensure it received up-to-date speed zone information. Over seven million vehicle speed records were collected during the trial, which were analysed to measure changes in speed compliance. The advisory ISA system reduced speeding in 89 per cent of trial vehicles. The median probability of speeding was also reduced by almost 30 per cent when advisory ISA was active. When the advisory ISA system was removed 85 per cent of vehicles increased the proportion of their trip time that they travelled in excess of the legal speed limit. Results of the trial demonstrate that advisory ISA technology has the potential to realise substantial road safety benefits by increasing drivers' compliance with speed limits.
