The basic building blocks of SOA systems are web services. The domain specific language SOAL developed by the authors has a Java and C#-like syntax for describing web service interfaces and BPEL processes. The paper introduces an extended version of the language that supports Design by Contract. From the service contract specifications software artifacts are generated that check pre- and post-conditions on the server side at runtime, applying the delegation pattern. The proposed solution provides Design by Contract for both JAX-WS and WCF technologies used in most SOA products in the industry.

Beside the syntax a metamodel (SoaMM) is also defined. The paper introduces an extended version of both SOAL and SoaMM that supports WS-Policy specifications. The original WS-Policy standards specify huge XML descriptions that are too complex and low level for efficient service design. The metamodel presented provides a high abstraction level that is still strong enough for generating vendor-specific service configurations for WCF and major JAX-WS implementations.
The proposed architecture of the Hungarian e-Government Framework, mandating the functional co-operation of independent organizations, puts special emphasis on interoperability. WS-* standards have been created to reach uniformity and interoperability in the common middleware tasks for web services such as security, reliable messaging and transactions. These standards, however, while existing for some time, have implementations slightly different in quality. In order to assess implementations, thorough tests should be performed, and relevant test cases ought to be accepted. For selecting mature SOA products for e-Government application, a methodology of such an assessment is needed. We have defined a flexible and extensible test bed and a set of test cases for SOA products considering three aspects: compliance with standards, interoperability and development support.
The article presents the visions, plans, and actions related to the implementation of electronic governmental and electronic public administration services in Hungary, in the past few years. The roles of governmental organizations (such as the Ministry of Informatics and Communications, Prime Minister's Office, Ministry of Interior, Ministry of Finance), the legal and technical regulations (such as the XXXV. act in 2001, CVIII. act in 2001, 20/2004. (IV. 21.)), some of the concrete projects (such as the WEB-based pilot projects, XR, IOP, local governmental pilot projects) and plans about the future (written in Hungarian Information Society Strategy) are also shown in the article. Experts keep on working in Hungary therefore this article can be just a snapshot about the actualities.
In 2000 the Center of Information Technology at Budapest University of Technology and Economics prepared a feasibility study about how a National AudioVisual Archive (NAVA) can be built in Hungary. The most important goal of NAVA was defined as collecting and archiving the Hungarian television and radio broadcast programmes. In metadata group we have designed a general digital archive model. Based on the abstract and general notion of document we used the Dublin Core Element Set as a sceleton of our minimal metadata system.
