本研究根据马鞍山市实际情况,确定主体功能区划分的基本空间单元,尝试建立由资源环境承载力、现有开发密度和发展潜力等因素构成的指标体系,运用状态空间法划定马鞍山市主体功能区,并分析各区开发利用的主导方向,以期为马鞍山市制定差别化区域政策、统筹区域可持续利用提供依据,并为我国主体功能区在地市级尺度上的划分提供理论参考.
Environmental impact assessments of planning and programs are the expansion and extension of strategic environmental assessment.According to study and practice of environmental impact assessment of planning,the differences and connections between environmental impact assessments of water resources planning and water conservancy projects,in terms of initial time,range,period,method, measure and target,are analyzed.The drawing-up procedure and the assessment content of environmental impact assessments of water resources planning are presented.Based on the characteristics of water resources planning,the assessment method and procedures are discussed as well as the index system,which is important to making water resources planning more scientific.
With the research of the land use planning of the Yangtze River Delta Region as an example and based on the technical guide about planning environmental impact assessment,the regional land-use planning environmental impact assessment procedure,impact factors and indexes were discussed.This study has built a set of index system of environmental impact assessment in regional land-use planning,and by using AHP the norm weights of the indexes were calculated and the final score of the evaluation was obtained.This provides train of thought for the future work of the regional land use planning environmental impact assessment.
环境与发展是时代的主题,土地利用规划在战略决策水平上与环境保护有着客观密切的联系.为此,本研究针对土地利用规划对环境影响的特点,借鉴层次分析法的基本原理,遵循科学、实用及简明的原则,构建了土地利用规划环境影响评价模型,提出了土地资源的规划与管理、土地覆盖与景观、土壤环境、大气环境和水环境5个方面共22项评价指标,对江苏省南通市国土资源开发利用"十一五"规划进行规划环境影响评价,主要运用了层次分析法、列表清单法和专家咨询法对该规划环境影响评价的22个评价指标及其权重系数赋值,得出综合评价值.结果表明,南通市国土资源开发利用"十一五"规划目标年的综合评价值高于规划基准年,说明该规划在环境可持续发展方面具有可行性.
The activity of Cd in soil is strong and easily absorbed by plants, though the control limit of Cd pollution is lower. And the soil areas polluted by Cd of low concentration are large in China. So effects of Cd and Si on rice seedlings growth and uptake of Cd in the solution culture at the low concentrations of Cd pollution were investigated. Low concentrations of Cd could promote rice seedling growth, but the content of Cd and the accumulation coefficient of Cd in rice seedlings were relatively higher, so that the food security risk caused by low concentrations of Cd pollution should not be overlooked. Si could increase the biomass of rice seedlings and the content of protein and chlorophyll, enhance the vitality of rice root system and the activities of antioxidant enzyme SOD and POD in the condition of Cd pollution, but the suitable concentrations of Si should be chosen since the effects of Si were weak at too high or too low concentrations. Si suppressed obviously Cd uptake by the rice seedlings in the range of silicon concentrations, but the effect decreased gradually with the increasing concentrations of Si. Thus, considering the economic factor, the suitable concentrations of Si might be chosen in decreasing the content of Cd in the rice seedlings
