According to cosmical flight delay in air traffic flow management,and the actual departure and arrival capability restriction of multi-airport,this paper gave a multi-airport ground holding policies model which considered the flight cancellation,and proposed an effective algorithm.Based on the model and algorithm,this paper chose actual data from three airports to verify and compare the results of canceling flight and not canceling flight.Simulation results showed the effectiveness and practicability of the model and algorithm,gave the best sort of the flight schedule which supported the key flights and reduced the total flight delay.
