To achieve net-zero emissions, major countries have implemented energy transition and electrification policies, incurring significant costs. Each sector, including generation, industry, transport, and buildings, has its own decarbonization strategy. However, as net-zero emission is a cross-sectoral issue, decarbonization efforts in one sector can impact others. In this study, we employed a combination of renewable energy adoption planning, battery electric vehicles (BEVs) charging pattern simulation, and electricity market modeling to evaluate the cost implications of transitioning to BEVs in the transport sector and its subsequent impact on the power generation sector. We considered long-term Korean policies for the power and transport sectors when constructing scenarios to compare transition costs. Our results indicate that, while the additional electricity demand from BEVs increases electricity system costs, utilizing nuclear power can significantly reduce these costs. The estimated cost of BEVs, totaling three billion US dollars, can be covered through the relevant transition policy in the power sector. However, nuclear power in Korea is only a temporary solution that delays the social costs of achieving net-zero emissions. Thus, the Korean government should develop alternatives for clean electricity. Our results also suggest that the decarbonization cost transition from a sector to the power sector should be considered in the net-zero policy.
This study quantifies the value of lost load (VoLL) for the manufacturing sector in South Korea using stated preference methods. VoLL represents the cost of a stable electricity supply, which serves as a public good without a market price to compensate for flexible resources in the electricity market. The contingent valuation and choice experiment showed VoLL ranges from 0.35 to 0.80 USD per kWh unserved, below the industrial VoLL estimates in the existing literature. This finding suggests that outages may have lower costs for electricity consumers than investing in flexible resources. Using the correct estimate of outage costs is required to ensure capacity adequacy.
This study evaluates the value of lost load (VoLL) for the manufacturing sector in South Korea, focusing on the gap between the state-preference method and the production-side approach. The two methods are different in that the former measures the value of stable electricity in the view of consumer goods, while the latter calculates it in the view of producer goods. This study utilized an own-developed production side approach and the contingent valuation method (CVM) as a state-preference method. With data from a survey of 1023 firms, empirical research found the gap between the VoLLs by estimation methods, deriving production side VoLL that is six times higher than CVM results. This study presumes that this gap is mainly sourced from the weak recognition of respondents on the importance of electricity security owing to the absence of outage experience. Additional logit results also supported the hypothesis. Although the production side VoLL is more appropriate, CVM results are notable, being related to the public acceptability of the increases in electricity tariff. Therefore, it is recommended to reduce the gap between the two methods by improving the recognition of a stable electricity supply to secure flexible resources in the electricity market. It ultimately facilitates the construction of a compensation system of flexible resources.
This study analyzed induced effect of production, value-added and employee to quantify the value of company’s cooperation and entry in overseas GTP project. LNG terminal based GTP project and FSRU based GTP project, which are divided seven business were considered in analysis. Construction and operation were also separated. Empirical analysis results showed that project construction had bigger induced effect than that of project operation. And higher contract rate in the secondary industry brought bigger induced production, induced value-added and induced employee. For the bigger induced effect, many company joined detailed business to carry transactions. And higher contract rate of the secondary industry in project construction and higher contract rate in the tertiary industry in project operation also brought bigger induced effect.
Abstract : In order to propose the management of mine hazards in Korea, the case studies of the abandoned mine reclamation in the eastern USA (mainly Pennsylvania) were investigated. Mine reclamation activities of the eastern USA can be explained by the key words “Initiative, Association/Coalition, Watershed, and Donation/ Volunteer”. AMD&ART Park, Jennings Environmental Education Center, Friends of Cheat, West Virginia Mine Drainage Task Force, West Branch Susquehanna River Task Force and Restoration Coalition were introduced as examples several typical mine reclamation activities in eastern USA. Establishment of the mine hazard management strategy together with the stake-holder of several fields, the management activities together with the local communities, and increasing the effective of the management activities through the management with watershed unit were also suggested several adaptable case studies in Korea.
