This critique refutes Zador's claim [1976] that Alcohol Safety Action Projects, as large scale social programs have been ineffective. The discussion takes issue with Zador's comparison groups, statistical design, statistical methods, and use of 12-month fatality totals for data analysis. In addition to weaknesses and deficiencies in these areas, the authors find Zador's conclusion unfounded based on the analysis presented
