In view of the current situation of China's Internet access service and regulation, the study pro-poses the measures and suggestions to strengthen the regulation of Internet access.

1 引言 2014年是我国信息通信业转型、创新和开放变化的重要一年,以互联网为代表的新一代信息技术与传统产业的渗透融合不断拓展和深化,新一轮科技革命和产业变革孕育兴起.其中,最引人注目的属4G.4G应用给我国信息通信业发展注入了新生动力,但与此同时,其本身并未改善现有互联网安全问题,且随着技术发展、业务变革、用户壮大将带来更严峻的网络与信息安全问题.因此,4G时代我国通信业发展机遇与挑战并存.如何合理利用、正确引导、积极应对,确保4G网络在我国安全、健康成长,是当前亟待思考与解决的重要问题.
