This text is a review of the book entitled With money and without money ... Our inefficient, insecure and unfair fiscal balance of Carlos Elizondo Mayer-Serra, which seeks to highlight the contributions of the same case of public finance, institutional design by which the tax is collected and how it is distributed to states and municipalities.
