In this section, we feature reports from conferences, symposia, workshops, and similar events, focusing on discussions where the boundaries of HCI and UX are being challenged and where debate is lively and ongoing.
Latinx Talk Mini-Readers offer a curated selection of essays and creative work previously published on our site and our predecessor site, Mujeres Talk, on specific themes and topics, followed by a set of discussion questions relevant to the readings. We hope these resources contribute to growing knowledge in and of Latinx Studies, expanding dialogues on critical issues, and turning ideas into praxis. These mini-readers are made for classroom and community use. Mujeres Talk published from 2011 to 2017. Latinx Talk has been in publication since 2017.
Researching and designing Internet infrastructure solutions in rural and tribal contexts requires reciprocal relationships between researchers and community partners. Methodologies must be meaningful amid local social textures of life. Achieving transdisciplinarity while relating research impacts to partner communities takes care work, particularly where technical capacity is scarce. The Full Circle Framework is an action research full stack development methodology that foregrounds reciprocity among researchers, communities, and sovereign Native nations as the axis for research purpose and progress. Applying the framework to deploy television white space infrastructure in sovereign Native nations in northern New Mexico reveals challenges for rural computing, including the need to design projects according to the pace of rural and tribal government workflows, cultivate care as a resource for overworked researchers and community partners, and co-create a demand for accurate government data around Internet infrastructures in Indian Country and through rural counties.
Based on qualitative and quantitative analyses, activist work and HCI approaches, these papers show how organizations formed partnerships to curate information resources, and deploy community Wi-Fi and Internet infrastructure across southwest US Indigenous communities during the most challenging months of the 2020 COVID-19 pandemic. For Native Americans this means ideating while navigating colonial inequality. Through an investigation of sociotechnical interdependencies across a broadband network cooperative, tribes, and university labs, an HCI team reflects on how relational stability sustains fragile Internet ecologies stretched to capacity by the needs of users deeply affected by COVID-19 in New Mexico and Arizona. Through an autoethnography of community-centered digital solutions for Navajo Nation, a member of the Nation considers how the role of K’é informs a system of infrastructural care in a nation struggling with high rates of infection and systemic lack of adequate infrastructure. Through an advocacy-oriented analysis of social media content, a Diné and Lakota social media scholar discerns the relationship between community enforcement of social distancing, the loss of interpersonal interaction, mutual aid, and the impact of public health memes for the Navajo Nation. Through radical librarianship practices, a Tohono O’odham librarian and artist counteracts the values of ‘information neutrality’ shaping whiteness-centering American librarianship by generating a community-curated solution to actionable information about COVID-19 for Indigenous communities. This panel models decolonial liberation rooted in responsiveness across mediated layers of Indigenous belonging. The authors express Indigenous interpretations of collective autonomy vis-a-vis strategic Internet assemblages, and particularly, how an Indigenous ethics of care intersects with the dream of an Internet for social good.
Scholars and practitioners have exposed the limitations of traditional Euro-American approaches to knowledge organization (KO) when it comes to Indigenous topics. To develop more effective KO practices, there is a need for KO practitioners to understand Indigenous perspectives at an epistemological level. A theoretically-informed model of Indigenous systems of knowledge serves as a pedagogical tool to support the labor of boundary-spanning and code-switching between Euro-American KO practices and Indigenous KO practices.
Multiple terms describe Indigenous peoples' creative expressions, including "Indigenous knowledge" (IK), "traditional ecological knowledge" (TEK), "traditional knowledge" (TK), and increasingly, "Indigenous data" (ID). Variation in terms contributes to disciplinary divides, challenges in organizing and finding prior studies about Indigenous peoples' creative expressions, and intellectually divergent chains of reference. The authors applied a decolonial, digital, feminist, ethics-of-care approach to citation analysis of records about Indigenous peoples knowledge and data, including network analyses of author-generated keywords and research areas, and content analysis of peer-reviewed studies about ID. Results reveal ambiguous uses of the term "Indigenous data"; the influence of ecology and environmental studies in research areas and topics associated with IK, TEK, and TK; and the influence of public administration and governance studies in research areas and topics associated with ID studies. Researchers of ID would benefit from applying a more nuanced and robust vocabulary, one informed by studies of IK, TEK, and TK. Researchers of TEK and TK would benefit from the more people-centered approaches of IK. Researchers and systems designers who work with data sets can practice relational accountability by centering the Indigenous peoples from whom observations are sourced, combining narrative methodologies with computational methods to sustain the holism favored by Indigenous science and the relationality of Indigenous peoples.
Background As people increasingly receive personal health information through technology, there is increased importance for this information to be communicated with empathy and consideration for the patient’s experience of consuming it. Although technology enables people to have more frequent and faster access to their health information, it could also cause unnecessary anxiety, distress, or confusion because of the sensitive and complex nature of the information and its potential to provide information that could be considered bad news. Objective The aim of this study was to uncover insights for the design of health information technologies that potentially communicate bad news about health such as the result of a diagnosis, increased risk for a chronic or terminal disease, or overall declining health. Methods On the basis of a review of established guidelines for clinicians on communicating bad news, we developed an interview guide and conducted interviews with patients, patients’ family members, and clinicians on their experience of delivering and receiving the diagnosis of a serious disease. We then analyzed the data using a thematic analysis to identify overall themes from a perspective of identifying ways to translate these strategies to technology design. Results We describe qualitative results combining an analysis of the clinical guidelines for sharing bad health news with patients and interviews on clinicians’ specific strategies to communicate bad news and the emotional and informational support that patients and their family members seek. Specific strategies clinicians use included preparing for the patients’ visit, anticipating patients’ feelings, building a partnership of trust with patients, acknowledging patients’ physical and emotional discomfort, setting up a scene where patients can process the information, helping patients build resilience and giving hope, matching the level of information to the patients’ level of understanding, communicating face-to-face, if possible, and using nonverbal means. Patient and family member experiences included internal turmoil and emotional distress when receiving bad news and emotional and informational support that patients and family members seek. Conclusions The results from this study identify specific strategies for health information technologies to better promote empathic communication when they communicate concerning health news. We distill the findings from our study into design hypotheses for ways technologies may be able to help people better cope with the possibility of receiving bad health news, including tailoring the delivery of information to the patients’ individual preferences, supporting interfaces for sharing patients’ context, mitigating emotional stress from self-monitoring data, and identifying clear, actionable steps patients can take next.
In the 2018 U.S. midterm elections, a record number of Native American candidates ran for office at all levels of government. To better understand how these 104 candidates intersected with Indigenous political issues and movements to increase Native American voter turnout, we study 723,269 tweets about or by these candidates and 15,476 tweets associated with the #NativeVote movement between October 6, 2018 and February 5, 2019. We use a mixed methods approach to identify issues that emerge in the Native Candidates data set, including issues of representation and protean usage of the "Make America Great Again" hashtag #maga. When examining the feeds of selected candidates, we find that there can be a disconnect between the issues that candidates align themselves with on social media and the issues that they are associated with by others. We also find evidence of Indigenous issues spanning a vast political spectrum and being coupled with other issues in different ways by different candidates and audiences. Finally, we examine the intersection between Native American candidates and the\#NativeVote movement to discover emergent issue networks, including networks around voter suppression and Indigenous political action. Critically, we discuss how our interdisciplinary Indigenous feminist approach to social media analysis illuminates issues of marginalized communities in both a systematic and inductive manner that allows us to discover new patterns and issues with limited a priori knowledge about a complex system.
With fewer than 66% of eligible voters registered and voter turnout rates 5-14 percentage points lower than any other ethnic group, Native Americans comprise the least participatory ethnic group in U.S. political elections [42, 57, 49, 25]. While discourse surrounding Native American issues and interests has increasingly moved to social media [55, 56], there is a lack of data about Native American political discourse on these platforms. Given the heterogeneity of Native American peoples in the U.S., one way to begin approaching a holistic understanding of Native American political discourse on social media is to characterize how Native American advocates utilize social media platforms for connective action. Using a post-structural, interdisciplinary, mixed methods approach, we use theories of connective action [5] and media richness [14] to analyze a Twitter data set culled from influential Native American advocates and their followers during the 2016 primary presidential election season. Our study sheds light on how Native American advocates use social media to propagate political information and identifies which issues are central to the political discourse of Native American advocates. Furthermore, we demonstrate how the bandwidth characteristics of content impact its propagation and we discuss this in the context of pernicious digital divide effects present in Indian Country.
Prior studies describe digital tactics as specific strategies actors apply within broader repertoires of contention, specifically in social and political contexts. A comparison of EZLN, Idle No More, and the ongoing Rio Yaqui water rights movement reveals the kinds of community knowledge work that has to happen prior to and around activating digital tactics in Indigenous rights movements, including choices in messaging and discourses of Indigeneity, targeting of movement opponents, and selection of digital tools and techniques. Activists harness these communicative affordances to practice a politics of visibility, cultivate solidarity, diffuse an Indigenous consciousness, enforce dominant governments' trust and treaty responsibilities, and remind many of the irrevocable injustice of colonialism. Designing methodologies that account for specific Indigenous social and political contexts as well as the affordances of various digital environments is part of the future work of Indigenous media theorists.
A mixed methods network analysis of the content, circulation, and amount of data Native American activists circulated through Twitter during the 2016 US presidential election reveals contours of the technical challenges and social and political boundaries shaping Native American political life. A comparison of the results with a mainstream American dataset reveals how tweets propagated by Native American rights activists are characteristically more likely to focus on life-and-death issues. Analysis of the findings from an Indigenous perspective opens possibilities for considering activist, scientific, experiential, technical, governmental, political, and metaphysical aspects of Indigenous Internet research.
For at least half a century, catalogers have struggled with how to catalog and classify Native American and Indigenous peoples materials in library, archive, and museum collections. Understanding how colonialism works can help those in the field of knowledge organization appreciate the power dynamics embedded in the marginalization of Native American and Indigenous peoples materials through standardization, misnaming, and other practices. The decolonizing methodology of imagining provides one way that knowledge organization practitioners and theorists can acknowledge and discern the possibilities of Indigenous community-based approaches to the development of alternative information structures.
As people receiving health information through computing technology increases, there is a potential loss of the human element that occurs during face-to-face doctor-patient dialogue. Technologies that convey health information have the potential to cause unnecessary anxiety and worry or cause avoidance of a serious problem. The purpose of this study is to make recommendations on how to reduce the discomfort of patients by re-examining the design of health information technologies and focusing on the ways information is presented to the users. We report on a literature survey of health information technologies and results from interviews with patients, clinicians, and patients’ family members on how they communicate and accept concerning health news. We identify strategies clinicians use when giving a diagnosis, including building a partnership of trust with patients, being honest and giving hope, presenting information simply, acknowledging physical and emotional discomfort, and communicating through non-verbal means. Based on the findings, we discuss design considerations for technologies that convey concerning health news to help people assimilate the information better and make informed decisions.
