Az alapításának 200. évfordulóját ünneplő és vezetőségváltáson áteső Magyar Tudományos Akadémia működési és pályáztatási rendszerét az elmúlt évtizedekben számos kritika érte. Az utóbbi két évben pedig felerősödtek az intézmény akadémikusainak tudományos telje- sítményét kritikával illető vélemények is. Az MTA a bírálatokra a konstruktív párbeszéd he- lyett egyoldalú kinyilatkoztatásokkal válaszolt. A nemzetközi tudományos élvonaltól elmaradó akadémikusi teljesítményeket bemutató kritikára érdemi cáfolatot nem adott. 2026-ban pedig egy közvélemény-kutatást végeztetett, amellyel az iránta megnyilvánuló közbizalmat próbálta igazolni. Jelen tanulmány az MTA közbizalmi indexének, az elvégzett közvélemény-kutatás ellentmondásos tartalmát mutatja be, ráirányítva a figyelmet a Magyar Tudományos Akadémia működésének valódi problémáira, a nemzetközi térben is versenyképes akadémikusi teljesítmény és az átlátható szervezeti működés deficitjére. Unikuma a tanulmánynak, hogy nem igazoltan jobboldali-polgári értékrendű kutatók korábbi, akadémiai működést kritizáló elemzései is bemutatásra kerülnek.
A tanulmány a munkaerő adózási szabályainak változását mutatja be Magyarországon egy intenzív jogszabályalkotási korszakban, 2010 és a 2019 között. Az elemzés egyszerre foglalkozik a Magyarországon történt jogszabályi változásokkal, illetve azok gazdaságstatisztikai hatásaival, európai uniós összevetésben is. A tanulmány igazolja, hogy az elemzett évtizedben Magyarországon mérhető átrendeződés ment végbe. A foglalkoztatás nőtt, mind általánosan, mind pedig bizonyos társadalmi csoportok esetében, mint a fiatalok és az idősek. A foglalkoztatást érintő személyi jövedelemadózási közterhek csökkentek, a csökkenés mértéke az adott időszakban magasabb volt, mint az uniós átlag. Ennek jogi szabályozási hátterének bemutatása, gazdasági hatásaival egyetemben a tanulmány fő unikuma.
Utility companies play a crucial role in the functioning of modern society, and understanding their resilience is essential to ensure the continuous provision of basic services. They also maintain an unbroken chain of supply and the going concern principle. Our study examines the resilience of Hungarian, municipally owned utility companies, with particular focus on security of supply and financial stability. This research presents the environmental obligations of utility companies, the effects of regulatory changes, and the strengthening role of the state over the past decade and a half. It analyses corporate profitability and the challenges posed by the COVID-19 pandemic. The study highlights that adaptive regulatory frameworks and appropriate financial strategies can increase the resilience of utility companies, ensuring service continuity even in crisis situations. The post-2010 Hungarian state model, operating on statist principles where the government assumes a significant role in economic governance and public service provision, has increasingly faced challenges and limitations during the critical economic years since 2020, which may call into question the efficiency and sustainability of this model. The unique contribution of this study is its analysis of utility company operations in the Hungarian economy as it transitioned from a planned to a market economy, focusing specifically on a period of a decade and a half when public ownership and state regulation regained ground within the market economy model.
Közügy, sőt kiemelt nemzeti érdek a hazai tudomány fellegvárának hatékony és objektív működése, ám ez nem valósul meg, különösen a társadalomtudományok területén. A Polgári Szemle társadalomtudományi folyóirat hasábjain így helye van a hibák feltárásának és a javító szándék kifejtésének. Egy nemzeti intézmény esetében ez nem támadás, hanem a jobbító szándék kifejezése. Az akadémikusok tudományos teljesítménye, működésük, az akadémiai utánpótlás objektív, átlátható kiválasztási folyamata az ország érdekeit szolgálná. Egy széleskörű értelmiségi diskurzus bontakozott ki a változtatások módjára vonatkozóan, amely 2025 tavaszán, az MTA 200 éves jubileuma időszakára felerősödött. A feltárt problémák mára a társadalmi közbeszéd szintjére emelkedtek. Az akadémikusi teljesítmények elégtelen volta ma már sokak nem tetszését kiváltja, miközben a magyar tudományosélet a teljesítményhiányos MTA tagok befolyása alatt áll2, sőt a politikai közbeszédet is igencsak tematizálni akarják3. A dolgozat bemutatja, hogyan képes egy nem átlátható, nem objektív módon működő gyenge tudományos teljesítényt felmutató MTA a gazdaság versenyképességét gyengíteni, a tudományos utánpótlás minőségét aláásni. Az akadémikusi teljesítményhiány kimutatására az empirikus közelítésen túlmenően konkrét tudománymetriai elemzési módszerek kerülnek alkalmazásra. A dolgozat igazolja, hogy egy teljesítményalapú új Tudományos Akadémiát kell létrehozni, új akadémikusokkal.
Under the active Hungarian public finance model, in place since 2010, labor market regulation has come under strong state influence and control. As its keys result, an additional one million people are now on the labor market, the employment rate has risen from 52% to almost 80%, while the unemployment rate remained below 4%, even during the 2020–2024 crisis years. The Hungarian government provides targeted labor market subsidies, and starting in 2025, has introduced new rules to strengthen the labor market. These government actions are designed to prevent westward migration and to help both the families and society as a whole to prosper. Following a brief overview of these Hungarian actions, the study places its findings next to those on Slovakia, a neighboring country at a similar level of development. As such, it presents a detailed analysis of the key elements of the Slovakian labor market regulations with a view to highlighting its differences in the regulatory methodologies of the two countries.
This study explores the integration of ethical management principles into church-led institutions in Central and Eastern Europe, particularly in Hungary. With the transition from socialism to a market economy, church-based organizations face challenges in balancing financial sustainability with Christian values. The study emphasizes Virtue Economics, drawing from Catholic and Protestant teachings, to propose an ethical leadership model that prioritizes public service over profit maximization. It also examines historical and contemporary Church doctrines on economic ethics, highlighting the role of moral responsibility in financial management. A case study on the Church Leadership and Management degree at Károli Gáspár Reformed University illustrates practical efforts to train leaders in ethical governance. The study critiques mainstream economic approaches, advocating for a value-driven alternative that aligns financial stewardship with a Christian mission. Ultimately, it argues for a management paradigm that emphasizes human dignity, transparency, and social responsibility in ecclesiastical institutions.
The financial literacy and culture of small and medium-sized enterprises (SMEs) significantly influence their financial stability, decision-making processes, and long-term sustainability. This study analyzes the relationship between financial literacy, company size, and their impact on access to financing and loan repayment performance among Hungarian SMEs from 2019 to 2023, an emerging market economy characterized by continuous economic challenges. Using a partial linear regression model and mediation analysis on a representative dataset of approximately 2,500 SMEs evenly distributed across size categories over five years, the study finds that financial management has a statistically significant effect on access to funding (β = 0.217, p < 0.001 in 2023). Financial planning also plays a crucial role in financial decisions, with a positive correlation strengthening over time (β = 0.181, p < 0.001). The mediating role of company size is confirmed across all models, with Sobel test results indicating a significant indirect effect (z = 5.093, p < 0.001 for financial management impact on funding access). By 2023, medium and larger SMEs demonstrated improved financial decision-making and increased financing opportunities, whereas smaller enterprises continued to struggle, emphasizing the need to enhance their financial strategies. The findings highlight the importance of financial literacy development to ensure SME sustainability, improve access to external financial resources, and support broader economic growth. In the aftermath of the global financial crisis in 2009, a number of Central and Eastern European economies, including the Visegrad four, experienced a phase of slowing real convergence. Their ability to catch up with the performance of more advanced European economies has declined to varying degrees and for varying lengths of time. The Slovak economy is a special case, which has been particularly hard hit by the problem of slowing real convergence. This paper shows the specific features of the Slovak case in both the macroeconomic and regional dimensions. It also explains the range of causes of this phenomenon. These are primarily related to the underdevelopment of new drivers of productivity: the parameters of capital accumulation have deteriorated, investment in intellectual property assets, the parameters of hi-tech activities and research and development have lagged far behind. In the regional perspective, the slowdown at macro-level convergence has mainly been reflected in the deterioration of the position of the strongest regions, and thus the performance of Slovakia’s regions has paradoxically moved closer together. The analysis is in the nature of an explanatory case study that explains the peculiar trajectory of Slovakia and the deterioration of its position in the V4 group. In doing so, it analyses primarily data from national accounts and regional accounts.
A 2008-as pénzügyi válság kiindulópontja a bankrendszer volt. A válság miatt kérdések fogalmazhatóak meg a bankok jogszerű, illetve etikus működésével kapcsolatban. Jelen tanulmányban azt vizsgáljuk, milyen módon erősíthető a bankok etikus magatartása, mit is jelent a társadalmi felelősségvállalás fogalma a banki tevékenységben. A tanulmányban az újabb kutatási eredményeket foglaljuk össze.
This paper seeks to investigate the short-run and long-run relationship between price level and monetary, non-monetary and external factors of inflation in Uzbekistan, from January 2016 to August 2025. The Autoregressive Distributed Lag (ARDL) model is applied to examine the link between money (M), interest rate (R), exchange rate (FX), producer price index (PP), import volume (IM), global food prices and the consumer price index (CPI). The estimates of the bound test found the cointegrating associations among the variables. The alternative Johansen test confirmed the existence of such a long-run relationship. Additionally, M, FX and PP have long-run relationships with the CPI, while the elasticity of the CPI with respect to R and IM is not statistically significant in the long run. The error correction term (ECM) has a value of –0.18, which means that 18% of the deviation is corrected in each month. Moreover, R and FX have a positive and statistically significant effect on the CPI in the short run. Finally, the Toda and Yamamoto causality test established the bidirectional causality between M and the CPI in Uzbekistan.

The Hungarian government is providing targeted labor market support and has introduced new rules to strengthen the labor market from 2025. The measures are designed to reduce emigration to the West and to help families and society thrive. Following a sketchy outline of this Hungarian package, the paper examines how Slovakia, a neighboring country with a similar level of development, has put in place concrete measures to protect its labor market. The study describes in detail the main elements of the Slovak labor market regulation and then draws conclusions on the differences in regulatory methodology between the two countries.
The study undertakes to outline the legal background of the family-friendly government policy built after 2010, its achievements and challenges. The authors examine the elements of Hungarian family policy, their effectiveness between 2010 and 2022 and the outcomes of family supports from the point of demography, welfare and well-being of Hungarians. The authors present the principles, legislative background, family policy indicators and results of this system. At the end of the study, they make an attempt to identify the new challenges and solution options in Hungarian family policy after 2022.
Hungary’s utility sector, encompassing district heating, water services, waste management, and public transport, has experienced notable shifts from municipal to privatized ownership and back to community control between 2006 and 2022. The purpose of this study is to assess the financial performance and crisis resilience of municipally owned utility companies in Hungary between 2006 and 2022, with a particular focus on the impact of state price regulation and the role of economic cycles. The regulation was intended to ensure service affordability but imposed significant constraints on financial flexibility and investment capacity. The study targeted a sample of Hungarian local government companies, with two distinguished periods (2006–2013 and 2014–2022), examining seven different financial indicators (formulas), e.g., EBITDA, ROA, etc., with variance analysis and correlation analyses. These revealed that while companies operated effectively during periods of economic growth, the post-2020 polycrisis, characterized by challenges such as the COVID-19 pandemic and rising energy prices, exposed vulnerabilities, especially in the district heating sector. Financial indicators, including EBITDA margin and liquidity ratios, showed mixed results, with profitability improving in certain sectors but liquidity and return on assets (ROA) declining, indicating stress on short-term solvency. The paper suggests that while price regulation maintained affordability, it limited the capacity for swift adaptation during crises. To enhance resilience, the study recommends incorporating more adaptive regulatory frameworks and investing in renewable energy and operational efficiency. These changes would help municipally owned utility companies better withstand economic fluctuations and maintain service continuity, contributing to long-term financial and service stability. A munka és a magánélet közötti egyensúly megteremtése központi eleme a magyar családpolitikának, ezért Magyarország 2010 után jelentős lépéseket tett annak érdekében, hogy egyszerre támogassa a szülők munkavállalását és gyermekvállalását. A cikk azokat a komplex és rugalmas intézkedéseket mutatja be, amelyek testreszabott megoldásokat kínálnak a különböző élethelyzetű családoknak. Ezek közé tartoznak az anyai, apai és általában a szülői és nagyszülői szabadságok és juttatások, amelyek egyszerre teszik lehetővé a szülők számára gyermekeik otthoni gondozását, nevelését és erős munkajogi védelem mellett a munkaerőpiaci részvételüket is. A gyermekkel töltött időszak ugyan jelentősen hozzájárul a szoros szülő-gyermek kötelék kialakulásához, egyúttal azonban kihívásokat is jelent a munkaerőpiacra való visszatérés tekintetében. Annak érdekében, hogy a gyermekgondozással töltött időszak minél kevésbé akadályozza a munkavállalást, Magyarországon a szülők számos állami támogatást és gyermekgondozási szolgáltatást vehetnek igénybe. A cikk horizontális képet szeretne nyújtani arról, hogy a munka és a családi kötelezettségek közötti egyensúly megteremtésének átfogó célja hogyan érvényesül mikroszinten (az egyén és a család szintjén) és makroszinten (társadalmi és gazdasági szinten) Magyarországon. Ennek alapja az a munka- és családalapú társadalmi modell, amelynek kiépítése 2010 óta zajlik.
