Natural and working lands are often touted as natural climate solutions due to their ability to take up and store carbon, and land managers are increasingly tasked with considering how management actions impact carbon outcomes alongside other management goals. As a result, there is a need to assess how management actions may drive trade-offs and co-benefits between multiple management goals. However, quantitative analysis of trade-offs is not feasible for many local-scale management projects. We used a case study in an oak savanna in south-eastern Wisconsin, U.S.A. to develop and test a framework for qualitatively analysing local-scale trade-offs. Our framework is built on five pillars that guide the rigorous and qualitative analysis of trade-offs between carbon and other management outcomes. This framework is intended to be flexible for use by natural resource professionals working across diverse landscapes and management goals. Practical implication: Our work highlights how the principles of knowledge co-production, climate adaptation, and carbon stewardship can be integrated with one another into effective land management planning.
North American grasslands are climate‐vulnerable biomes that provide critical ecosystem services and support biodiversity. However, grasslands are often not included in climate policy and treaties, and they are underrepresented in ecological climate‐adaptation literature. We synthesized existing knowledge on climate adaptation in North American grasslands to provide resources and guidance for grassland managers facing increasing climate change impacts. We leveraged data from a systematic review and solicited input from management professionals at workshops to create a Grassland Adaptation Menu—a referenced, hierarchical list of specific grassland management tactics nested under broader climate adaptation strategies. Our review revealed that although the number of published studies examining grassland‐climate topics is increasing, relatively few provide actionable recommendations for adaptation. Among studies that did make recommendations, landscape‐planning principles such as conserving grasslands in future climate refugia and enhancing connectivity were the most frequently recommended practice types, but there were also suggestions for site‐level management such as adjustments to fire and grazing, improved seed sourcing and restoration practices, increased heterogeneity and biodiversity, use of assisted migration, and management of microclimate conditions. The Grassland Adaptation Menu incorporates eight general strategies and 32 approaches in a structured format designed to help managers translate concepts into actions.
The real-world application of climate change adaptation practices in terrestrial wildlife conservation has been slowed by a lack of practical guidance for wildlife managers. Although there is a rapidly growing body of literature on the topic of climate change adaptation and wildlife management, the literature is weighted towards a narrow range of adaptation actions and administrative or policy recommendations that are typically beyond the decision space and influence of wildlife professionals. We developed a menu of tiered adaptation actions for terrestrial wildlife management to translate broad concepts into actionable approaches to help managers respond to climate change risks and meet desired management goals. The menu includes actions related to managing wildlife populations as well as managing wildlife habitat. We designed this resource to be used with the Adaptation Workbook, a structured decision-support tool for climate adaptation. We describe real-world examples in which managers have used the Wildlife Adaptation Menu to integrate climate adaptation considerations into wildlife management and conservation projects. Our examples illustrate how a comprehensive and structured menu of adaptation approaches can help managers brainstorm specific actions and more easily and clearly communicate the intent of their climate adaptation efforts.

Natural resources practitioners working in Great Lakes coastal ecosystems face decisions about how to help coastal properties adapt to climate changes. Climate change can amplify existing stressors, interact with past coastal disturbance and management, and potentially increase the rate and magnitude of ongoing change (Shannon et al. 2019). Practitioners can strengthen their long-term plans through proactive and intentional consideration of climate changes and by selecting adaptation options that address these changes while meeting management goals and objectives. In 2019-2021 the U.S. Fish and Wildlife Service and the Northern Institute of Applied Climate Science convened regional managers and scientists to develop a menu of climate adaptation strategies and approaches for Great Lakes coastal ecosystems. This menu can be used along with a structured decision-making framework to facilitate planning and implementation of climate-informed tactics. The menu was tested with several organizations in project-level planning in the Great Lakes watershed.

In the past decade, several dedicated tools have been developed to help natural resources professionals integrate climate science into their planning and implementation; however, it is unclear how often these tools lead to on-the-ground climate adaptation. Here, we describe a training approach that we developed to help managers effectively plan to execute intentional, climate-informed actions. This training approach was developed through the Climate Change Response Framework (CCRF) and uses active and focused work time and peer-to-peer interaction to overcome observed barriers to using adaptation planning tools. We evaluate the effectiveness of this approach by examining participant evaluations and outlining the progress of natural resources projects that have participated in our trainings. We outline a case study that describes how this training approach can lead to place and context-based climate-informed action. Finally, we describe best practices based on our experience for engaging natural resources professionals and helping them increase their comfort with climate-informed planning.
Forest health has never been a more urgent concern in California. A variety of forest ecosystem types have experienced extraordinary combinations of stressors and disturbances over the past century, which have resulted in significant changes to forest conditions. Current conditions are a product of multiple interacting factors, including fire exclusion, historic logging practices, increased wildland-urban-interface expansion and, more recently, the effects associated with climate change. The intersection of the factors has led to high severity fire, drought linked mortality, and pest infestation and disease in the affected forests. It’s increasingly clear that the expected effects of climate change will further impact California forest ecosystems, potentially compelling and, in some cases, forcing the application of targeted adaptation strategies and approaches in the years and decades to come.
ABSTRACTGlobal biodiversity is in unprecedented decline and on‐the‐ground solutions are imperative for conservation. Although there is a large volume of evidence related to climate change effects on wildlife, research on climate adaptation strategies is lagging. To assess the current state of knowledge in climate adaptation, we conducted a comprehensive literature review and evaluated 1,346 peer‐reviewed publications for management recommendations designed to address the consequences of climate change on wildlife populations. From 509 publications, we identified 2,306 recommendations and employed both qualitative and quantitative methods for data analysis. Although we found an increase in the volume and diversity of recommendations since 2007, a focus on protected areas (26%, 596 of 2,306 recommendations) and the non‐reserve matrix (12%, 276 of 2,306 recommendations) remained prominent in the climate adaptation literature. Common concepts include protected areas, invasive species, ecosystem services, adaptive management, stepping stones, assisted migration, and conservation easements. In contrast, only 1% of recommendations focused on reproduction (n = 26), survival (n = 14), disease (n = 26), or human‐wildlife conflict (n = 24). Few recommendations reflected the potential for local‐scale management interventions. We demonstrate limited advancement in preparing natural resource managers in climate adaptation at local, management‐relevant scales. Additional research is needed to identify and evaluate climate adaptation strategies aimed at reducing the vulnerability of wildlife to contemporary climate change. © 2020 The Wildlife Society.
Climate change has impacted and will continue to impact indigenous peoples, their lifeways and culture, and the natural world upon which they rely, in unpredictable and potentially devastating ways. Many climate adaptation planning tools fail to address the unique needs, values and cultures of indigenous communities. This Tribal Climate Adaptation Menu, which was developed by a diverse group of collaborators representing tribal, academic, intertribal and government entities in Minnesota, Wisconsin and Michigan, provides a framework to integrate indigenous and traditional knowledge, culture, language and history into the climate adaptation planning process. Developed as part of the Climate Change Response Framework, the Tribal Climate Adaptation Menu is designed to work with the Northern Institute of Applied Climate Science (NIACS) Adaptation Workbook, and as a stand-alone resource. The Menu is an extensive collection of climate change adaptation actions for natural resource management, organized into tiers of general and more specific ideas. It also includes a companion Guiding Principles document, which describes detailed considerations for working with tribal communities. While this first version of the Menu was created based on Ojibwe and Menominee perspectives, languages, concepts and values, it was intentionally designed to be adaptable to other indigenous communities, allowing for the incorporation of their language, knowledge and culture. Primarily developed for the use of indigenous communities, tribal natural resource agencies and their non-indigenous partners, this Tribal Climate Adaptation Menu may be useful in bridging communication barriers for non-tribal persons or organizations interested in indigenous approaches to climate adaptation and the needs and values of tribal communities.
The importance of forests for sequestering carbon has created widespread interest among land managers for identifying actions that maintain or enhance carbon storage in forests. Managing for forest carbon under changing climatic conditions underscores a need for resources that help identify adaptation actions that align with carbon management. We developed the Forest Carbon Management Menu to help translate broad carbon management concepts into actionable tactics that help managers reduce risk from expected climate impacts in order to meet desired management goals. We describe examples of real-world forest-management planning projects that integrate climate change information with this resource to identify actions that simultaneously benefit forest carbon along with other project goals. These examples highlight that the inclusion of information on climate vulnerability, considering the implications of management actions over extended timescales, and identifying co-benefits for other management goals can reveal important synergies in managing for carbon and climate adaptation.
Climate change will alter opportunities and demand for outdoor recreation through altered winter weather conditions and season length, climate-driven changes in user preferences, and damage to recreational infrastructure, among other factors. To ensure that outdoor recreation remains sustainable in the face of these challenges, natural resource managers may need to adapt their recreation management. One of the major challenges of adapting recreation to climate change is translating broad concepts into specific, tangible actions. Using a combination of in-depth interviews of recreational managers and a review of peer-reviewed literature and government reports, we developed a synthesis of impacts, strategies, and approaches, and a tiered structure that organizes this information. Six broad climate adaptation strategies and 25 more specific approaches were identified and organized into a "recreation menu". The recreation menu was tested with two national forests in the US in multi-day workshops designed to integrate these concepts into real-world projects that were at the beginning stages of the planning process. We found that the recreation menu was broad yet specific enough to be applied to recreation-focused projects with different objectives and climate change impacts. These strategies and approaches serve as stepping stones to enable natural resource and recreation managers to translate broad concepts into targeted and prescriptive actions for implementing adaptation.
Intentional climate adaptation planning for ecosystems has become a necessary part of the job for natural resource managers and natural resource professionals in this era of non-stationarity. One of the major challenges in adapting ecosystems to climate change is in the translation of broad adaptation concepts to specific, tangible actions. Addressing management goals and values while considering the long-term risks associated with local climate change can make forested watershed management plans more robust to uncertainty and changing conditions. We provide a menu of tiered adaptation strategies, which we developed with a focus on forests of the Midwest and Northeastern U.S., as part of a flexible framework to support the integration of climate change considerations into forested watershed management and conservation activities. This menu encapsulates ideas from the literature into statements that signify climate adaptation intention and provide examples of associated tactics to help ground the concepts in specific actions. Finally, we describe two demonstration projects, shared through the Northern Institute of Applied Climate Science’s Climate Change Response Framework, that have used this Forested Watershed Adaptation Menu and Adaptation Workbook in project-level planning.
