针对过程总体方差未知的情形,构造t统计量代替传统(X)统计量对过程进行监控,通常可以获得更好的效果.实际中,往往可以获得过程总体均值偏移的方向信息,根据该方向信息,提出采用单边指数加权移动平均(Exponentially Weighted Moving Average,EWMA)t控制图来监控过程总体均值的偏移.通过马尔科夫链构建单边EWMAt控制图的状态转移矩阵,进一步推导出其平均运行链长(Average Run Length,ARL)指标.在保证单边EWMAt控制图受控状态的统计性能基础上,使得其失控状态的ARL最小,从而获得控制图的最优决策变量和最优性能指标.仿真结果表明,当过程均值偏移方向已知时,单边EWMAt控制图的性能优于传统双边EWMAt控制图.
国家重点研发计划是国家科技计划管理体系改革后产生的一类新型科技计划,采用全链条设计、一体化实施的模式,与以往的科技计划有所不同。如何构建国家重点研发计划的评估体系是管理人员和评估人员面临的挑战。文章提出了国家重点研发计划评估体系构建的5项原则和包含3个层次的评估体系构建设想,并建议从夯实制度基础、积极开展试点、提升评估能力、扩大评估开放度和加强专项后端设计等5个方面入手构建国家重点研发计划评估体系。
Considering the outliers in the process dataset,statistic (X) is used instead of(X)and the run rules (X) (RR-(X))chart is proposed to monitor the process mean.The average run length (ARL)of the RR-(X) charts are derived using the Markov chain method.The optimal parameters and properties of the RR-(X) charts can further be obtained through the minimization of the outof-control ARL under the constraint on the in-control ARL.The simulation results shows that the RR-(X) chart generally performs better than the traditional (X) chart,especially for smaller and moderate mean shifts.
