The German National Library of Science and Technology (TIB) is committed to promoting Open Access. Among other activities TIB focuses on developing sustainable business models to support Open Access resources used by the scientific community in two projects: SCOAP 3 -DH and coordinating the support of the German universities for the Open Access platform arXiv. Goal of the worldwide project SCOAP 3 is to convert the most important journals of High Energy Physics to genuine Open Access Journals of the Golden Road. In the past, these journals were mainly financed by subscriptions. In consequence, only subscribers had access to the contents of the journals. According to the SCOAP 3 -model, the publication costs will be covered by contributions to the SCOAP 3 -Consortium of those institutions to which the publishing scientists are affiliated. The publishers will be paid for their services (e. g. Peer Review and editorial services) by the SCOAP 3 -Consortium. The amount to be paid will be negotiated between the publishers and the SCOAP 3 -Consortium in a public tender and will be raised by redirecting subscription fees. Within the project SCOAP 3 -DH TIB is coordinating the participation of the German universities in the worldwide SCOAP 3 -Consortium. From 1991 until 2010 the Cornell University Library operated and maintained the established Open Access platform arXiv alone. In January 2010 the Cornell University Library announced their plans to develop a long term business model to raise contributions to the costs from those institutions that benefit most from arXiv. TIB is coordinating the support of the German universities.
PurposeThis paper aims to describe the development and current situation of electronic document delivery by public libraries in Germany, taking into account the impact of the changing regulatory framework of German copyright law and the consequences of law suits against libraries and Subito.Design/methodology/approachThe paper describes the current situation. Also, the new licensing strategy of the Subito delivery service and the national licensing strategy for electronic media of German libraries and the German Research foundation come into focusFindingsThe negative development of copyright law posed a new challenge for document delivery services in Germany since the statutory licence in German copyright law no longer covers electronic document delivery provided by Subito and other library document delivery services. Licence agreements with publishers or intermediaries such as copyright clearance centres are now necessary to allow delivery of electronic documents. These negotiations have proven to be very complex and controversial, but now a complicated framework of licence agreements has been concluded and will enable German libraries to generally provide electronic documents in the future. DRM‐systems, however, still are a challenge for customers and the delivery service.Practical implicationsDemand of delivery services has decreased and may decrease even more in the long run due to availability and direct accessibility of electronic documents, together with the national licensing program in Germany.Originality/valueThe paper provides a concise summary and gives an impression of the development of document delivery services of German libraries between 2003 and 2008 with special reference to the legal position and changes to German copyright law.
This article describes the background of the Sino-German co-operation in document delivery, necessity and possibility of co-operation, and the objectives, content, and the task of the collaboration, as well as the characteristics of China Direct system. It also introduces the co-operation mechanism of cross-domain information service and the significance of cooperation in document delivery services and future development.
This article deals with the operational problems confronting large libraries in seeking to fulfill their national mandate to provide access to information in their areas of specialization due to the enactment of Germany's new copyright law. The abolishment of a legal basis for providing electronic delivery of documents in PDF format has made it necessary to acquire the requisite licenses, In addition to an extensive re-structuring of IT systems, it has been necessary to re-design delivery services and their fee schedules, organize extensive in-house training for the help desk and reference service, as well as to make use of legal expertise for the negotiations with legal proprietors.
Der Aufsatz informiert über die Projektprogramme "Informationsverbünde" des BMBF mit dem Schwerpunkt "Digitaler Volltextserver, Verlagspublikationen und Graue Literatur" und über das DFG-Programm "Virtuelle Fachbibliotheken" mit dem Schwerpunkt "Weiterentwicklung des Konzepts der Sondersammelgebiete auf digitale Ressourcen, insbesondere des Internets". Es werden beispielhaft einzelne Portale vorgestellt und der Stand der jeweiligen programmspezifischen Kooperationsmaßnahmen referiert. Die Empfehlungen von BMBF und DFG zur Zusammenarbeit, insbesondere zur Entwicklung eines gemeinsamen Internetauftritts, werden erläutert, die wichtigsten damit verbundenen inhaltlichen und organisatorischen Fragen werden aufgezeigt.
This article reports on the pilot project "Information Networks" the German Ministry for Education and Research (BMBF) which focusses specifically on "Digital Full-Text Providers, Published Materials and Grey Literature", and the German Research Society's (DFG) project "Virtual Subject Libraries" which focusses on "Extending the Concept of Special Collection Areas to Digital Resources, particularly Internet". Several exemplary portals re presented and the current status of each one's cooperative efforts discussed. The recommendations of the BMBF and the DFG regarding cooperative projects, in particular with reference to joint presentations in Internet, are discussed and the main aspects of the resulting conceptual and organizational issues are laid out.
The article describes the development and the functionality of the document delivery service subito as a decentralised, co‐operative model involving 27 libraries. Special attention is given to questions of copyright.
